This paper discusses the process for estimating the volume of cannabis consumption in Canada by age group from 1960 to 2015. Cannabis consumption is estimated using a model that first estimates the number of cannabis consumers among 15- to 17-year-olds, 18- to 24-year-olds, 25- to 44-year-olds and 45- to 64-year-olds. This is accomplished by estimating cannabis consumption prevalence based on multiple survey data sources. For each age group, consumers are divided into categories based on annual frequency of consumption: once in the past year, less than once a month, one to three times a month, weekly (excluding daily) and daily. Each category of frequency of consumption is then associated with a quantity of cannabis consumed.

This paper presents a first Social Accounting Matrix (SAM) compiled for Canada. Using data for the year 2000, the authors construct a SAM for the national economy. A SAM extends the National Accounts to allow for a fuller understanding of the socioeconomic system that captures the interdependencies of institutional groups. This paper presents a macro SAM with three micro extensions. The first application expands the household sector through integration with household surveys, showing incomes, outlays, savings, and fiscal transfers of the sector by income quintile and other household attributes. For this exercise, the authors use a market-transaction approach, which introduces a new perspective on household savings that diverges from national accounting concepts and the Canadian System of National Accounts sub-control totals. The second application expands employment income by age, gender, educational attainment, and industry of employment. The third application shows product taxes by type of expenditure and type of tax.

This paper makes use of both output and income statistics derived from the System of National Accounts to examine performance in the three North American countries. In doing so, the paper follows recommendations contained in the System of National Accounts 1993 (SNA 1993) for calculating aggregate real income statistics such as gross national income (GNI) and gross national disposable income (GNDI) rather than aggregate real gross domestic product (GDP), in order to demonstrate the utility of alternate measures for analyzing aggregate economic performance and the standard of living. To move from estimates of GDP to estimates of GNI and GNDI, adjustments are made for changes in relative prices, referred to as a "trading gain" (the combined effect of changes to the terms of trade and changes in the ratio of traded goods prices to non-traded goods prices), and for current account entries other than the trade balance.

The paper compares real output and income measures for Mexico, the United States, and Canada. Differences between the GDP and GNDI estimates illustrate the extent to which non-production factors, such as relative price changes, can influence the economic performance of a nation, either as compared to that of other nations or in terms of a nation's ability to purchase the goods and services its citizens consume. They also illustrate the benefit of using more than one measure when comparing economic performance across countries.

How does one summarize a lifetime of professional accomplishment? In some instances, one good way is to compile a book, as we have done here. This volume brings together in one place the substantial number of papers written by Kishori Lal during his lengthy career as a national accounts statistician at Statistics Canada.

Kishori's papers cover a range of subject matter, responding to the twisting current of events through parts of five decades. They have one thing in common: All of the papers focus on one or another aspect of the development of Canada's System of National Accounts. Kishori believes deeply in and is utterly devoted to that system. It grew and evolved quite radically during Kishori's long career. The changes Canada's SNA went through followed closely, or in some cases led the development of the international SNA standard. He has left his mark indelibly on both.

The advent of the 1993 SNA gave the impetus for several papers. These examined the implications of the new standard for Canada's national accounts and explored issues associated with its practical implementation in the 1997 historical revision. 'Production' was always a central focus of his work and many of the papers in this volume consider aspects of Canada's input-output accounts. Over the years he also turned his attention to several specific production measurement issues, such as the treatment of 'financial intermediation services indirectly measured' (FISIM) and inventory change. International comparisons were a special interest. Indeed one of his best papers, written in the year before he retired, contrasted the United States national accounts with the Canadian accounts. This detailed and authoritative paper was widely acclaimed south as well as north of the border. Subsequently the Australian Bureau of Statistics indicated they intended to prepare a similar paper, extending the comparison to include the Australian national accounts, and the Organisation for Economic Co-operation and Development in Paris asked if they could publish Kishori's work to give the study even wider exposure.
