Description: This Census in Brief article provides a profile of the population who received pandemic-related benefits in 2020, based on data from the 2021 Census of Population. Benefits examined include the newly-established federal emergency and recovery benefits, top-ups to existing federal programs, including the Old Age Security, the Guaranteed Income Supplement and the Canada Child Benefit, as well as pandemic-related benefits from provincial and territorial governments. The share of the population receiving benefits, the median amounts received and the contribution of these benefits to the incomes of recipients are examined by gender, age group, income level and geography.

Periodically, income statistics are updated to reflect the most recent population estimates derived after the census. Accordingly, with the release of the 2020 data from the Canadian Income Survey (CIS), Statistics Canada has revised estimates for 2012 to 2019 using totals from population estimates based on the 2016 Census. This paper presents a comparison between revised and unrevised estimates for key income series, and describes other modifications made to CIS variables.

Postsecondary students can claim postsecondary education credits to lower their tax obligations (or that of a parent, grandparent, spouse or common-law partner, or their parent or grandparent). Claiming the credits is costless, but it does require knowledge of how the credits work to reduce taxes. As a result, claim rates may be unequal across socio-economic backgrounds, including the level of parental income (a key policy lever for needs-based student financial aid). The purpose of this article is to document claim rates among postsecondary students by level of parental income, as well as to re-assess trends in postsecondary enrolment rates by level of parental income in light of unequal claim rates. These trends were previously established with information on the tax credits in tax data. This study uses data from the T1 Family File (T1FF) and the Postsecondary Student Information System (PSIS), which have been recently linked for all ten provinces from 2009 onwards.

Foremost among these improvements is a significant increase in the sample size for a large subset of the CIS content. The weighting methodology was also improved and the target population of the CIS was changed from persons aged 16 years and over to persons aged 15 years and over. This paper describes the changes made and presents the approximate net result of these changes on the income estimates and data quality of the CIS using 2021 data. The changes described in this paper highlight the ways in which data quality has been improved while having little impact on key CIS estimates and trends.
