Canadian Level I air carriers flew 6.0 million passengers on scheduled and charter services in November. While this was up 8.6% from the same month in 2022, the number of passengers in November 2023 was 2.2% below the November 2019 level, before the COVID-19 pandemic.
At 15.5 billion, the number of passenger-kilometres in November 2023 was above pre-pandemic levels (+1.4% from November 2019) for the second consecutive month. Capacity, at 19.0 billion available seat-kilometres, was on par with pre-pandemic levels for the first time. As a result, the passenger load factor (the ratio of passenger-kilometres to available seat-kilometres) was 81.9% in November 2023, compared with 80.8% in November 2019.
Each passenger travelled an average of 2,584 kilometres in November 2023, up 3.6% from the same month in 2019.
The number of flying hours in November 2023 (160,000) was 5.3% below the pre-pandemic level in November 2019.
Operating revenue earned by Level I air carriers totalled $2.0 billion in November 2023, 14.6% higher than in the same month of 2019. This was the 12th consecutive month of operating revenue exceeding pre-pandemic levels.

The Monthly Civil Aviation Survey covers all Canadian Level I air carriers: Air Canada (including Air Canada Rouge), Air Transat, Jazz, Porter, Sunwing and WestJet (including Swoop, WestJet Encore and WestJet Link).
The average passenger trip length is calculated by dividing the number of passenger-kilometres by the number of passengers. Trips across Canada and around the world are included in this calculation.
The data in this monthly release are not seasonally adjusted.
Data for the previous four months have been revised.
