    This report examines the link between educational pathways and labour market outcomes of youth from all 5 cycles of the Youth in Transition Survey (YITS-Cohort B). The educational pathways are organized according to three major criteria: (1) No postsecondary education, (2) Direct route to postsecondary education, and (3) Indirect route to postsecondary education. Data from Cycle 5 of YITS, when youth were aged 26 to 28, provide a relatively complete examination of labour market outcomes as rising rates of participation in postsecondary education in Canada have led to a delay in entry into the labour market for many young adults. The current report focuses on two labour market outcomes full-year employment and annual earnings' at two different time points -- 1 to 2 years and 5 to 6 years after respondents have left school on a full-time basis. Results highlight the positive influence of a university education on labour market outcomes, especially several years after leaving school. Moreover, there is some weak evidence to suggest that university graduates who delayed going to a postsecondary program were more likely than their counterparts who had not delayed to be employed several years after leaving school.

It examines high school status, by age group for 16 to 24 year olds, for Canada and the provinces, showing how the share of graduates, continuers and dropouts changes as students age.

    Description:

    This report provides new and unique empirical evidence on postsecondary education pathways in Atlantic Canada based on the data from the Postsecondary Student Information System (PSIS). This study covers postsecondary students in public institutions at all levels of study - college, bachelor's, master's, Ph.D. and first professional degrees - with the emphasis on college and bachelor's students. The focus is on students who start new programs over the period of study, years 2001 through to 2004, and then observing who, in each year of their studies, graduates, continues in the same program, switches programs or leaves postsecondary education without graduating. The number of students who leave and then return to postsecondary studies and the number of students who graduate from a program and then continue in their studies are also identified. Students in this study can be tracked longitudinally as they move both within and across all institutions in the Atlantic.

    The research file used for this study was created by Statistics Canada using PSIS data from the Atlantic region. One of the key objectives of the PSIS is to provide information that will enable researchers to perform studies of student mobility, pathways and their relationship to education and labour market outcomes. PSIS is designed to hold a complete inventory of all Canadian postsecondary institutions and the programs and courses they offer, as well as demographic, program and course information for each student registered at these institutions. Atlantic Canada has participated in PSIS since the inception of PSIS and therefore was well positioned to take advantage of a longitudinal study using PSIS.

    The research file includes one longitudinal record for each postsecondary student who studied in Atlantic Canada at some point during the years 2001 through to 2004. The term "longitudinal" means that, as the student progresses through the postsecondary system, the PSIS record will provide a cumulative history of their postsecondary activity. It is the longitudinal nature of the database that allows for statistical studies of student mobility, pathways and their relationship to education and labour market outcomes. The research file contains 337,000 student records.

    Dropout rates, defined as the proportion of 20 to 24 year-olds without a high school diploma and not attending school, have been trending downward. Data from the Labour Force Survey shows that the rate for men fell from 21% in 1990/1991 to 14% in 2004/2005; for women, the rates were 16% in 1990/1991 and 9% in 2004/2005. Many dropouts later return to school, taking advantage of the 'second-chance' educational opportunities offered by provinces and institutions across Canada.

    This report uses data from the Youth in Transition Survey to analyze the determinants of the return-to-school. The analysis finds that dropout rates are lower among young women than among young men and that, if they do dropout before completing high school, young women are also more likely to return to school than young men.

    Young male and female dropouts are influenced by different factors in their decision to return to school. For young male dropouts, two of the strongest predictors of the decision to return to school are their parents' education and having taken, in high school, a mathematics course designed to prepare them for postsecondary studies. Young men who dropped out in their last year of high school were more likely to return to school than their counterparts who had dropped out earlier. For young women, time elapsed since leaving school is the most influential factor. However, young women who left school due to personal reasons (most often, pregnancy) are 30% more likely to return than other female dropouts.

