Developments in the relative wages of more and less educated workers during the early 1990s are examined using the Survey of Labour and Income Dynamics. Particular attention is paid to the role of international trade in determining the wage differential between workers with post-secondary certification and those without. It is shown that in the absence of the relatively greater growth in the supply of more educated workers, the gap between the wages of more and less educated workers would have increased. After controlling for some of the most likely influences on real wages it is found that international trade has a significant positive impact on the wages of both more and less educated workers. However, the impact on the more highly educated seems to be some four times stronger, roughly the same as the impact of technological change

This paper examines whether new views of the multinational that see these firms as decentralizing research and development (R&D) activities abroad to exploit local competencies accord with the activities of multinationals in Canada. The paper describes the innovation regime of multinational firms in Canada by examining the differences between foreign- and domestically owned firms. It focuses on the extent to which R&D is used; the type of R&D activity; the importance of R&D relative to other sources of innovative ideas; whether the use of these other ideas indicates that multinationals are closely tied into local innovation networks; the intensity of innovation; and the use that is made of intellectual property rights to protect innovations from being copied by others.
We find that, far from being passively dependent on R&D from their parents, foreign-owned firms in Canada are more active in R&D than the population of Canadian-owned firms. They are also more often involved in R&D collaboration projects both abroad and in Canada. As expected, foreign subsidiaries enjoy the advantage of accessing technology from their parent and sister companies. While multinationals are more closely tied into a network of related firms for innovative ideas than are domestically owned firms, their local R&D unit is a more important source of information for innovation than are these inter-firm links. Surprisingly, foreign subsidiaries also more frequently report that they are using technology from unrelated firms. Moreover, the multinational is just as likely to develop links into a local university and other local innovation consortia as are domestically owned firms. This evidence indicates that multinationals in Canada are not, on the whole, operating subsidiaries whose scientific development capabilities are truncated - at least not in comparison to domestically owned firms.
A comparison of the extent and impact of innovation activity of domestically and foreign-owned firms shows that foreign-owned firms innovate in all sectors more frequently than Canadian-owned companies in almost all size categories. They are also more likely to introduce world-first rather than more imitative innovations. Their superiority is most pronounced in the consumer goods sector. Finally, foreign-owned firms are more likely to protect their innovations with patent protection.
The paper also compares foreign subsidiaries to Canadian corporations that have an international orientation. These additional comparisons show that the two groups of multinationals are quite similar, both with regards to the likelihood that they conduct some form of R&D and that they introduce innovations. These results indicate that it is as much the degree of globalization that the nationality of ownership that affects the degree of innovativeness.
Overall, the survey results suggest that foreign-owned firms make a significant contribution to technological progress and innovation in Canadian industry.

There is a general sense that the 1990s labour market was unique. It has been characterized by notions such as "downsizing", "technological revolution", "the knowledge-based economy", "rising job instability", and so on. This paper provides an extensive overview of the performance of the 1990s labour market, and asks just how different it was from the 1980s. It goes on to ask if the facts are consistent with many common beliefs and explanations. The paper focuses on (a) macro-level labour market outcomes, and (b) distributional outcomes. Macro-level topics include: has the nature of work changed dramatically in the 1990s? has there been a continued ratcheting up of unemployment? have we witnessed rising job instability and increased levels of layoffs? did company downsizing increase in the 1990s? why did per capita income growth stall in the 1990s? for a worker with a given level of human capital, has there been a deterioration in labour market outcomes?
Much of the focus in the labour market over the 1980s and 1990s was on distributional outcomes - who is winning and who is losing. Some of the distributional outcomes of the 1990s labour market addressed in the paper include: outcomes for men and women; changes in the relative wages of the highly educated and earnings inequality; trends in the rate of low-income; the changing outcomes for recent labour market entrants, including young people and immigrants; and the extent to which technological change plays a major role in these outcomes.
The paper concludes with a discussion of the overall performance of the 1990s labour market as compared to the 1980s.

