    Description:

    This document briefly describes the Survey of Financial Security and presents the questionnaire used for the interview. The Survey of Financial Security (SFS) was conducted during May and June of 1999. The information was collected by personal interview, using a paper questionnaire. Introductory material was sent to the respondent prior to the first contact by the interviewer.

    Approximately 23,000 dwellings were selected for the sample, most using the Labour Force Survey frame. The high-income sample was drawn from geographic areas with a larger concentration of high-income households.

    The survey collected the following type of information: (1) general demographic information on all members of the family, (2) more detailed information on the education, employment, income, etc., on those family members 15 years of age and older, and, (3) asset and debt information on the family as a whole.

    The purpose of this report is to provide an overview of existing methods and techniques making use of personal identifiers to support record linkage. Record linkage can be loosely defined as a methodology for manipulating and / or transforming personal identifiers from individual data records from one or more operational databases and subsequently attempting to match these personal identifiers to create a composite record about an individual. Record linkage is not intended to uniquely identify individuals for operational purposes; however, it does provide probabilistic matches of varying degrees of reliability for use in statistical reporting. Techniques employed in record linkage may also be of use for investigative purposes to help narrow the field of search against existing databases when some form of personal identification information exists.

    This paper deals with a problem in internationally comparable economic statistics, namely, the fact that countries measure value added by industry differently. The economic measure, value added, is important both in its own right and because it is a component of other economic measures such as productivity. Value added by industry measures the additional value created by a production process. This additional value, created by factors of production such as labour and capital, may be calculated either before or after deducting the consumption of fixed capital used in production. Thus, gross value added by industry is the value of its output of goods and services less the value of its intermediate consumption of goods and services and net value added as the value of output less the values of both intermediate consumption and consumption of fixed capital.

    With this working paper, Statistics Canada is releasing 1991 Census data tabulated by a new geographic classification called "census metropolitan area and census agglomeration influenced zones", or MIZ. This classification applies to census subdivisions (municipalities) that lie outside census metropolitan areas and census agglomerations. This part of Canada covers 96% of the country's total land mass and contains 22% of its population, yet up to now we have been limited in our means of differentiating this vast area. The MIZ classification shows the influence of census metropolitan areas (CMA) and census agglomerations (CA) on surrounding census subdivisions as measured by commuting flows based on 1991 Census place of work data. This version of the MIZ classification also incorporates a preliminary version of a north concept that flags census subdivisions according to their location in the north or south of Canada.

    The series of tables presented here show detailed demographic, social and economic characteristics for Canada as a whole, for the six major regions of Canada, and for individual provinces and territories. Within each table, the data are subdivided into five categories: census metropolitan area or census agglomeration, strong MIZ, moderate MIZ, weak MIZ and no MIZ. Within each of these categories, the data are further subdivided into north and south.

    Readers are invited to review and use the data tables to assess whether this combined MIZ and north/south classification of non-CMA/CA areas provides sufficient detail to support data analysis and research. The intent of this MIZ classification is to reveal previously hidden data detail and thereby help users address issues related to this vast geographic area.

    This is the first of three related Geography working papers (catalogue no. 92F0138MPE). The second working paper (no. 2000-2, 92F0138MPE00002) provides background information about the methodology used to delineate the MIZ classification. The third working paper (no. 2000-3, 92F0138MPE00003) describes the methodology used to define a continuous line across Canada that separates the north from the south to further differentiate the MIZ classification.

    Description:

    The federal government's Canadian Environmental Industry Strategy consists of a number of initiatives to achieve a cleaner environment and a stronger environmental industry. Statistics Canada received funding from Industry Canada, under Initiative 8 of the strategy, to develop a national statistical database on the environment industry. Statistics Canada began a program consisting of new surveys, modifications to existing surveys and integration of statistics from various components of its economic statistics framework.

    The environment "industry" does not exist as an explicit element in any existing classification. This is not surprising, because the environment industry consists of business involved in activities that span a number of different industries in the Standard Industrial Classification. Attempts had been made to identify environmental goods and services in existing classifications, but without appreciable success. It was necessary to develop new ways and new tools to obtain the information. These methods are outlined.

    A major objective of the approach adopted by Statistics Canada is to provide sufficient detail to permit comparability of the results with other countries and to satisfy a variety of data needs.

    This paper is the first in a series of reports examining the possible use of scanner data for constructing price indexes. This case study focuses on televisions and compares their price behaviour taken from current surveying methods with alternative measures obtained from massaging electronic data records on all sales by a retailer over a comparable period. Examination of the price index history for televisions shows that the recognition and adjustment for quality change in the sample and the impact of shifts in purchasing patterns have similar impact on the index numbers. The advantages of scanner data - that they record actual sales and current purchasing patterns - have to be set against the difficulty of recognising quality change. This analysis shows that while there are substantial gains from using scanner data in monitoring and adjusting for purchasing pattern changes, it is difficult to account for quality changes without micro-editing the data. The scanner data set raises statistical issues, largely questions of what aggregation across time, outlets and products should be done, that have to be answered before using it in index estimation. Future analysis will be aimed at resolving these issues.

    Traditionally, Statistics Canada uses standard geographic areas as "containers" for the dissemination of statistical data. However, geographic structures are often used as variables in general applications, for example, to document the rural and urban population in a specific area such as an incorporated municipality (census subdivision). They are not often cross-tabulated with each other to illustrate and analyse specific social and economic processes, for example, the settlement patterns of the population inside and outside of larger urban centres broken down by urban and rural areas.The introduction of the census metropolitan area and census agglomeration influenced zone (MIZ) concept presents additional opportunities to use geographic structures as variables to analyse census data.The objectives of this working paper are to illustrate the advantages of using geographic structures as variables to better analyse social and economic processes and to initiate a discussion in the user community about using these variables and the potential of this largely untapped capability of the Census databases. In order to achieve these objectives, four examples of geography as a variable are presented. The examples include Aboriginal persons living on-reserve and off-reserve in urban and rural areas in Canada, the unemployment rate of persons living in urban and rural areas in Canada, the gross rent of renter households in urban and rural areas in Canada, and the migration flows of persons 15 to 24 years of age between major urban centres and rural and small town areas (MIZ).Our intent is to encourage the use of geographic structures as census variables in order to provide users with the tools that will enable them to more accurately analyse the social and economic processes that take place in the geographic areas of Canada.

