    Based on data from the Labour Force Survey and the Longitudinal Worker File, this document examines job stability patterns in Canada, particularly in the services sector. It finds that job stability varies not only between the services and non-services sectors, but also within the services sector. For example, jobs are equally as stable in the business services, distributive services and manufacturing industries, but less stable in the consumer services and primary and construction industries. Job stability is highest in public services.

    This document also demonstrates that aggregate job stability is now at historically high levels, partly due to drops in permanent layoff rates and quit rates. Since a rising quit rate usually accompanies a robust economy, the increase in job stability that arises from lower quit rates is not necessarily a positive development. Lower quit rates are found in the business services and public services industries. This contrasts with consumer services where the rise in job stability was caused by a drop in permanent layoff rates.

    Consumer expenditures by households are increasingly a driving force behind economic growth, and are affected by several factors. Consumer tastes can shift over time, as new commodities are introduced and others become outdated. Changes in the demographic, economic and social characteristics of consumers can also affect consumer preferences, as can shifts in the relative prices, utilities and quality levels of various goods and services.

    Based on Family Expenditure Survey data for both 1986 and 1996, this study examines how the household consumption of services has shifted over the past decade. Particular attention is paid to spending on: communications services; finance and real estate services; food and beverage services; traveler accommodation services; amusement and recreation services; and personal and household services. Insights are also provided on why household spending patterns for specific service commodities have changed from 1986 to 1996.

    Innovation is at the heart of economic growth and development. It is through innovation that new products are brought to market, new production processes developed and organizational change realized. Given existing cross-industry variations in structure, competitiveness and maturity, it is reasonable to expect that firms in different industries will innovate for different reasons, in different ways and with different results. This report focuses on how the innovation activities of firms in three dynamic service industries are conditioned by their different environments.

    Through an understanding of what competitive pressures come into play and how these pressures affect the type of innovation that is performed, Innovation in dynamic service industries goes some way in illustrating how innovation regimes differ substantially, and quite logically, from one industry to another.

    This is the fifth in the series of publications on innovation and technological change in Canada. One of the earlier studies investigated the type of innovation taking place in the manufacturing sector (Baldwin and Da Pont, Innovation in Canadian manufacturing enterprises, Catalogue No. 88-513-XPB). Two others focused on advanced manufacturing technologies. The first (Baldwin and Sabourin, Technology adoption in Canadian manufacturing, Catalogue No. 88-512-XPB) outlined the intensity of use of these technologies. The second (Baldwin, Sabourin, and Rafiquzzaman, Benefits and problems associated with technology adoption, Catalogue No. 88-514-XPE) investigated the determinants of adoption. Another study (Baldwin, Innovation and intellectual property, Catalogue No. 88-515-XPE) examined how innovative firms protect their intellectual property after they have innovated.

Many firms enter the business services and communication industries to seize opportunities offered by technological advances but many are also forced out by the stiff competition. The information-intensive industries (software developers and advertising services firms) are almost twice as volatile as the knowledge-based industries. The latter have low business entry and exit rates because the amount of human capital required to set up a professional practice is large and takes years to acquire.

This report draws a national profile of foreign control in the Canadian corporate economy, examining financial and ownership information on corporations conducting business in Canada.     This report presents findings from the 2004/2005 Survey of Earned Doctorates (SED). The survey was administered to all students graduating from a doctoral program at a Canadian University. The 2004/2005 SED is the second edition of the annual survey.

    In the 2004/2005 academic year there were approximately 4,000 new doctoral graduates, adding to the stock of highly specialized human capital in Canada. Over three quarters of Canada's PhD graduates are completing their studies in a science or engineering field, with the most popular field of study being biological sciences. Although PhD graduates accounted for roughly 0.4% of the population, Canada lags behind many other OECD countries in this regard.

    Most graduates were finding success upon completion of their degrees as a large majority of graduates (73%) had firm plans to be working or continuing their studies by the time of graduation. The proportion of students who graduated without any graduate student debt decreased from the year before to reach 59%. Over three quarters of the graduates plan to stay in Canada to either work or continue their education.

    The overall growth of government-owned infrastructure has been very similar across most regions over the past 44 years. With the exception of the Atlantic Provinces, the range of average annual capital growth from one region to the next has been very narrow, falling between 1.8% and 2.2% since 1961, according to a new study released in September 2007 in the Canadian Economic Observer.

    Since 2000, governments have increased their infrastructure capital more than at any time since the 1960s and 1970s. However, the growth has not been strong enough to prevent more and more signs of wear in our infrastructure (the data are net of depreciation and in constant 1997 dollars). This is due to cuts in the 1990s when governments were grappling with significant budgetary deficits, as well as many of the assets built in the post-war infrastructure boom reaching the end of their life span.

    This study analyses, from 1961 to 2005, government investment in infrastructure by different levels of government and type of asset by region.