    This report presents indicators to measure the workload and performance of the criminal justice system, as well as indictors on a number of socio-demographic and economic factors that can be associated with crime and victimization. In this report, workload and volume measures centre on the work of the police, courts, corrections, diversion programs and victim services and changes over time. Examples of workload and volume indicators examined in this report include: the number of criminal incidents known to police; the number of people serviced by alternative measures, mediation, dispute resolution and diversion programs; the number of cases dealt with in court; average counts in corrections institutions, and; the number of persons assisted by victim service agencies. Performance indicators are organized according to the following five general goals of the criminal justice system: 1) Public order, safety and national security through prevention and intervention; 2) Offender accountability, reintegration and rehabilitation; 3) Public trust, confidence and respect for the justice system; 4) Social equity and access to the justice system for all citizens, and; 5) Victim needs served. Examples of performance indicators examined in this report are: the overall cost of administering the sectors of the criminal justice system; the type and length of sentences ordered in court; public satisfaction with the police, the courts, and the correctional and parole systems; the number of applications for legal aid, and; the number of services for victims of crime. The various socio-demographic and economic indicators included in this report are presented in order to present statistical information on the factors that can be associated with crime. These 'context of crime indicators are organized into three broad categories: Community and society, Family, and Individual. Examples of such indicators examined in this report are: the age and sex distributions of the population; income levels and labour force participation; levels of social engagement; levels of gang activity; family structures; levels of child support; levels of education; the rate of literacy, and; the rate of alcohol and drug abuse among the adult and youth population.

    This research finds that family background (parental education level, family type, ethnicity, location) has important direct and indirect effects on post-secondary participation. The indirect effects of background operate through a set of intermediate variables representing high school outcomes and related attitudes and behaviours. Overall, the large fraction of the family background effect that operates through indirect channels indicates that the period of life before post-secondary financing and related issues become important is crucial for equitable and efficient post-secondary access. These results are based on two sex-specific measures of access (Any Post-secondary, and University) obtained from Statistics Canada's School Leavers and Follow-Up Surveys.

    The International Adult Literacy Survey was a 22-country initiative conducted between 1994 and 1998. In every country nationally representative samples of adults aged 16-65 were interviewed and tested at home, using the same literacy test. The main purpose of the survey was to find out how well adults use information to function in society. Another aim was to investigate the factors that influence literacy proficiency and to compare these between countries.

    This monograph presents 10 international indicators that allow readers to compare the literacy proficiency of Americans with that of other populations. The findings confirm that low literacy is an important issue in all regions and countries surveyed.

    Description:

    The Youth in Transition Survey (YITS) is a longitudinal survey designed to provide policy-relevant information about school-work transitions and factors influencing pathways. YITS will provide vehicle for future research and analysis of major transitions in young people's lives, particularly those between education, training and work. Information obtained from, and research based on, the survey will help clarify the nature and causes of short and long-term challenges young people face in school-work transitions and support policy planning and decision making to help prevent or remedy these problems.

    Objectives of the Youth in Transition Survey were developed after an extensive consultation with stakeholders with an interest in youth and school-work transitions. Content includes measurement of major transitions in young people's lives including virtually all formal educational experiences and most labour-market experiences. Factors influencing transitions are also included family background, school experiences, achievement, aspirations and expectations, and employment experiences.

    The implementation plan encompasses a longitudinal survey for each of two age cohorts, to be surveyed every two years. Data from a cohort entering at age 15 will permit analysis of long-term school-work transition patterns. Data from a cohort entering at ages18-20 will provide more immediate, policy-relevant information on young adults in the labour market.

    Cycle one for the cohort aged 15 will include information collected from youth, their parents, and school principals. The sample design is a school-based frame that allows the selection of schools, and then individuals within schools. This design will permit analysis of school effects, a research domain not currently addressed by other Statistics Canada surveys. Methods of data collection include a self-completed questionnaire for youth and school principals, a telephone interview with parents, and assessment of youth competency in reading, science and mathematics as using self-completed test booklets provided under the integration of YITS with the OECD Programme for International Student Assessment (PISA). A pilot survey was conducted in April 1999 and the main survey took place in April-May 2000. Interviews were conducted with 30,000 students aged 15 from 1,000 schools in Canada. A telephone interview with parents of selected students took place in June 2000.

    The sample design for the cohort aged 18-20 is similar to that of the Labour-Force survey. The method of data collection is computer-assisted telephone interviewing. The pilot survey was conducted in January 1999. In January-February 2000, 23, 000 youth participated in the main survey data collection.

    Data from both cohorts is expected to be available in 2001. Following release of the first international report by the OECD/PISA project and the first national report, data will be publically available, permitting detailed exploration of content themes.
