    Description:

    This article addresses the impact of different sampling procedures on realised sample quality in the case of probability samples. This impact was expected to result from varying degrees of freedom on the part of interviewers to interview easily available or cooperative individuals (thus producing substitutions). The analysis was conducted in a cross-cultural context using data from the first four rounds of the European Social Survey (ESS). Substitutions are measured as deviations from a 50/50 gender ratio in subsamples with heterosexual couples. Significant deviations were found in numerous countries of the ESS. They were also found to be lowest in cases of samples with official registers of residents as sample frame (individual person register samples) if one partner was more difficult to contact than the other. This scope of substitutions did not differ across the ESS rounds and it was weakly correlated with payment and control procedures. It can be concluded from the results that individual person register samples are associated with higher sample quality.

    Description:

    Coca is a native bush from the Amazon rainforest from which cocaine, an illegal alkaloid, is extracted. Asking farmers about the extent of their coca cultivation areas is considered a sensitive question in remote coca growing regions in Peru. As a consequence, farmers tend not to participate in surveys, do not respond to the sensitive question(s), or underreport their individual coca cultivation areas. There is a political and policy concern in accurately and reliably measuring coca growing areas, therefore survey methodologists need to determine how to encourage response and truthful reporting of sensitive questions related to coca growing. Specific survey strategies applied in our case study included establishment of trust with farmers, confidentiality assurance, matching interviewer-respondent characteristics, changing the format of the sensitive question(s), and non enforcement of absolute isolation of respondents during the survey. The survey results were validated using satellite data. They suggest that farmers tend to underreport their coca areas to 35 to 40% of their true extent.

    Description:

    Survey data are potentially affected by interviewer falsifications with data fabrication being the most blatant form. Even a small number of fabricated interviews might seriously impair the results of further empirical analysis. Besides reinterviews, some statistical approaches have been proposed for identifying this type of fraudulent behaviour. With the help of a small dataset, this paper demonstrates how cluster analysis, which is not commonly employed in this context, might be used to identify interviewers who falsify their work assignments. Several indicators are combined to classify 'at risk' interviewers based solely on the data collected. This multivariate classification seems superior to the application of a single indicator such as Benford's law.

    Description:

    In January 2006, a conference on longitudinal surveys hosted by Statistics Canada, the Social and Humanities Research Council of Canada (SSHRC) and the Canadian Institute of Health Research (CIHR) concluded that Canada lacks a longitudinal survey which collects information on multiple subjects such as family, human capital, labour health and follows respondents for a long period of time. Following this conference, funds were received from the Policy Research Data Gaps fund (PRDG) to support a pilot survey for a new Canadian Household Panel Survey (CHPS-Pilot). Consultations on the design and content were held with academic and policy experts in 2007 and 2008, and a pilot survey was conducted in the fall of 2008. The objectives of the pilot survey were to (1) test a questionnaire, evaluate interview length and measure the quality of data collected, (2) evaluate several design features; and (3) test reactions to the survey from respondents and field workers. The pilot survey achieved a response rate of 76%, with a median household interview time of 64 minutes. Several innovative design features were tested, and found to be viable. Response to the survey, whether from respondents or interviewers, was generally positive. This paper highlights these and other results from the CHPS-Pilot.

    Description:

    The size of the cell-phone-only population in the USA has increased rapidly in recent years and, correspondingly, researchers have begun to experiment with sampling and interviewing of cell-phone subscribers. We discuss statistical issues involved in the sampling design and estimation phases of cell-phone studies. This work is presented primarily in the context of a nonoverlapping dual-frame survey in which one frame and sample are employed for the landline population and a second frame and sample are employed for the cell-phone-only population. Additional considerations necessary for overlapping dual-frame surveys (where the cell-phone frame and sample include some of the landline population) are also discussed. We illustrate the methods using the design of the National Immunization Survey (NIS), which monitors the vaccination rates of children age 19-35 months and teens age 13-17 years. The NIS is a nationwide telephone survey, followed by a provider record check, conducted by the Centers for Disease Control and Prevention.

