Description: This report presents the results of a study on the estimated number of children eligible for instruction in the minority official language, pursuant to section 23 of the Canadian Charter of Rights and Freedoms, who were classified as ineligible in the 2021 Census because relationships between family members living at different addresses could not be established within this data source. Using other data sources, including previous censuses and administrative data (such as vital statistics and tax data), we were able to establish these family relationships within the 2021 Census. This report presents the methods and data sources used first, then the results by selected regions and age groups.

These reports provide increased levels of detail over a three-year period on an organization's main priorities by strategic outcome, program and planned/expected results, including links to related resource requirements presented in the Main Estimates. Description: The primary source of data used in post index construction are periodic retail-price and cost-of-living surveys conducted at foreign locations by the foreign service personnel stationed there. Statistics Canada analyses this survey data. In addition to a variety of price information gathered from retail outlets patronized by Canadian personnel at the post, data are also obtained regarding their spending patterns, along with information on the availability of any special local purchasing facilities, and the extent to which staff make direct importation of consumer goods from other countries. The general aim is for full-scale surveys to be carried out at about three-year intervals. However, specific studies may be undertaken more or less frequently than this, depending on the volatility of retail price conditions in each particular country, the instability of exchange rates and the extent to which close monitoring of changes in the local retail price situation being faced by Canadian personnel can be achieved through reference to other statistical indicators.

The Variant of the SCCAI for Social Statistics and the Variant of the SCCAI for Travel Statistics were developed to create groupings of countries to enable the production of integrated statistics when publishing social statistics data and travel statistics data, respectively. These variants have three levels.

Description: This classification system was developed conjointly by the Social Sciences and Humanities Research Council of Canada (SSHRC), the Natural Sciences and Engineering Research Council of Canada (NSERC), the Canada Foundation for Innovation (CFI), the Canadian Institutes of Health Research (CIHR), and Statistics Canada which is the custodian. The Canadian Research and Development Classification (CRDC) first official version was the 2020 Version 1.0, now being replaced by CRDC Version 2.0. The CRDC is revised within 2 years for minor changes, and every five years for major revisions. CRDC 2020 Version 2.0 is composed of 3 main pieces: the type of activity or TOA (with 3 categories), the field of research or FOR (with 1,671 fields at the lowest level) and socioeconomic objective or SEO (with 85 main groups at the lowest level).

It includes the sectors of education, health, general government and government business enterprise sectors for all levels of government in Canada, annually, since 2008.

The Classification of Instructional Programs (CIP) is used for classifying instructional programs according to field of study. CIP was originally created by the National Center for Education Statistics (NCES) in the United States. It is a hierarchical classification. The classification provides a detailed description of each instructional program class together with illustrative examples of the types of instructional programs found in that class. Illustrative examples are also provided of closely related programs that are classified elsewhere. In addition, the classification includes an introduction to CIP and an alternative structure for the aggregation of field of study data. CIP has a ten-year revision cycle.

The North American Product Classification System (NAPCS) is the departmental standard for the classification of products (goods and services). The classification is a joint project of the national statistical agencies of Canada, Mexico and the United States. NAPCS is used to produce product statistics on a variety of topics, including the value of outputs of industries, the consumption by businesses and households, the value of imports and exports, and the movement of industrial and raw material prices. NAPCS Canada comprises definitions for all categories that include a descriptive text, as well as illustrative examples, inclusions and exclusions where appropriate.

Description:

The North American Industry Classification System (NAICS) is an industry classification system developed by the statistical agencies of Canada, Mexico and the United States. Created against the background of the North American Free Trade Agreement, it is designed to provide common definitions of the industrial structure of the three countries and a common statistical framework to facilitate the analysis of the three economies. NAICS is based on supply-side or production-oriented principles, to ensure that industrial data, classified to NAICS, are suitable for the analysis of production-related issues such as industrial performance.

NAICS is a comprehensive system encompassing all economic activities. It has a hierarchical structure. At the highest level, it divides the economy into 20 sectors. At lower levels, it further distinguishes the different economic activities in which businesses are engaged.

The Ecological Land Classification (ELC) is Statistics Canada's official classification for ecological areas in Canada.

The ELC was developed to enable the production of integrated statistics for ecological areas. It is a hierarchical framework that classifies ecological areas or ecosystems and that incorporates all major components of ecosystems: air, water land and biota. All boundaries in the ecological framework are matched to soil landscape polygons from the Soil Landscapes of Canada (SLC).

There are 15 ecozones at the top of the ecological land classification hierarchy. They cover the entire terrestrial extent of Canada.

These ecozones are subdivided into 53 ecoprovinces that contain 194 ecoregions, which can be further subdivided into 1,027 separate ecological units called ecodistricts.

PCCF+ automatically assigns a range of Statistics Canada’s standard geographic areas and other geographic identifiers based on Postal Codes^OM. The PCCF+ differs from the PCCF in that it uses population-weighted random allocation for Postal Codes^OM that link to more than one geographic area.

