Police-reported statistics indicate that crime rates in Canada decreased for the fifth consecutive year in 1996. Similar trends have been noted in England/Wales and the United States. Results from victimization surveys confirm this recent trend, yet despite this decrease in crime, many Canadians remain fearful of being victimized. What is the source of this fear; who is more likely to be a victim of violent crime; who is the typical perpetrator; and where is the victimization likely to take place? Generally speaking, questions like these are designed to assess concerns about threats of violence by strangers. But what is the nature of violent incidents involving strangers and what are the characteristics of those strangers? The answers to these questions are examined below.The purpose of this Juristat is to examine the profile of perpetrators and victims of violent crime by comparing characteristics of crimes committed by strangers to those involving offenders known to the victim. This will contribute to discussions about the nature of violent crime and about related concerns that are at the centre of current debates.

In 1996, 21, 901 cases of spousal assault were recorded in a sample of 154 police departments across the country. The proportion of male victims of spousal assault was relatively small (11%) compared to female victims (89%).

Homicide is the most tragic form of family violence. Between 1977 and 1996, there were 12,666 victims of homicide in Canada. One-third involved victims and offenders who were related to each other by marriage, common-law union or kinship, another 49% involved acquaintances and 17% involved strangers.

This free publication is based on data from the Victim Services Survey and provides national and provincial/territorial profiles of victim service agencies that responded to the survey, as well as information on the clients they served. The Victim Services Survey was conducted by the Canadian Centre for Justice Statistics and was funded by Justice Canada's Policy Centre for Victim Issues. Victim service agencies surveyed include system-based, police-based and court-based agencies, sexual assault centres, other selected community-based agencies, and criminal injuries compensation and other financial benefit programs for victims of crime. It should be noted that data on transition homes and shelters for abused women and their children are collected through Statistics Canada's Transition Home Survey.

Description: This Juristat article provides insight into the prevalence, characteristics and consequences of dating violence among teens aged 15 to 17 in Canada. Violence between dating partners can include criminal acts such as physical and sexual violence, as well as acts that may not reach the criminal threshold (e.g., emotional and psychological abuse) but which can nonetheless have negative consequences for victims. Teens’ attitudes towards violence and control in intimate relationships are also presented. Findings are based on self-reported data collected through the 2018 Survey of Safety in Public and Private Spaces and on police-reported data from the Uniform Crime Reporting Survey. Where possible, comparisons between genders, age groups and other populations of interest are presented.

Description: Using data from the Uniform Crime Reporting Survey and the Integrated Criminal Courts Survey, this Juristat article expands on previous analysis and explores the prevalence and nature of police-reported incidents of online child sexual exploitation in Canada between 2014 and 2022. This article examines the types of incidents reported to police, including both online sexual offences against children and child pornography offences, as well as characteristics of victims and accused persons.

An analysis of court data is presented, examining the types of charges processed in Canadian courts related to sexual offences against children that were likely facilitated online. Characteristics of adults and youth accused are also presented, along with the outcome of the charges laid against them.

Description: This Juristat article presents data and information on reconvictions among adults released from full-time custody, starting an intermittent custodial sentence, or starting a community supervision sentence across five provincial correctional programs in 2015/2016. Reconvictions were examined for up to four years, from 2015/2016 to 2018/2019. Findings are disaggregated by age, gender, criminal history and population group, including Indigenous, Black and other racialized groups. This study is based on linked data from the Canadian Correctional Services Survey, Integrated Criminal Court Survey and Canadian Vital Statistics - Death database.

Description: The goals of this survey were to enhance our understanding of hate crime in Canada and to assess the feasibility of collecting national police-reported hate crime statistics.

Description: The primary objective of the Civil Court Survey is to develop and maintain a national civil court database of statistical information on court events and cases. It is intended to collect comparable, national level baseline data on civil court activity in Canada.

Description: The purpose of this is to collect data on residential services for abused and at-risk youth (aged 16 to 29) during the previous 12 months, as well as to provide a one-day "snapshot" of the clientele being served on a specific date.

Description: The purpose of this survey is to collect national-level data on the prevalence and types of fraud experienced by certain business sectors. These data are required to respond to the need for better information on the nature and extent of fraud in Canada in order to improve policy and public education with respect to this issue. The survey also collects information on fraud detection and prevention and actions taken in response to incidents of fraud, including use of the criminal justice system.

Description: The purpose of the Survey on Sexual Misconduct in the Canadian Armed Forces (SSMCAF) is to collect information about the prevalence and nature of inappropriate sexual behaviour within the military, the reporting of inappropriate sexual behaviour to authorities, military members' perception of the Canadian Armed Forces' (CAF) response to this issue and CAF's progress in addressing sexual misconduct in the ranks.

The survey includes information on investment in cyber security measures, cyber security training, the volume of cyber security incidents, and the costs associated with responding to these incidents.

Description: The National Fire Information Database (NFID) is a pilot project with the objective of gathering ten years of microdata information on fire incidents and fire losses from provincial/territorial Fire Marshals and Fire Commissioners Offices across Canada, standardizing the data, and creating a centralized national system for the collection of fire statistics.

Description: The objective of the Canadian Correctional Services Survey (CCSS) is to collect detailed information on each person who is supervised by a correctional services program in Canada for all or part of a fiscal year, including both adults and youth.

Description: The purpose of this survey is to collect information on Canadians' experiences related to their safety in public and private spaces. Questions are asked about these personal experiences at home, in the workplace, in public spaces and online.

Description: The purpose of the Canadian Victim Services Indicators (CVSI) project is to collect aggregate statistics from victim services directorates with provincial and territorial governments to provide information on the characteristics of victims accessing services, the types of services utilized, and case load demands in order to better develop programs and services for victims of violence.
