Definition of level II air carriers: Level II air carriers are those that, in each of the two years preceding the reporting year, carried at least one hundred thousand revenue passengers, at least thirty thousand tonnes of revenue goods, or both.
Definition of level III air carriers: Level III air carriers are those that, in each of the two years preceding the reporting year, derived gross revenues of more than one million dollars from their licensed air services.
