Compendium of Management Practices for Statistical Organizations

The Compendium of Management Practices for Statistical Organizations presents best practices for the leadership and management of statistical organizations. It provides an overview of the workings, principles, mechanisms and tools that an effective national statistical office can consider and adapt to its own national context.

The compendium contains 28 chapters divided into four main sections.

Section 1 describes the characteristics of an effective national statistical system, such as leadership and coordination of the statistical system, the application of the United Nations' 10 Fundamental Principles of Official Statistics, the importance of statistical organizations using international standards, the need to consult data users and maintain key relationships, quality management, and the development of cost-recovery partnerships.

Section 2 discusses core management practices, including organizational structure and matrix management, integrated strategic planning, financial management, project management, human resources planning and management, internal communications, information management, program evaluation, and internal audit.

Section 3 presents the main challenges that statistical organizations face in improving, modernizing and finding efficiencies, and the strategies, mechanisms and tools that can be implemented to tackle these challenges. These challenges involve the business architecture, modernization of information technologies and computer services, improving how surveys are conducted, collection management and planning, and the acquisition, use and management of administrative data.

Section 4 focuses on strategies for communicating with key stakeholders. The topics discussed comprise disseminating data through the website, external communications and outreach, metadata management and access, microdata access, relations with survey respondents, and privacy and confidentiality.

The Compendium of Management Practices for Statistical Organizations is a compendium of lessons learned and best practices in terms of leadership and management of statistical organizations within the scope of Statistics Canada's International Statistical Fellowship Program (ISFP).

The ISFP, created in 2011, was the result of a five-year cooperation agreement between Statistics Canada and the Canadian International Development Agency, now part of Global Affairs Canada.

The content of the publication, Compendium of Management Practices for Statistical Organizations, is largely based on Statistics Canada's experience. It has also been enriched with content from countries that took part in the ISFP.
