Crime statistics for 2003 were first released in July 2004. Canadian crime statistics, 2003, released today, presents additional detailed information. Standard crime tables are presented for Canada, the provinces and territories, and all census metropolitan areas. Also included in the publication is a set of 20 tables from the Incident-based Uniform Crime Reporting Survey, based on data collected from 122 police departments in nine provinces that dealt with 61% of the national volume of police-reported crime. These tables examine the characteristics of the victims and the accused (their age and sex, the relationship of the accused to the victim, level of injury and weapon causing injury), as well as the criminal incident itself (location of the incident, target of violation, presence of weapons and type of property stolen).

This issue of Juristat focuses on police-reported impaired driving and other traffic offences under the Criminal Code. In addition, analysis is provided on cases of impaired driving and other traffic violations processed in provincial adult criminal courts. The bulk of the analysis is based on police-reported impaired driving statistics, which refer to (1) incidents known to and substantiated by police and (2) persons charged with impaired driving. It touches on a number of points that may be useful in analysing and understanding a behaviour that is considered by some to be a major problem in our society. Included are the possible effects of legislation on impaired driving; identification of variables that may be contributing to trends; methods used by the police to combat the problem; and a brief explanation of dangerous driving. The data cover the period up to 2002.

Custodial remand occurs when a person is ordered by the court to be held in custody while awaiting a further court appearance. While rates of crime and sentenced custody have been generally decreasing, the use of custodial remand has been increasing steadily, progressively comprising a larger share of the incarcerated population.
This special topic Juristat provides an overview of incarceration trends, focussing on changes in the use of custodial remand. A variety of factors and data sources are also examined in order to provide insights into why the use of custodial remand may be increasing. Factors examined include the changes in the violent crime rate, the use of time served sentences, increasing duration of remand, implementation of conditional sentences (and conditional sentence breaches), and changes to the Criminal Code.

The 'conditional sentence' was enacted in September 1996 as a new sentencing option for adult offenders. Under this new sanction, an offender could be ordered a term of imprisonment of less than two years to be served within the community. During the 2001 to 2002 period, the Canadian Centre for Justice Statistics conducted a special study of conditional sentences in correctional services in order to examine the impact of this new sentence on the administration of sentencing in Canada and to explore its application through an examination of caseloads and case characteristics.
This report uses data from that special study, as well as the Adult Correctional Services survey, to profile conditional sentence caseloads and case characteristics (e.g., length of sentence, most serious offence, conditions ordered), and offender characteristics (e.g., age, sex, Aboriginal/non-Aboriginal), nationally, provincially and territorially for the period of 1997 to 2001. Data on conditional sentences are also compared with probation and custody trends in order to examine the impact of conditional sentencing on probation and incarceration. Additional information describing jurisdictional administrative policies and procedures governing conditional sentences is also provided. The correctional services data have been supplemented with court data on conditional sentences from three jurisdictions: Newfoundland and Labrador, Ontario and Alberta.

Description: The Canadian Community Crime Tracker (CCCT) is a new advanced web-based data visualization tool that will make statistical information on crime and justice more interpretable by presenting key indicators in a statistical dashboard. The current version of the CCCT contains key indicators of crime based on police-reported data from the Uniform Crime Reporting (UCR) Survey, including the Crime Severity Index, rates of selected offences, rates of unfounded incidents and rates of firearm-related violent crime. Also included are data related to police-reported homicide, and hate crime. Description: This free publication is based on data from the Victim Services Survey and provides national and provincial/territorial profiles of victim service agencies that responded to the survey, as well as information on the clients they served. The Victim Services Survey was conducted by the Canadian Centre for Justice Statistics and was funded by Justice Canada's Policy Centre for Victim Issues. Victim service agencies surveyed include system-based, police-based and court-based agencies, sexual assault centres, other selected community-based agencies, and criminal injuries compensation and other financial benefit programs for victims of crime. The 2000 International Crime Victimization Survey (ICVS) provides comparable international information on the nature and extent of crime. Respondents supply detailed information on 11 types of crime, including when, where and how often offences occurred over the previous five years; whether offences were reported to the police; and whether victimization experiences were considered serious. Participants give their opinions on public safety, policing and sentencing.
This Juristat presents an overview of the findings of the 2000 ICVS and makes comparisons with previous survey cycles from 1989, 1992 and 1996. The majority of the analysis focuses on data from the following 13 of 17 participants: Canada, Australia, Belgium, England and Wales, Finland, France, Japan, the Netherlands, Northern Ireland, Poland, Scotland, Sweden and the United States. Canada was one of the 17 industrialized countries that participated in 2000 and is one of five industrialized countries to have participated in all four cycles of the survey.

The Adult Correctional Services (ACS) survey collects annual aggregate data from all jurisdictions on the delivery of adult correctional services from both the provincial /territorial and federal correctional systems. Key themes include: the average daily counts of adults in custodial facilities, including remand, as well as monthly counts of probationers; and new admissions (commencements) to correctional programs of sentenced custody, probation, conditional sentences and other community-based programs. The survey also captures information on conditional releases to the community including parole and statutory release. In addition, the survey collects information on the financial and human resources involved in the delivery of adult correctional services. While trends are presented for the key units of count, the reference period for this release is 1999-00.

This report is an examination of crime data reported to the Uniform Crime Reporting (UCR) survey during 1996. The data are presented within the context of both short and long term trends. Every year since 1962, Canada's police agencies have reported incidents that come to their attention to the UCR survey. Analyses in this report focus on trends in violent crime, property crime, impaired driving offences, drug offences and yotuth crime. Crime rates are examined at the national, provincial/territorial and major metropolitan levels. The trend in Canada's crime rate is put into perspective by comparing it with trends in police-reported crime form the United States and England and Wales. Also, comparisons between Canadian crime statistics and results from a recent victimization survey are drawn. Specific types of violent crime such as "home- invasions", wife assault and violent incidents involving weapons continue to be a concern to Canadians. Due to limits in the way crime statistics are collected from Canada's police agencies, it has traditionally been difficults to measure these areas. While national statistics are still unavailable, this Juristat will, for the first time, present trends for these crimes as reported by a sample of police agencies from 1993 to 1996.
