  • 43. Canadian Foreign Post Indexes

    Description: These indexes are calculated to establish and adjust the Post Living Allowance (PLA) paid to Canadian government employees serving outside of Canada. They are comparative measurements that numerically express the difference between the retail prices of a representative basket of goods and services at a foreign location with prices for a similar basket of goods and services in Ottawa.

    Three separate reports are provided to reflect the specific terms and conditions of service for these personnel. A description of each report is provided below.

    Foreign Service Directives Post Indexes

    These indexes are calculated for personnel serving under the terms and conditions of the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to certain goods and services that are free of duties or taxes or to sources of supply that are not available to the general public. Where employees do not have (either directly or indirectly) duty-free purchasing privileges, departmental administrators must consult with Statistics Canada to calculate an additional index to reflect the specific circumstances in effect at that post.

    Global Affairs Canada (GAC) Post Indexes

    These indexes are calculated for cooperants and advisors serving under the Foreign Assignment Directive, whose terms and conditions are governed by Global Affairs Canada (GAC).

    Canadian Forces Post Indexes

    These indexes are calculated for Canadian Forces members serving under either the terms and conditions of the Military Foreign Service Instructions (MFSIs) or the Foreign Service Directives (FSDs). They reflect circumstances for personnel who may have access to sources of supply that are not available to the general public. These personnel also may have access to certain goods and services that are free of duties or taxes or may be provided with supplies or allowances by the Department of National Defence or the United Nations. The indexes in this listing are not appropriate for use by non-military personnel.

    Description: The Canadian International Merchandise Trade (CIMT) Web Application offers the most detailed commodity trade data using the Harmonized System (HS) classification of goods (the 8-digit commodity level for exports and the 10-digit for imports). The CIMT Web Application also offers data at the international 6-digit commodity level. With the CIMT Web Application the user can visualize the latest information on customs based monthly trade through tables and charts as well as a time series report. For a selected period of time, one can also customize its selection and visualize trade, export or import, data for a specific trading partner, a specific province and a specific variable such as value, volume and a percentage change on a monthly or annual basis. The application has also the ability to retrieve the top 25 commodities traded between a selected by the user geography, Canada or a province, and trading partner, the World or a specific country, for the month of interest. When desired, the user can copy the data seen on the screen into their preferred data manipulation software.

    Description: The Extractive Sector Transparency Measures Act (ESTMA) Data Portal is a collaboration between Statistics Canada and Natural Resources Canada, which administers the ESTMA. The ESTMA helps the Government of Canada deter corruption in the extractive sector by requiring extractive entities that are active in Canada to publicly disclose, on an annual basis, certain types of payments made to governments in Canada and abroad.     Description: Living under the poverty line means being unable to buy a basket of goods and services, like food, clothing and footwear, shelter, transportation, and other items. To further explore what is happening under the poverty line, the deep income poverty (DIP) line measures the cost of the most basic living necessities in a region and excludes other goods and services that many Canadians require but the poorest are most likely unable to afford. This paper uses the Canadian Income Survey to explore the deep income poverty in Canada as a measure between 2015 and 2022 and how it differs from the official poverty measure among sociodemographic groups. Poverty is a multifaceted issue and should not be summarized to a single indicator. While documenting the DIP measure, this paper also explores parallel indicators to complement the Market Basket Measure (MBM) of poverty.

This guide is meant to provide users with helpful information on how to use and interpret survey results. The discussion on data quality also allows users to review the strengths and limitations of the data for their particular needs.

    Chapter 1 of this guide provides an overview of the 2022 IPS and IPS–NIS by introducing the survey background and objectives. Chapter 2 outlines the survey’s themes and explains the key concepts and definitions used for the survey. Chapters 3 to 6 cover important aspects of the survey methodology, sampling design, data collection and processing. Chapters 7 and 8 review issues of data quality and caution users about comparing 2022 IPS or IPS–NIS data with data from other sources. Chapter 9 outlines the survey products available to the public, including data tables, analytical articles and reference material. How do I use the filters and the search box?

  • You can initiate a search by entering keywords or selecting filters (e.g., under Subject, Geography, etc.) on the left side of the page.

  • Filters can be used together or in any combination. Each time you select a filter, the results on the page are updated.

  • To start a new search, click on the Clear all button above the search box or deselect each filter.

  • Specified keywords and filters appear above the search box. You can deselect any or all the tags to refine or clear your search.

How do I refine my search?

  • You can enter keywords in the search box. It is not necessary to use “+” or “, “ or “AND”.

  • You can delete some or all of the keywords from your search string.

  • Quotes around keywords limit the search to a specific phrase.

    • For example, “labour force survey” will limit results to products containing this phrase.

  • Use “or” between keywords to obtain results that contain one or more search terms.

    • For example, labour or­ force or survey will limit results to products containing any or all of these words.

How does the search work?

  • This search looks for results that have your query term in the title, description, subject, geography, product number or other information about the product.

    • For example, when searching the term ‘Diseases’, all results with the word ‘Diseases’ in the title, description or tagged the subject appear.

  • The text within an article or publication are not searched. For full text searching of articles, use the site search.

How are the results ordered?

The Sort by feature provides three options:

  • By date – sorts results by product release date starting with the most recent.
  • By relevance is only needed or beneficial when you use the search box and submit a search query. Results are ordered by a combination of where the search term appears in the content, e.g., if it appears in the title, it likely means the product is more relevant to your search; how up to date or new the content in the product is; how popular the product is; and other factors.
  • By title – sorts results alphabetically.