    Productivity and wages tend to be higher in cities. This is typically explained by agglomeration economies, which increase the returns associated with urban locations. Competing arguments of specialization and diversity undergird these claims. Empirical research has long sought to confirm the existence of agglomeration economies and to adjudicate between the models of Marshall, Arrow and Romer (MAR) that suggest the benefits of proximity are largely confined to individual industries, and the claims of Jacobs (1969) that such benefits derive from a general increase in the density of economic activity in a particular place and are shared by all occupants of that location. The primary goal of this paper is to identify the main sources of urban increasing returns, after Marshall (1920). A secondary goal is to examine the geographical distance across which externalities flow between businesses in the same industry. We bring to bear on these questions plant-level data organized in the form of a panel across the years 1989 and 1999. The panel data overcome selection bias resulting from unobserved plant-level heterogeneity that is constant over time. Plant-level production functions are estimated across the Canadian manufacturing sector as a whole and for five broad industry groups, each characterized by the nature of their output. Results provide strong support for Marshall's (1920) claims about the importance of buyer-supplier networks, labour market pooling and spillovers. The data show spillovers enhance plant productivity within industries rather than between them and that these spillovers tend to be more spatially extensive than previous studies have found.

    This paper illustrates how the statistical architecture of Canada's System of National Accounts can be utilized to study the size and composition of a specific economic sector. For illustrative purposes, the analysis focuses on the information and communications technology (ICT) sector, and hence, on the set of technology-producing industries and technology outputs most commonly associated with what is often termed the high-technology economy. Using supply and use tables from the input-output accounts, we develop integrated ICT industry and commodity classifications that link domestic technology producers to their principal commodity outputs. We then use these classifications to generate a series of descriptive statistics that examine the size of Canada's high-technology economy along with its underlying composition. In our view, these integrated ICT classifications can be used to develop a richer profile of the high-technology economy than one obtains from examining its industry or commodity dimensions in isolation.

    Evaluations of an economy's economic performance are often made using a measure of real gross domestic product (GDP) per capita, which represents the average remuneration (labour income plus capital services) that an economy generates through domestic production.

    Because real GDP is a constant dollar measure of the remuneration to capital and labour in an economy, it does not account for who owns the capital, how much of it is used up through production or how relative price shifts affect the volume of goods and services that can be purchased.

    Modifications can be made to traditional estimates of GDP to account for these factors. This paper examines the performance of the Canadian economy using alternate measures' gross domestic income, gross national income and net national income. The paper also examines the relative performance of the Canadian and U.S. economies using standard GDP measures and these alternate measures.

    The comparison spans the period from 1980 to 2006, but focuses on the 2002-to-2006 period. During these latter years, changes in commodity prices, manufactured goods prices, the exchange rate, international investment income and capital consumption have all contributed importantly to real income growth in Canada.

    As a result, a very different picture of relative performance of the Canadian and U.S. economies emerges when an aggregate income measure is used that accounts for relative price changes, international income flows and capital consumption than when real GDP is used. From 2002 to 2006, U.S. real GDP per capita grew 9.3% while Canadian GDP per capita rose 7.0%, making it appear that the U.S. economy was outperforming the Canadian economy. However, once changes in resource prices and the exchange rate, international investment income and capital consumption are taken into account, real income per capita in the United States increased by 8.6%, which is similar to its GDP per capita growth. However, the Canadian adjusted measure of real income per capita growth rose 15.6%, more than twice the per capita real GDP growth in Canada and nearly double the U.S. rate.

    In contrast, the difference between the two economies was exactly the opposite in the period from 1980 to 2000 when commodity prices were falling, when the exchange rate was not appreciating and when outward flows of income to foreigners were increasing relative to the income paid to Canadians. During this period, when consideration is given to these factors, real income measures in Canada were falling relative to those in the United States.

    Like most statistical agencies, Statistics Canada publishes three Gross Domestic Product (GDP) series. These are the output-based GDP, the income-based GDP and the expenditure-based GDP. This document is aimed at describing the concepts, definitions, classifications and statistical methods underlying the output-based GDP series, also known as GDP by industry or simply monthly GDP.

    The report is organized into seven chapters. Chapter 1 defines what GDP by industry is, describes its various uses and how it connects with the other components of the Canadian System of National Accounts. Chapter 2 deals with the calculation of the GDP by industry estimates. Chapter 3 examines industry and commodity classification schemes. Chapter 4 discusses the subject of deflation. The choice of deflators, the role of the base year and the method of rebasing are all addressed in this chapter. Chapter 5 looks at such technical issues as benchmarking, trading day and seasonal adjustment. Chapter 6 is devoted to the presentation of the GDP by industry, detailing the format, release dates and modes of dissemination, as well as the need and the frequency of revising the estimates. Finally, Chapter 7 reviews the historical development of monthly GDP from 1926 to the present.
