Multimodal Safety and Security Programs Oversight Delivery Indicators are now available for the fourth quarter of the 2020/2021 fiscal year (i.e., January to March 2021).

Impact of COVID-19 on oversight activities

The COVID-19 pandemic and the resulting public health measures prompted Transport Canada to put measures in place to protect the health and safety of its employees and the Canadians they serve.

As a result, oversight activities, such as regulatory authorizations, planned risk-based, and reactive activities have been reduced, delayed, postponed or cancelled. Transport Canada was able to conduct some inspections remotely, since onsite inspections have not been permitted. Some stakeholders have been given additional time to submit information or have had their certificates extended, which further delayed inspection activities.

Several facilities have remained closed because of the COVID-19 pandemic, and in some regions, restrictions have made it difficult to conduct onsite inspections. The pandemic has also reduced transportation traffic significantly in some areas, which has resulted in a reduced number of inspections and other activities.

In 2020/2021, Transport Canada reviewed and updated the methodology of all enforcement actions and risk reduction measures across all modes and programs to improve consistency in approach. In some cases, this resulted in a significant change in data when compared with the same data from previous years or quarters.
