We use linked longitudinal administrative data covering a sample of Skills Development participants from 2010 to 2017. We apply a causal machine-learning estimator as in Lechner (2019) to estimate the individualized program impacts at the finest aggregation level. These granular impacts reveal the distribution of net impacts facilitating further investigation as to what works for whom. The Census of Population collected information from various dwelling types. For a large proportion of the population, mailing addresses were at the centre: they were used for reaching out to people and collected as contact info. In parallel, the register environment has been evolving. The agency is transitioning from the Address Register (AR) to the SBgR holding both mailing and location addresses, while also covering non-residential buildings. The reconciliation was conducted using a combination of systems, notably the new Register Matching Engine (RME) for difficult cases. The RME holds an interesting range of sophisticated string comparators. A deterministic linkage approach was used, while incorporating some data knowledge like the entropy. Through metadata, the matching expert could also reduce the amounts of false positives and false negatives.Release date: 2024-03-25

People whose deaths are missed seemingly live on forever and are informally referred to as “immortals”, and their presence in registry data can result in inflated survival estimates. The National Population Health Survey (NPHS) is designed to enhance the understanding of the processes affecting health. The survey collects cross-sectional as well as longitudinal data. In 1994/95 the survey interviewed a panel of 17,276 individuals, then returned to interview them a second time in 1996/97. The response rate for these individuals was 96% in 1996/97. Data collection from the panel will continue for up to two decades. For cross-sectional purposes, data were collected for a total of 81,000 household residents in all provinces (except people on Indian reserves or on Canadian Forces bases) in 1996/97.
This overview illustrates the variety of information available by presenting data on perceived health, chronic conditions, injuries, repetitive strains, depression, smoking, alcohol consumption, physical activity, consultations with medical professionals, use of medications and use of alternative medicine.

For most survey samples, if not all, we have to deal with the problem of missing values. Missing values are usually caused by nonresponse (such as refusal of participant or interviewer was unable to contact respondent) but can also be produced at the editing step of the survey in an attempt to resolve problems of inconsistent or suspect responses. The presence of missing values (nonresponse) generally leads to bias and uncertainty in the estimates. To treat this problem, the appropriate use of all available auxiliary information permits the maximum reduction of nonresponse bias and variance. During this presentation, we will define the problem, describe the methodology that SEVANI is based on and discuss potential uses of the system. We will end the discussion by presenting some examples based on real data to illustrate the theory in practice.
In practice, it is very difficult to estimate the nonresponse bias. However, it is possible to estimate the nonresponse variance by assuming that the bias is negligible. In the last decade, many methods were indeed proposed to estimate this variance, and some of these have been implemented in the System for Estimation of Variance due to Nonresponse and Imputation (SEVANI).
The methodology used to develop SEVANI is based on the theory of two-phase sampling where we assume that the second phase of selection is nonresponse. However, contrary to two-phase sampling, an imputation or nonresponse model is required for variance estimation. SEVANI also assumes that nonresponse is treated by reweighting respondent units or by imputing their missing values. Three imputation methods are considered: the imputation of an auxiliary variable, regression imputation (deterministic or random) and nearest-neighbour imputation.

The Longitudinal Immigration Database (IMDB) is a comprehensive source of data that plays a key role in the understanding of the economic behaviour of immigrants. It is the only annual Canadian dataset that allows users to study the characteristics of immigrants to Canada at the time of admission and their economic outcomes and regional (inter-provincial) mobility over a time span of more than 30 years. The IMDB combines administrative files on immigrant admissions and non-permanent resident permits from Immigration, Refugees and Citizenship Canada (IRCC) with tax files from the Canadian Revenue Agency (CRA). Information is available for immigrant taxfilers admitted since 1980. Tax records for 1982 and subsequent years are available for immigrant taxfilers.
This report will discuss the IMDB data sources, concepts and variables, record linkage, data processing, dissemination, data evaluation and quality indicators, comparability with other immigration datasets, and the analyses possible with the IMDB.

The Research Data Centres (RDCs) Information and Technical Bulletin (ITB) is a forum by which Statistics Canada analysts and the research community can inform each other on survey data uses and methodological techniques. Articles in the ITB focus on data analysis and modelling, data management, and best or ineffective statistical, computational, and scientific practices. Further, ITB topics will include essays on data content, implications of questionnaire wording, comparisons of datasets, reviews on methodologies and their application, data peculiarities, problematic data and solutions, and explanations of innovative tools using RDC surveys and relevant software. All of these essays may provide advice and detailed examples outlining commands, habits, tricks and strategies used to make problem-solving easier for the RDC user.
The main aims of the ITB are:
- the advancement and dissemination of knowledge surrounding Statistics Canada's data; - the exchange of ideas among the RDC-user community;- the support of new users; - the co-operation with subject matter experts and divisions within Statistics Canada.
The ITB is interested in quality articles that are worth publicizing throughout the research community, and that will add value to the quality of research produced at Statistics Canada's RDCs.
