  • 2. Over-representation of Indigenous persons in adult provincial custody, 2019/2020 and 2020/2021

    Description: This Juristat article presents data and information on the extent of Indigenous over-representation in correctional systems across Canada in 2019/2020 and 2020/2021, using three new corrections indicators recently developed: Incarceration Rates for Indigenous and non-Indigenous persons, the Over-Representation Index, and the Custodial Involvement Rate. In addition, trends in the use of bail and remand will be explored, along with possible impacts on over-representation. The findings are presented from five provincial correctional service programs reporting to the Canadian Correctional Services Survey (CCSS): Nova Scotia, Ontario, Saskatchewan, Alberta, and British Columbia.

    Description:

    Provincial and territorial governments are responsible for the administration of community-based correctional services in Canada for adults and youth, which include, but are not limited to probation, conditional sentences, and temporary absence programs. Although the Criminal Code of Canada, the Young Offenders Act and the Youth Criminal Justice Act set out guidelines, jurisdictions are not obliged to follow them directly. Jurisdictions will differ, sometimes substantially, in their administration.

    This publication provides a descriptive overview of sentences and the delivery of community correctional services across all jurisdictions in Canada for both adult and youth. In addition, this publication reports on community corrections data collected from the special study, as well as data from the Adult Correctional Services Survey, the Key Indicator Report, the Youth Custody and Community Services Survey, and the Alternative Measures Survey. It examines admissions and average counts of adults and youth who were under community supervision, showing trends as far back as 1993/94. Furthermore, data on offender characteristics, such as sex and Aboriginal status are also presented.

The data are reported by month, for each correctional jurisdiction (province/territory and federal) and by security status for adult offenders in custody. The publication also provides young offender data by province/territory, by custody status, by month, as well as data on young offenders on supervised probation. The data presented in the report cover a five-year monthly time series. Data analysis, definitions, data quality measures and a glossary are also part of this publication. Statistics are derived from an ongoing data tables collection process conducted bi-annually since 1987.

The Sort by feature provides three options:

  • By date – sorts results by product release date starting with the most recent.
  • By relevance is only needed or beneficial when you use the search box and submit a search query. Results are ordered by a combination of where the search term appears in the content, e.g., if it appears in the title, it likely means the product is more relevant to your search; how up to date or new the content in the product is; how popular the product is; and other factors.
  • By title – sorts results alphabetically.
