It allows users to view the index series, quarter-over-quarter and year-over-year percent changes, and to compare and analyze price changes across the different sub-components and regions.     Description:

    This paper describes new estimates that are an extension of the existing Stock and Consumption of Fixed Capital Program (SCFC) and provide a short historical time series on a variety of asset classes. The main benefit of this product is that it provides information on the relationship between the timing and average age of infrastructure investments and their associated expected service lives, providing additional information on Canada’s infrastructure. It is not an all-inclusive assessment of the state of the infrastructure stock in Canada and data gaps remain. However, if interpreted correctly, they can provide useful information about requirements for infrastructure and non-infrastructure asset investment. Used as a benchmark to understand capital spending deficits or surpluses, changes over time can indicate when and where investment is required, in the context of the fiscal, economic and demographic landscape.

    This paper presents estimates of intangible investment in Canada for the purpose of innovation, advertising and resource extraction. It first expands upon work by Beckstead and Gellatly (2003), Baldwin and Hanel (2003), Beckstead and Gellatly (2003), Beckstead and Vinodrai (2003) and Baldwin and Beckstead (2003) who argue that the scope of innovative activity extends beyond research and development (R&D) as defined by the Frascati Manual. It extends the definition of innovative activities to include all scientific and engineering expenditures - regardless of whether they are market-based or produced with a firm. The paper also considers expenditures on intangible items such as brands or resource exploration.

    The paper contributes to the existing literature by creating intangible investment estimates (science and engineering knowledge, advertising, mineral exploration by industry) using Statistics Canada's high quality and internally consistent databases. It produces estimates that accord with other intangibles studies (Corrado, Hulten and Sichel 2005, 2006; Jalava, Ahmavarra and Alanen 2007) and shows that traditional R&D type investment estimates account for about a quarter of intangible science and engineering investments.

    Using administrative data, this paper asks (1) whether the changing characteristics of immigrants, notably the rise in the share with university education and in the "skilled economic" immigrant class, contributed positively to immigrant entry earnings during the 1990s, and (2) whether the entry earnings of immigrants improved after 2000, and if not, why not.

    We find that, through the 1990s, the rising number of entering immigrants with university degrees and in the skilled economic class did little to improve earnings at the bottom of the earnings distribution (and reduce poverty rates among entering immigrants), but the changes did increase earnings among immigrants at the middle and top of the earnings distribution. The increasing numbers of highly educated at the bottom of the earnings distribution were unable to convert their education and "skilled class" designation to higher earnings: they found themselves with low incomes. These outcomes may be related to language, credentialism, education quality, or supply issues, as discussed in the paper.

    We find that from 2000 to 2004, the entry earnings of immigrants renewed their slide, but for reasons that differed from the standard explanations of the earlier decline. Much of the fall after 2000 was concentrated among immigrants intending to practice in the information technology (IT) or engineering occupations. This coincided with the IT downturn, which appears to have significantly affected outcomes for these immigrants, particularly the men. Following the significant increase in supply in response to the call for more high-tech workers in the late 1990s, the large numbers of entering immigrants were faced with the IT downturn.

    While firms engaged in R&D services are part of the population of firms covered by the Research and Development in Canadian Industry (RDCI) survey and the Biotechnology Use and Development Survey (BUDS), this industry group is not covered by a typical industry survey. This means that there are no industry-specific figures for contribution to GDP or other typical measures of industrial activities and finances. However, data for the industry group are available from the Survey of Innovation 2003, along with other selected professional services. Data from that survey indicate that the establishments in R&D services in physical, engineering and life sciences may be part of a select and highly atypical group of firms and are discussed in this article.

It examines the share of paid employment and paid earnings accounted for by the science and engineering workforce in both countries. Our tabulations distinguish between a core group and a related group of science and engineering workers. The core group includes computer and information scientists, life and related scientists, physical and related scientists, social and related scientists, and engineers. The related group includes workers in health-related occupations, science and engineering managers, science and engineering technologists and technicians, a residual class of other science and engineering workers, and post-secondary educators in science and engineering fields. We examine the employment and earnings shares of science and engineering workers over the 1980/1981 to 2000/2001 period. Detailed industry comparisons are reported for 2000/2001.

This estimation procedure was revised in 2000 as R&D activities in the higher education sector have increased in importance to policy developers, major funders of these activities, and also to the performing institutions themselves. In 2003-2004 the R&D expenditures for higher education were estimated to total $8.1 billion, an increase of 9% over 2002-2003 revised estimates.
