This estimation procedure was revised in 2000 as R&D activities in the higher education sector have increased in importance to policy developers, major funders of these activities, and also to the performing institutions themselves. In 2002-2003 the R&D expenditures for higher education were estimated to total $7.4 billion, an increase of 16% over 2001-2002 revised estimates.