The Aggregate Dissemination Area Reference Maps series displays all of the aggregate dissemination areas (ADAs), which cover Canada. Each map in the series targets a single ADA and its neighbouring ADAs, showing boundaries and identifiers. The Postal Codes^OM by Federal Ridings File, Special Issue (PCFRF Special Issue) refers to the federal electoral districts (FEDs) based on the 2013 Representation Order. The PCFRF Special Issue is a digital file which provides a link between the six-character postal code^OM and Canada's federal electoral districts (which are also known as federal ridings). This special version of the PCFRF links 848,257 active postal code^OM records, existing as of June 2013, to the 338 federal electoral districts of the 2013 Representation Order. These new federal electoral districts will be applied in the first general election called after May 1, 2014.

The PCFRF Special Issue was created by converting the existing federal electoral districts (2003 Representation Order) and their linked postal codes to the new federal electoral districts (2013 Representation Order), transferring the postal code^OM linkages. The conversion process was accomplished using 2011 Census Dissemination Blocks and a best fit methodology for dissemination blocks that were found in more than one federal electoral district.

This Cartographic Boundary File for Canada contains the boundaries of all 82 census agricultural regions delineated for the 2011 Census of Agriculture together with the shoreline around Canada and the larger inland lakes, all integrated in a single layer. The boundary file co-ordinates are latitude/longitude and are based on the North American Datum of 1983 (NAD83). The file is available in ARC/INFO Interchange, MapInfo Interchange and Geography Markup Language formats.A reference guide is also provided.

Statistics Canada's annual retail trade surveys are undergoing changes. Two activities underlie these changes. The re-design of our annual retail trade questionnaires is one. The other is the conversion from the 1980 Standard Industrial Classification (1980 SIC) to the North American Industrial Classification System (NAICS). These activities will have significant impacts on the output of the annual surveys.

This paper has two goals. The first is to inform retail store data users, industry analysts, trade associations and other stakeholders about these changes. The second is to consult with stakeholders on possible data outputs resulting from the changes.

The paper is organized into five parts. Following the introduction, Part II describes the outputs from the current surveys and compares and contrasts the current outputs with the new. Part III focuses on the introduction of NAICS codes and the changes in coverage for retail trade. In Part IV, the benefits resulting from the above changes are outlined. The final part (Part V) seeks comments or suggestions from data users, retail trade associations and industry specialists on the release of data products as a result of the changes to the surveys.

These pension plans are now part of the personal sector. Previously these plans were included in either the federal or provincial government sector accounts.

In 1994, Statistics Canada introduced a new longitudinal social survey that collects information from about 23,000 children spread over 13,500 households. The objective of the National Longitudinal Survey of Children and Youth is to measure the development and well being of children until they reach adulthood. To this end, the survey gathers together information about the child, parents, neighbourhood as well as family and school environment. As a consequence, the data collected for each child, is provided by several respondents, from parents to teachers, a situation which contributes to an increased disclosure risk. In order to reach a balance between confidentiality and the analytical value of released data, the survey produces three different microdata files with more or less information. The master file that contains all the information is only available by means of remote access. Hence, researchers do not have direct access to the data, but send their request in the form of software programs that are submitted by Statistics Canada staff. The results are then vetted for confidentiality and sent back to the researchers. The presentation will be devoted to the various disclosure risks of such a survey and to the tools used to reduce those risks.

This report highlights the results of the geography portion of the 2001 Census consultation process. At the June 1998 federal-provincial conference session on the 2001 Census, geography was described as the "cornerstone" of the census. Based on the submissions received in the past year, many users feel the same way. It is the standard geographic areas that determine the framework in which the data will be released. It is the users, through the consultation process, who influence the changes to the standard geographic areas that are recommended for each census.

This document summarizes the comments and feedback received on an earlier document: Towards a new Canadian asset and debt survey - A content discussion paper. The new asset and debt survey (now called the Survey of Financial Security) is to update the wealth information on Canadian families and unattached individuals. Since the last data collection was conducted in 1984, it was essential to include a consultative process in the development of the survey in order to obtain feedback on issues of concern and to define the conceptual framework for the survey.

Comments on the content discussion paper are summarized by major theme and sections indicate how the suggestions are being incorporated into the survey or why they could not be incorporated. This paper also mentions the main objectives of the survey and provides an overview of the survey content, revised according to the feedback from the discussion paper.

During September and October 1997, the Questionnaire Design Resource Centre (QDRC) completed 10 focus groups and 4 in-depth interviews with respondents and 6 debriefing sessions with interviewers in a test of the proposed questionnaires and data collection methodology for the 1998 Asset and Debt Survey (now called the Survey of Financial Security, to be done in 1999).

The main goals of the testing were: to evaluate the data collection methodology and survey instruments (including the introductory materials [guide] and questionnaires [Part 1: background information about family members, Part 2: questions on assets and debts]); to identify problem areas; to make recommendations to ensure that the final survey instruments are respondent-friendly and interview-friendly, that the questionnaires can be easily understood and accurately completed; and finally, to investigate how respondents recall information.

This report summarizes the highlights of the study, including the recommendations based on the findings of the focus groups, in-depth interviews and debriefing sessions, as well as those from the experience of the QDRC in carrying out similar studies for other household surveys.