This paper presents data on technological change that have been made comparable from the Survey of Electronic Commerce and Technology (SECT) for 2000 and 2002. It shows that when comparable data for the 1998 to 2000 and 2000 to 2002 periods (based on the definition and survey universe employed by SECT 2000) are used, the propensity to adopt new technologies in the private sector has remained constant at about 40%. The rate of technology adoption in the public sector remained at four out of five organizations introducing significantly improved technologies (a level about twice as high as that for the private sector). This rate also shows little change from 2000. The paper presents the comparable technological change data, while explaining differences in the wording of the survey questions and universe between the two reference years. Information is provided for private and public sectors, selected employment size groups and sectors of both private and public sectors.

For 2002, the rate of technology adoption in the public sector stood at close to double that of the private sector: 82% versus 42%. Quite obviously, not all turn-of-the-century technological change within the public sector was directly linked to the Year 2000 phenomena. It also appears that the public sector remains committed to supporting the acquisition of significantly improved technologies through training.

To provide context, comparisons are made with the private sector, with special attention given to employment size groups. The paper outlines the methods employed to acquire new technologies. Technological changes are occurring at home, work and play. In the workplace, change occurs in how business is conducted, its production processes and office procedures and much of this change is related to the introduction of new or significantly improved technologies. This paper is based on information from the 2002 Survey of Electronic Commerce and Technology (SECT) (see the Appendix) and concentrates on the acquisition of significantly improved technologies in the private sector. The private sector and its two major subsectors, the goods producing and services producing sectors, are presented by employment-size groups. The technological change rates by major sector are also provided.
Technological change in the workplace includes the seemingly simple purchases of off-the-shelf technologies such as accounting software; colour printers with double-sided printing and facsimile capabilities; and sophisticated medical diagnostic machines and equipment. Acquisition of new or significantly improved technologies is not limited to purchases, but also includes leasing and licensing as well as customizing and developing technologies. Another technology acquisition method, which could incorporate all of the other technology acquisition methods, is 'putting into place an improved production facility' by, for example, retro-fitting pulp and paper mills. At the turn of the new century, the Canadian private sector is not resisting the lure of change - 4 out of 10 private sector firms introduced technological change from 2000 to 2002.

Using a dataset which combines the 1982-1997 tax records and administrative records of British Columbia bachelor's graduates from the classes of 1974-1996, this study examine the real annual earnings of graduates across 20 major fields of study for significant changes in earnings across cohorts. Male graduates in more recent cohorts had lower mean earnings after graduation but higher returns to experience. Recent cohorts of women graduates had equal earnings levels after graduation and higher returns to experience. Mean earnings differed among fields of study, favouring applied degrees in teacher training, commerce, engineering, nursing and medical sciences, but cohort effects were statistically identical for graduates from all fields of study. These results show no evidence of a major change in earnings consistent with a decline in returns to a university education, or a shift in demand favouring specific degrees.

The wage progression of less skilled workers is of particular policy interest in light of evidence of skill-biased technology changes. There exist two conflicting views regarding the wage progression of less skilled workers. One view believes that work experience is the driving force for wage growth of less skilled workers, so effective policies should encourage workers to participate in the labour market and accumulate work experience. The other view stresses that less skilled workers are usually locked into dead-end jobs in which wages are stagnant and policies that facilitate job shopping (changing jobs and employers) would be desirable.
Job tenure is a key factor in testing the hypothesis that less skilled workers are locked into dead-end jobs. If the return to tenure is zero, the hypothesis cannot be rejected. An extended human capital model of wage growth for less skilled workers is estimated using data from the Survey of Labour and Income Dynamics (SLID) 1993 to 1998. In order to compare the wage growth mechanisms for workers with different skill endowments, the model is also estimated for workers with higher skill levels. The result implies that the return to job tenure for less skilled workers is significantly different from zero. This is inconsistent with the view that less skilled workers are locked into dead-end jobs.
The return to job tenure is also found to be greater than the return to total labour market experience for less skilled workers. This finding supports the notion that firm-specific human capital acquired by less skilled workers substitutes for their generally low human capital endowments and the accumulation of firm-specific human capital by less skilled workers greatly improves their earnings prospect.
