    Using a dataset which combines the 1982-1997 tax records and administrative records of British Columbia bachelor's graduates from the classes of 1974-1996, this study examine the real annual earnings of graduates across 20 major fields of study for significant changes in earnings across cohorts. Male graduates in more recent cohorts had lower mean earnings after graduation but higher returns to experience. Recent cohorts of women graduates had equal earnings levels after graduation and higher returns to experience. Mean earnings differed among fields of study, favouring applied degrees in teacher training, commerce, engineering, nursing and medical sciences, but cohort effects were statistically identical for graduates from all fields of study. These results show no evidence of a major change in earnings consistent with a decline in returns to a university education, or a shift in demand favouring specific degrees.

    The wage progression of less skilled workers is of particular policy interest in light of evidence of skill-biased technology changes. There exist two conflicting views regarding the wage progression of less skilled workers. One view believes that work experience is the driving force for wage growth of less skilled workers, so effective policies should encourage workers to participate in the labour market and accumulate work experience. The other view stresses that less skilled workers are usually locked into dead-end jobs in which wages are stagnant and policies that facilitate job shopping (changing jobs and employers) would be desirable.

    Job tenure is a key factor in testing the hypothesis that less skilled workers are locked into dead-end jobs. If the return to tenure is zero, the hypothesis cannot be rejected. An extended human capital model of wage growth for less skilled workers is estimated using data from the Survey of Labour and Income Dynamics (SLID) 1993 to 1998. In order to compare the wage growth mechanisms for workers with different skill endowments, the model is also estimated for workers with higher skill levels. The result implies that the return to job tenure for less skilled workers is significantly different from zero. This is inconsistent with the view that less skilled workers are locked into dead-end jobs.

    The return to job tenure is also found to be greater than the return to total labour market experience for less skilled workers. This finding supports the notion that firm-specific human capital acquired by less skilled workers substitutes for their generally low human capital endowments and the accumulation of firm-specific human capital by less skilled workers greatly improves their earnings prospect.

    Since the Job Vacancy Survey conducted by Statistics Canada between 1971 and 1978, there is no data which directly measures job vacancies in Canada. Using data from the 1999 Workplace and Employee Survey (WES), we attempt to fill this gap. We study the determinants of job vacancies at the location level. We find that workplaces with high vacancy rates consist of at least two types: 1) those employing a highly skilled workforce, innovating, adopting new technologies increasing skill requirements, facing significant international competition and operating in tight local labour markets, and 2) those which are non-unionized, operate in retail trade and consumer services industries and are not part of a multi-location firm. As a result, a substantial share of job vacancies are not in the high-technology sectors. More than 40% of all job vacancies and 50% of long-term vacancies originate from retail trade and consumer services industries.

    This paper investigates the extent to which establishments in the Canadian manufacturing sector experience occupational skill shortages, and to the extent that they do, whether these shortages appear to act as impediments to advanced technology adoption. Plants adopting advanced technology report shortages, particularly when it comes to professionals, such as scientists and engineers, and to technical specialists. Whether these shortages pose labour-market problems depends very much on the solutions adapted by the establishments experiencing the shortages. This paper finds that labour shortages did not appear to block technology adoption since those establishments that reported shortages were also the most technologically advanced. Although they faced a greater need for skilled labour, they were able to solve their shortages.

    This paper examines the ways that innovation status as opposed to technology use affects the training activities of manufacturing plants. It examines training that is introduced as a response to specific skill shortages versus training that is implemented in response to the introduction of advanced equipment.

    Advanced technology users are more likely to have workers in highly skilled occupations, to face greater shortages for these workers, and they are more likely to train workers in response to these shortages than are plants that do not use advanced technologies.

    The introduction of new techniques is also accompanied by differences in the incidence of training, with advanced technology users being more likely to introduce training programs than non-users. Here, innovation status within the group of technology users also affects the training decision. In particular, innovating and non-innovating technology users diverge with regards to the extent and nature of training that is undertaken in response to the introduction of new advanced equipment. Innovators are more likely to provide training for this purpose and to prefer on-the-job training to other forms. Non-innovators are less likely to offer training under these circumstances and when they do, it is more likely to be done in a classroom, either off-site or at the firm.

    These findings emphasize that training occurs for more than one reason. Shortages related to insufficient supply provide one rational. But it is not here that innovative firms stand out. Rather they appear to respond differentially to the introduction of new equipment by extensively implementing training that is highly firm-specific. This suggests that innovation requires new skills that are not so much occupation specific (though that is no doubt present) but general cognitive skills that come from operating in an innovative environment that involves improving the problem-solving capabilities of many in the workforce. These problem-solving capabilities occur in a learning-by-doing setting with hands on experience.