    Description:

    The current economic downturn in the US could challenge costly strategies in survey operations. In the Behavioral Risk Factor Surveillance System (BRFSS), ending the monthly data collection at 31 days could be a less costly alternative. However, this could potentially exclude a portion of interviews completed after 31 days (late responders) whose respondent characteristics could be different in many respects from those who completed the survey within 31 days (early responders). We examined whether there are differences between the early and late responders in demographics, health-care coverage, general health status, health risk behaviors, and chronic disease conditions or illnesses. We used 2007 BRFSS data, where a representative sample of the noninstitutionalized adult U.S. population was selected using a random digit dialing method. Late responders were significantly more likely to be male; to report race/ethnicity as Hispanic; to have annual income higher than $50,000; to be younger than 45 years of age; to have less than high school education; to have health-care coverage; to be significantly more likely to report good health; and to be significantly less likely to report hypertension, diabetes, or being obese. The observed differences between early and late responders on survey estimates may hardly influence national and state-level estimates. As the proportion of late responders may increase in the future, its impact on surveillance estimates should be examined before excluding from the analysis. Analysis on late responders only should combine several years of data to produce reliable estimates.

    Description:

    The 2003 National Assessment of Adult Literacy (NAAL) and the international Adult Literacy and Lifeskills (ALL) surveys each involved stratified multi-stage area sample designs. During the last stage, a household roster was constructed, the eligibility status of each individual was determined, and the selection procedure was invoked to randomly select one or two eligible persons within the household. The objective of this paper is to evaluate the within-household selection rules under a multi-stage design while improving the procedure in future literacy surveys. The analysis is based on the current US household size distribution and intracluster correlation coefficients using the adult literacy data. In our evaluation, several feasible household selection rules are studied, considering effects from clustering, differential sampling rates, cost per interview, and household burden. In doing so, an evaluation of within-household sampling under a two-stage design is extended to a four-stage design and some generalizations are made to multi-stage samples with different cost ratios.

    Description:

    Over the past year, Statistics Canada has been developing and testing a new way to monitor the performance of interviewers conducting computer-assisted personal interviews (CAPI). A formal process already exists for monitoring centralized telephone interviews. Monitors listen to telephone interviews as they take place to assess the interviewer's performance using pre-defined criteria and provide feedback to the interviewer on what was well done and what needs improvement. For the CAPI program, we have developed and are testing a pilot approach whereby interviews are digitally recorded and later a monitor listens to these recordings to assess the field interviewer's performance and provide feedback in order to help improve the quality of the data. In this paper, we will present an overview of the CAPI monitoring project at Statistics Canada by describing the CAPI monitoring methodology and the plans for implementation.

    The Adult Education and Training Survey (AETS) is Canada's most comprehensive source of data on individual participation in formal adult education and training. It is the only Canadian survey to collect detailed information about the skill development efforts of the entire adult Canadian population. The AETS provides information about the main subject of training activities, their provider, duration and the sources and types of support for training. Furthermore, the AETS allows for the examination of the socio-economic and demographic profiles of both training participants and non-participants. This survey also identifies barriers faced by individuals who wish to take some form of training but cannot. The AETS was administered three times during the 1990s, in 1992, 1994 and 1998, as a supplement to the Labour Force Survey (LFS).

    The content of the AETS was revised to take into account recommendations coming from consultation exercises. As a result, more than half of the 2003 survey is made up of new questions and the target population has been modified.

    The main objectives are:1) To measure the incidence and intensity of adults' participation in job-related formal training.2) To profile employer support to job-related formal training.3) To analyze the aspects of job-related training activities such as: training provider, expenses, financial support, motivations, outcomes and difficulties experienced while training.4) To identify the barriers preventing individuals from participating in the job-related formal training they want or need to take.5) To identify reasons explaining adults' lack of participation and of interest in job-related formal training.6) To relate adults' current participation patterns to their past involvement in and plans about future participation in job-related training.7) To measure the incidence and frequency of adults' participation in job-related informal training.8) To examine the interactions between participation in formal and informal job-related training.

