In response to this need, Statistics Canada initiated the development of a Real-time Local Business Conditions Index (RT-LBCI). The index brings together data from a few different sources, including Google's Places API (containing data on temporary and permanent businesses closures), TomTom Real-time traffic API (road traffic data), as well as information from Statistics Canada data holdings (monthly retail and wholesale, Business Register, etc.). The ESTMA helps the Government of Canada deter corruption in the extractive sector by requiring extractive entities that are active in Canada to publicly disclose, on an annual basis, certain types of payments made to governments in Canada and abroad. The goal of the data portal is to increase the accessibility and utility of the payment information collected under the ESTMA by bringing together all available ESTMA data in one online location, and further enriching the payment data with analytical functions that help users to leverage the complete ESTMA dataset. These regulatory changes coincided with a retrenchment and then a resurgence in the activities of foreign multinationals in Canadian industry. Corporations have been posting record profits over much of the last decade. Meanwhile, business fixed capital investment has been relatively sluggish in recent years. This situation has led to a significant shift in the corporate sectors' net lending/borrowing position - from one of a chronic deficit position to one of sustained surplus. After having run deficits for almost 30 years, corporations have emerged with significant surplus positions in the last decade. This has placed the corporate sector in a new role - that of increasingly supplying funds to the rest of the economy.
This note looks at this development from a few angles, focusing on non-financial corporations. It identifies the underlying causes for, and the major effects of, the development of an expanding corporate surplus position. In short, non-financial corporations have taken advantage of record profits, historically low interest rates and relatively buoyant stock markets to substantially re-structure their balance sheets. It has reached the point where corporate finances, in aggregate, are the healthiest they have been in the last thirty years.

This paper examines two potential benefits of foreign-controlled plants in the Canadian manufacturing sector: the superior performance of foreign-controlled plants and their productivity spillovers to domestic plants. The paper finds that foreign-controlled plants are more productive, more innovative, more technology intensive, pay higher wages and use more skilled workers. This foreign-ownership advantage is found to be a multinational advantage. What matters for economic performance is whether plants belong to multinational enterprises (MNEs) rather than ownership per se. Canadian multinationals are as productive as foreign multinationals. We also find that MNEs have accounted for a disproportionately large share of productivity growth in the last two decades. Finally, we find robust evidence for productivity spillovers from foreign-controlled plants to domestic-controlled plants arising from increased competition and greater use of new technologies among domestic plants.

This paper outlines broad changes in foreign ownership in Canada over the last forty years. It makes use of several different but complementary data sources that are produced by Statistics Canada to analyze the importance of foreign ownership in Canada. Over the last four decades, foreign multinationals that are operating in Canada have experienced first, a retrenchment and then, a resurgence in their activities. This retrenchment occurred during the period when foreign investment was tightly regulated and could be found across most industries, but was particularly evident in the energy and mining sector. The resurgence that has occurred subsequent to the introduction of a more liberal regulatory regime was also relatively widespread, though there are several sectors like the science-based and energy industries where this has not occurred.

Burkart and Ellingsen (2004) develop a model of trade credit and bank credit rationing which predicts that trade credit will be used by medium-wealth and low-wealth firms to help ease bank credit rationing. This paper tests this and other predictions of the Burkart and Ellingsen model using a large sample of more than 28,000 Canadian firms. The author uses an endogenous method to divide the firms into the appropriate wealth categories rather than arbitrarily selecting firms likely to be credit-rationed. The data support the main predictions of the model quite well. The author finds that medium-wealth firms substitute trade credit for bank credit consistent with using it to alleviate bank credit rationing. The low-wealth firms use trade credit but it is positively linked to bank credit, suggesting those firms are constrained in both bank credit and trade credit markets, and so cannot use trade credit to adjust as much to negative shocks. The findings also suggest that there are very few unconstrained, high-wealth Canadian firms. The author also finds low-wealth, declining and distressed firms supply proportionally more trade credit than firms with healthier balance sheets.

This paper discusses the approach that Statistics Canada has taken to improve the quality of annual business surveys through their integration in the Unified Enterprise Survey (UES). The primary objective of the UES is to measure the final annual sales of goods and services accurately by province, in sufficient detail and in a timely manner.
This paper describes the methodological approaches that the UES has used to improve financial and commodity data quality in four broad areas. These include improved coherence of the data collected from different levels of the enterprise, better coverage of industries, better depth of information (in the sense of more content detail and estimates for more detailed domains) and better consistency of the concepts and methods across industries.
The approach, in achieving quality, has been to (a) establish a base measure of the quality of the business survey program prior to the UES, (b) measure the annual data quality of the UES, and (c) carry out specific studies to better understand the quality of UES data and methods.
