    Description:

    Recent findings from the International Adult Literacy Survey (IALS) and the 2003 Adult Literacy and Life Skills Survey (ALL) suggest that improvements in literacy skill flowing from the initial education system are being eroded by significant levels of literacy skill loss in adulthood. This study uses data from IALS and ALL to explore how Canada's stock of literacy skill evolved over the nine year period from 1994 to 2003. It analyzes net skill change for various demographic groups for Canada and the provinces and explores the individual characteristics that influence whether a particular group has gained or lost skills on average over the nine-year reference period.

    Description:

    Whether or not relative rates of assortative marriage have been rising in the affluent democracies has been subject to considerable dispute. First, we show how the conflicting empirical findings that have fueled the debate are frequently an artifact of alternative methodological strategies for answering the question. Then, drawing on comparable census data for Canada and the United States, we examine trends in educational homogamy and intermarriage with log-linear models for all marriages among young adults under 35 over three decades. Our results show that educational homogamy, the tendency of like to marry like, has unambiguously risen in both countries since the 1970s, with no sign of the U-turn in levels of intermarriage reported in some earlier comparative studies. Rising levels of marital homogamy were the result of declining intermarriage at both ends of the educational distribution. However, while trends for men and women were quite similar in Canada, they differed significantly in the United States. The overall rise in marital homogamy In the United States was partially offset by an increased tendency of women with some college education to marry 'down' the educational hierarchy. In Canada, the only sign of abatement in the trend toward greater educational homogamy was a slight increase in intermarriage among university-educated men and women during the 1990s.

    This paper models earnings of male and female Bachelor's graduates in Canada five years after graduation. Using a university fixed-effect approach, the research finds evidence of significant (fixed) variations in earnings among graduates from different universities. Within universities, changes over time in various characteristics are correlated with changes in graduates' earnings. Increases in undergraduate enrollment are associated with declines in subsequent earnings for graduates, suggesting crowding out. For men, but not women, increases in the professor - student ratio are associated with meaningful gains in students' subsequent earnings. Models that do not condition on a student's major show increased effects of changes in a university's characteristics, with estimated effects rising up to almost two-fold. For women in particular, changes in several university characteristics are strongly associated with changes in women's choice of major. Changes in university characteristics are not strongly related to the probability of employment five years after graduation.

    Based on a sample drawn from Statistics Canada's Survey of Labour and Income Dynamics (SLID: 1993 to 1998 and 1996 to 2001), the study finds that young (17 to 34 years old) and single workers were more likely than older (35 to 59 years old) and married and divorced workers to participate in adult schooling and to obtain a post-secondary certificate. Workers with less than a high school education who might have the greatest need to increase their human capital investment were less likely to participate in adult education than workers with high school or more education.

    The study shows that male workers who obtained a post-secondary certificate while staying with the same employer generally registered higher wage and earnings gains than their counterparts who did not go back to school, regardless of age and initial level of education. On the other hand, men who obtained a certificate and switched jobs generally realized no significant return to their additional education, with the exception of young men (17 to 34 years old) who would receive significant returns to a certificate, whether they switched employer or stayed with the same employer.

    Obtaining a certificate generated significant wage and earnings returns for older women (aged 35 to 59) who stayed with the same employer, and significant wage returns for young women who switched employers.

    This paper investigates relationships between adult literacy skills and use of information and communications technologies (ICTs). Using the Adult Literacy and Life Skills Survey (ALL), it becomes possible to compare respondents' ICT use, based on self-assessed ICT use patterns and attitudes toward computers, with literacy skills and a number of socio-demographic characteristics, including age, gender and educational attainment. The paper offers data for Canada, its provinces and territories, as well as five other countries (Bermuda, the United States, Italy, Norway and Switzerland), allowing international and inter-provincial comparisons. An important objective of the paper is to examine outcomes associated with literacy skills in combination with patterns of ICT use, and this is achieved by profiling these characteristics and studying their relationships with respondent income. In addition, it offers a portrait of adults' computer and Internet use, including purposes of use, attitudes toward computers, and use of other ICTs, and analyzes such use, with a detailed focus on Canada.

    Patterns of Internet and computer access confirm the existence of "digital divides" both within and between nations. Apart from Italy, differences between the countries included in this study are not large. However, as found elsewhere, large divides exist within countries when examining respondents grouped by their level of income. In Canada, the Western provinces, the territories, and Ontario emerge as leaders in ICT use, although regional patterns are complex and vary depending on the specific technology examined.

    Many other factors are also strongly associated with respondents' ICT use. Age, gender, educational attainment, and level of literacy proficiency help predict whether a respondent is a "high-intensity" computer user. A significant decline in ICT use is found to occur after age 45 in all countries. The findings for ICT use by gender, however, were mixed. In the European countries included in this study (Italy, Norway and Switzerland), clear gender differences emerge but no such gap exists in North America. Respondents with less than upper-secondary education are significantly less likely to use computers for a range of purposes, and this pattern is most pronounced in Italy and Bermuda. In addition, scales that measure individuals' use of computers and the Internet, and attitudes toward computers, tend to increase with the literacy proficiency of respondents.

    Finally, literacy and computer use profiles are strongly related to the likelihood that respondents have high earnings. In most countries included in this study, adults who have average or higher literacy skills and who are intensive computer users have about three to six times the odds of being in the top quartile of personal income, compared to respondents with below average literacy skills and less intensive computer use.

    This study identifies gig workers based on characteristics of their work arrangements and how these are reported in tax data. It introduces a definition of gig work specific to the way work arrangements are reported in the Canadian tax system and estimates the size of the gig economy in Canada using administrative data. The share of gig workers among all workers rose from 5.5% in 2005 to 8.2% in 2016. Some of this increase coincided with the introduction and proliferation of online platforms. The analysis highlights gender differences in the trends and characteristics of gig workers. By linking administrative data to 2016 Census microdata, this study also examines educational and occupational differences in the prevalence of gig workers.

    This paper assesses the extent to which education affects how Canadians save and accumulate wealth for retirement. The paper makes three contributions. First, a descriptive analysis is presented of differences in savings and home values across individuals based on their levels of educational attainment. To this end, new datasets that link survey respondents from the 1991 and 2006 censuses of Canada to their administrative tax records are used. These data provide a unique opportunity to jointly observe education, savings, home values, and a plethora of other factors of relevance. Second, the causal effect of high school completion on savings rates in tax-preferred accounts is estimated, exploiting compulsory schooling reforms in the identification. Third, building on a recent study by Messacar (2015), education is also found to affect how individuals re-optimize their savings rates in response to an automatic change in pension wealth accumulation. The implications of this study’s findings for the “nudge paradigm” in behavioural economics are discussed.

    Programs in the economic stream of immigration select immigrants for their perceived ability to integrate into the Canadian labour market. However, it is mainly the principal applicants, mostly men, who are assessed. They in turn bring with them spouses and dependent children. This study examines the characteristics and labour market outcomes of women who arrived as spouses of economic immigrant principal applicants. Their characteristics and outcomes are compared with those of other economic immigrants (male and female principal applicants and male spouses) and with married women who arrived in the family class.

    This study is based on data from the linked 2011 National Household Survey and the Immigrant Landing File database. The focus is on economic immigrants who arrived as skilled workers, provincial nominees, or in the Canadian experience class.
