The age distributions of professors at Canadian universities without mandatory retirement and those at universities with mandatory retirement at age 65 have diverged over time with a higher fraction of professors over the age of 65 being at universities without mandatory retirement. An analysis of a discrete time hazard model indicates that faculty members at universities with mandatory retirement at age 65 have exit rates at age 65 that are 30 to 35 percentage points higher than those of their counterparts at universities without mandatory retirement. Similar results are found for both men and women; however, the magnitude of this effect is somewhat smaller for women. This does not support the view that mandatory retirement is a more severe constraint on the behaviour of female academics

This paper adopts the decomposition technique of DiNardo, Fortin and Lemieux (DFL, 1996) to decompose provincial differences in the distribution of Programme for International Student Assessment (PISA) test scores and assesses the relative contribution of provincial differences in the distribution of "class size" and time-in-term, other school factors and student background factors. Class size and time-in-term are both important school choice variables and we examine how provincial achievement differences would change if the Alberta distribution of class size and time-in-term prevailed in the other provinces. Results differ by province, and for provinces where mean achievement gaps would be lower, not all students would benefit.

Compulsory school laws have existed in Canada for more than a hundred years, and policies to mandate further education continue to be discussed. This paper examines the impact of these laws on education attainment and on subsequent social economic outcomes for individuals compelled to stay in school. The findings indicate that mandating education substantially increased adult income and substantially decreased the likelihood of being below the low income cut-off, unemployed, and in a manual occupation. Considering possible costs incurred while attending school, these findings suggest compulsory schooling legislation was effective in generating large lifetime gains to would-be-dropouts.

This paper highlights recent developments in self-employment in Canada and explores its relationship to unemployment/full-time paid-employment. There are now two and a half million Canadians working at their own businesses, amounting to 16.2% of the total labour force or accounting for 17.8% of total employment. In the first eight years of the 1990s, self-employment on average expanded by 4.1% per year, contributing to over three out of four new jobs the economy has created. Entry and exit data demonstrate that there are substantial flows into and out of this sector of the economy. Gross flows into and out of self-employment as the main labour market activity averaged nearly half a million per year between 1982 and 1994, amounting to 42% of the total self-employed population.
The fixed-effects modelling results show a statistically significant but empirically small negative (positive) relationship between self-employment and unemployment (full-time paid- employment). This conclusion holds true across different data sources, for different time periods, for different measures and definitions, for different empirical samples, and across various estimating techniques. There is also a statistically significant but empirically small negative (positive) relationship between exits out of self-employment and unemployment (full-time paid- employment). It appears that a host of non-cyclical factors are behind the recent surge in self-employment.

This paper discusses in detail issues dealing with the technical aspects of designing and conducting surveys. It is intended for an audience of survey methodologists.
The Census Bureau uses response error analysis to evaluate the effectiveness of survey questions. For a given survey, questions that are deemed critical to the survey or considered problematic from past examination are selected for analysis. New or revised questions are prime candidates for re-interview. Re-interview is a new interview where a subset of questions from the original interview are re-asked to a sample of the survey respondents. For each re-interview question, the proportion of respondents who give inconsistent responses is evaluated. The "Index of Inconsistency" is used as the measure of response variance. Each question is labelled low, moderate, or high in response variance. In high response variance cases, the questions are put through cognitive testing, and modifications to the question are recommended.
The Schools and Staffing Survey (SASS) sponsored by The National Center for Education Statistics (NCES), is also investigated for response error analysis and the possible relationships between inconsistent responses and characteristics of the schools and teachers in that survey. Results of this analysis can be used to change survey procedures and improve data quality.

The Standard Occupational Classification provides a systematic classification structure to identify and categorize the entire range of occupational activity in Canada. This up-to-date classification is based upon, and easily related to, the National Occupational Classification. It consists of 10 broad occupational categories which are subdivided into major groups, minor groups and unit groups. Definitions and occupational titles are provided for each unit group. An alphabetical index of the occupational titles classified to the unit group level is also included.