    The population covered by the AETS consists of Canadians 25 years of age and older. This is a change from the population previously targeted by the AETS, which consisted of Canadians aged 17 years of age and older. A primary consideration for this change was the practical difficulties in applying the definition of adult education to individuals in the 17 to 24 years of age group. By definition, adult education excludes students who are still involved in their first or initial stage of schooling. As previous AETS did not precisely identify students still in their initial stage of schooling, analyses using these data had to rely on an ad hoc definition of adult learners. According to this definition, individuals aged 17 to 24 who were not in one of the following situations were excluded from the analysis: full-time students subsidized by an employer and full-time students over 19 enrolled in elementary or secondary programs.

    The National Population Health Survey (NPHS) used the Labour Force Survey sampling frame to draw the initial sample of approximately 20,000 households starting in 1994 and for the sample top-up this third cycle. The survey is conducted every two years. The sample collection is distributed over four quarterly periods followed by a follow-up period and the whole process takes a year. In each household, some limited health information is collected from all household members and one person in each household is randomly selected for a more in-depth interview.

    The survey is designed to collect information on the health of the Canadian population and related socio-demographic information. The first cycle of data collection began in 1994, and continues every second year thereafter. The survey is designed to produce both cross-sectional and longitudinal estimates. The questionnaires includes content related to health status, use of health services, determinants of health, a health index, chronic conditions and activity restrictions. The use of health services is probed through visits to health care providers, both traditional and non-traditional, and the use of drugs and other mediciations. Health determinants include smoking, alcohol use and physical activity. A special focus content for this cycle includes family medical history with questions about certain chronic conditions among immediate family members and when they were acquired. As well, a section on self care has also been included this cycle. The socio-demographic information includes age, sex, education, ethnicity, household income and labour force status.

    Description:

    The Office for National Statistics (ONS) has an obligation to measure and annually report on the burden that it places on businesses participating in its surveys. There are also targets for reduction of costs to businesses complying with government regulation as part of the 2005 Administrative Burdens Reduction Project (ABRP) coordinated by the Better Regulation Executive (BRE).

    Respondent burden is measured by looking at the economic costs to businesses. Over time the methodology for measuring this economic cost has changed with the most recent method being the development and piloting of a Standard Cost Model (SCM) approach.

    The SCM is commonly used in Europe and is focused on measuring objective administrative burdens for all government requests for information e.g. tax returns, VAT, as well as survey participation. This method was not therefore specifically developed to measure statistical response burden. The SCM methodology is activity-based, meaning that the costs and time taken to fulfil requirements are broken down by activity.

    The SCM approach generally collects data using face-to-face interviews. The approach is therefore labour intensive both from a collection and analysis perspective but provides in depth information. The approach developed and piloted at ONS uses paper self-completion questionnaires.

    The objective of this paper is to provide an overview of respondent burden reporting and targets; and to review the different methodologies that ONS has used to measure respondent burden from the perspectives of sampling, data collection, analysis and usability.

    Description:

    The Questionnaire Design Resource Centre (QDRC) is the focal point of expertise at Statistics Canada for questionnaire design and evaluation. As it stands now, cognitive interviewing to test questionnaires is most often done near the end of the questionnaire development process. By participating earlier in the questionnaire development process, the QDRC could test new survey topics using more adaptive cognitive methods for each step of the questionnaire development process. This would necessitate fewer participants for each phase of testing, thus reducing the cost and the recruitment challenge.

    Based on a review of the literature and Statistics Canada's existing questionnaire evaluation projects, this paper will describe how the QDRC could help clients in making appropriate improvements to their questionnaire in a timely manner.

    Interviewer variability is a major component of variability of survey statistics. Different strategies related to question formatting, question phrasing, interviewer training, interviewer workload, interviewer experience and interviewer assignment are employed in an effort to reduce interviewer variability. The traditional formula for measuring interviewer variability, commonly referred to as the interviewer effect, is given by ieff := deff_int = 1 + (n bar sub int - 1) rho sub int, where rho sub int and n bar sub int are the intra-interviewer correlation and the simple average of the interviewer workloads, respectively. In this article, we provide a model-assisted justification of this well-known formula for equal probability of selection methods (epsem) with no spatial clustering in the sample and equal interviewer workload. However, spatial clustering and unequal weighting are both very common in large scale surveys. In the context of a complex sampling design, we obtain an appropriate formula for the interviewer variability that takes into consideration unequal probability of selection and spatial clustering. Our formula provides a more accurate assessment of interviewer effects and thus is helpful in allocating more reasonable amount of funds to control the interviewer variability. We also propose a decomposition of the overall effect into effects due to weighting, spatial clustering and interviewers. Such a decomposition is helpful in understanding ways to reduce total variance by different means.

    Dependent interviewing (DI) is used in many longitudinal surveys to "feed forward" data from one wave to the next. Though it is a promising technique which has been demonstrated to enhance data quality in certain respects, relatively little is known about how it is actually administered in the field. This research seeks to address this issue through behavior coding. Various styles of DI were employed in the English Longitudinal Study of Ageing (ELSA) in January, 2006, and recordings were made of pilot field interviews. These recordings were analysed to determine whether the questions (particularly the DI aspects) were administered appropriately and to explore the respondent's reaction to the fed-forward data. Of particular interest was whether respondents confirmed or challenged the previously-reported information, whether the prior wave data came into play when respondents were providing their current-wave answers, and how any discrepancies were negotiated by the interviewer and respondent. Also of interest was to examine the effectiveness of various styles of DI. For example, in some cases the prior wave data was brought forward and respondents were asked to explicitly confirm it; in other cases the previous data was read and respondents were asked if the situation was still the same. Results indicate varying levels of compliance in terms of initial question-reading, and suggest that some styles of DI may be more effective than others.

    The Canadian Health Measures Survey (CHMS) represents Statistics Canada's first health survey employing a comprehensive battery of direct physical measurements of health. The CHMS will be collecting directly measured health data on a representative sample of 5000 Canadians aged 6 to 79 in 2007 to 2009. After a comprehensive in-home health interview, respondents report to a mobile examination centre where direct health measures are performed. Measures include fitness tests, anthropometry, objective physical activity monitoring, spirometry, blood pressure measurements, oral health measures and blood and urine sampling. Blood and urine are analyzed for measures of chronic disease, infectious disease, nutritional indicators and environmental biomarkers. This survey has many unique and peculiar challenges rarely experienced by most Statistics Canada surveys; some of these challenges are described in this paper. The data collected through the CHMS is unique and represents a valuable health surveillance and research resource for Canada.

    The National Health and Nutrition Examination Survey (NHANES) has been conducted by the National Center for Health Statistics for over forty years. The survey collects information on the health and nutritional status of the United States population using in-person interviews and standardized physical examinations conducted in mobile examination centers. During the course of these forty years, numerous lessons have been learned about the conduct of a survey using direct physical measures. Examples of these "lessons learned" are described and provide a guide for other organizations and countries as they plan similar surveys.

    In Finland the first national health examination surveys were carried out in the 1960s. Comprehensive surveys of nationally representative population samples have been carried out in 1978 to 1980 (The Mini-Finland Health Survey) and in 2000 to 2001 (Health 2000). Surveys of cardiovascular risk factors, so called FinRisk surveys, have assessed their trends every five years. The health examination surveys are an important tool of health monitoring, and, linked with registers also a rich source of data for epidemiological research. The paper also gives examples on reports published from several of these studies.

While the National Health Interview Survey (NHIS), a multipurpose household health survey conducted annually by the National Center for Health Statistics, Centers for Disease Control and Prevention, is primarily a face-to-face survey, interviewers also rely on the telephone to complete some interviews. This has raised questions about the quality of resulting data. To address these questions, data from the 2005 NHIS are used to analyze the impact of mode on eight key health indicators.

    This document briefly describes the Survey of Financial Security and presents the questionnaire used for the interview. The Survey of Financial Security (SFS) was conducted during May and June of 1999. The information was collected by personal interview, using a paper questionnaire. Introductory material was sent to the respondent prior to the first contact by the interviewer.

    Approximately 23,000 dwellings were selected for the sample, most using the Labour Force Survey frame. The high-income sample was drawn from geographic areas with a larger concentration of high-income households.

    The survey collected the following type of information: (1) general demographic information on all members of the family, (2) more detailed information on the education, employment, income, etc., on those family members 15 years of age and older, and, (3) asset and debt information on the family as a whole.

    The U.S. Consumer Expenditure Survey uses two instruments, a diary and an in-person interview, to collect data on many categories of consumer expenditures. Consequently, it is important to use these data efficiently to estimate mean expenditures and related parameters. Three options are: (1) use only data from the diary source; (2) Use only data from the interview source; and (3) use generalized least squares, or related methods, to combine the diary and interview data. Historically, the U.S. Bureau of Labor Statistics has focused on options (1) and (2) for estimation at the five or six-digit Universal Classification Code level. Evaluation and possible implementation of option (3) depends on several factors, including possible measurement biases in the diary and interview data; the empirical magnitude of these biases, relative to the standard errors of customary mean estimators; and the degree of homogeneity of these biases across strata and periods. This paper reviews some issues related to options (1) through (3); describes a relatively simple generalized least squares method for implementation of option (3); and discussed the need for diagnostics to evaluate the feasibility and relative efficiency of the generalized least squares method.

    Technical Reports examine the quality of data from the 1996 Census, a large and complex undertaking. While considerable effort was taken to ensure high quality standards throughout each step, the results are subject to a certain degree of error. Each report looks at the collection and processing operations and presents results from data evaluation, as well as notes on historical comparability.

    Technical Reports are aimed at moderate and sophisticated users but are written in a manner which could make them useful to all census data users. Most of the technical reports have been cancelled, with the exception of Age, Sex, Marital Status and Common-law Status, Coverage and Sampling and Weighting. These reports will be available as bilingual publications as well as being available in both official languages on the Internet as free products.

    This report deals with coverage errors, which occured when persons, households, dwellings or families were missed by the 1996 Census or enumerated in error. Coverage errors are one of the most important types of error since they affect not only the accuracy of the counts of the various census universes but also the accuracy of all of the census data describing the characteristics of these universes. With this information, users can determine the risks involved in basing conclusions or decisions on census data.

    A longitudinal study on a cohort of pupils in the secondary school has been conducted in an Italian region since 1986 in order to study the transition from school to working life. The information have been collected at every sweep by a mail questionnaire and, at the final sweep, by a face-to-face interview, where retrospective questions referring back to the whole observation period have been asked. The gross flows between different discrete states - still in the school system, in the labour force without a job, in the labour force with a job - may then be estimated both from prospective and retrospective data, and the recall effect may be evaluated. Moreover, the conditions observed by the two different techniques may be regarded as two indicators of the 'true' unobservable condition, thus leading to the specification and estimation of a latent class model. In this framework, a Markov chain hypothesis may be introduced and evaluated in order to estimate the transition probabilities between the states, once they are corrected or the classification errors. Since the information collected by mail show a given amount of missing data in terms of unit nonresponse, the 'missing' category is also introduced in the model specification.

    During September and October 1997, the Questionnaire Design Resource Centre (QDRC) completed 10 focus groups and 4 in-depth interviews with respondents and 6 debriefing sessions with interviewers in a test of the proposed questionnaires and data collection methodology for the 1998 Asset and Debt Survey (now called the Survey of Financial Security, to be done in 1999).

    The main goals of the testing were: to evaluate the data collection methodology and survey instruments (including the introductory materials [guide] and questionnaires [Part 1: background information about family members, Part 2: questions on assets and debts]); to identify problem areas; to make recommendations to ensure that the final survey instruments are respondent-friendly and interview-friendly, that the questionnaires can be easily understood and accurately completed; and finally, to investigate how respondents recall information.

    This report summarizes the highlights of the study, including the recommendations based on the findings of the focus groups, in-depth interviews and debriefing sessions, as well as those from the experience of the QDRC in carrying out similar studies for other household surveys.