    Up to and including the 1996 Census, the enumeration area (EA) served as both the primary collection area and the basic dissemination area. Optimising both the collection and dissemination functions was a difficult undertaking and compromises were made. For the 2001 Census, the new digital cartographic file called the National Geographic Base (NGB) and the block program have made it possible to create separate enumeration areas for data collection and dissemination areas for data dissemination. This working paper describes the design criteria that have been specified for the implementation of the dissemination area (DA). These criteria address the improvements most frequently requested by users such as increased temporal stability, reduced area suppression, intuitive boundaries, compactness and homogeneity. In addition to integrating and reflecting the recommendations from the user community, the dissemination area design incorporates operational factors related to the DA code structure, maximum code size and production timeframes.

    NOTE: This working paper was first released in March 2000 and described the design criteria and their parameters that were being considered for creating the dissemination area (DA) for the 2001 Census. Since that time, the design criteria have been finalised. New information is highlighted as "Updates" in this version of the paper (June 2001). The remainder of the paper is the same as the version released in March 2000.

    This working paper provides an overview of census metropolitan and census agglomeration influenced zones, or MIZ, their background and the methodology used to define them. The MIZ classification is an approach to better differentiate areas of Canada outside of census metropolitan areas (CMA) and census agglomerations (CA). Census subdivisions that lie outside these areas are classified into one of four zones of influence ranging from "strong" to "no" influence according to the degree of influence that CMA/CAs have on them. The MIZ classification fills a gap in Statistics Canada's geographic framework and promotes data integration since we expect it will be possible to obtain survey data as well as census data based on the same geographic structure. Studies done with a preliminary version of MIZ showed the potential of MIZ to reveal the diversity of non-metropolitan Canada. Based on feedback received on that initial research, this working paper reports on more recent work that has been done to refine the number and data breakpoints for MIZ categories and to examine the additional variables of distances between census subdivisions (CSDs), physical adjacency and a north-south allocation.

    This is the second in a series of three related Geography working papers (catalogue no. 92F0138MPE) that describe a new statistical area classification that includes census metropolitan areas/census agglomerations, MIZ and the North concept.     Statistics Canada's interest in a common delineation of the north for statistical analysis purposes evolved from research to devise a classification to further differentiate the largely rural and remote areas that make up 96% of Canada's land area. That research led to the establishment of the census metropolitan area and census agglomeration influenced zone (MIZ) concept. When applied to census subdivisions, the MIZ categories did not work as well in northern areas as in the south. Therefore, the Geography Division set out to determine a north-south divide that would differentiate the north from the south independent of any standard geographic area boundaries.

    This working paper describes the methodology used to define a continuous line across Canada to separate the north from the south, as well as lines marking transition zones on both sides of the north-south line. It also describes the indicators selected to derive the north-south line and makes comparisons to alternative definitions of the north. The resulting classification of the north complements the MIZ classification. Together, census metropolitan areas, census agglomerations, MIZ and the North form a new Statistical Area Classification (SAC) for Canada.

    Over the years, the concept of core inflation has become of crucial importance for the central banks of various countries. Indeed, many of them have at some point given themselves the mandate to reduce inflation and achieve price stability. The Bank of Canada undertook this mandate in February 1991.

    Core inflation should reflect what is basic in price movements and ignore temporary fluctuations that have no long-term impact on prices. The phenomenon of core inflation must be of a lasting nature. The targets were initially set on the basis of the overall consumer price index (CPI). However, the Bank of Canada has stated that for practical reasons, it will focus on the consumer price index excluding the volatile food and energy components.

    The question that many are asking is the following: is a measure such as the CPI excluding food and energy a good indicator of core inflation? At the meeting of the 1996 Price Measurement Advisory Committee, a review of the literature on core inflation was presented. The Committee recommended taking a closer look at a weighted median index as a means of estimating core inflation. This study deals with the question of a weighted median index and covers the period of January 1985 to January 1997. The rates of change in the weighted median index calculated from monthly movements are quite often lower than the rates of change in the official index. This behaviour reflects the usual distribution of monthly price movements for the CPI, meaning a large proportion of the monthly movements are close to zero, and the remaining price movements are, in majority, positive. Because of this behaviour of monthly movements, the weighted median index advances much more slowly than the official index. This behaviour is just as evident when inflation advances at annual rates of 4% to 5% as when it ranges around 2%. An index based on the weighted median of monthly movements in the CPI yields somewhat disconcerting results. Even though some think that the official CPI does not clearly reflect the concept of core inflation, one does not necessarily expect to see such a large gap develop over time.

    This on-line product describes the personalization of the long-form questionnaires of Canada's Annual Survey of Manufactures (ASM). Personalization was motivated by the desire to reduce respondent burden. Prior to personalization, long-form questionnaires were the same for all the establishments of a given 4-digit SIC industry. Each questionnaire contained a list comprising almost all the commodities likely to be used as inputs or produced as outputs by that industry. For the typical establishment, only a small subset of the commodities listed was applicable. Personalization involved tailoring those lists to each individual establishment, based on the previous reporting of that same establishment.

    After first defining terms and then providing some quantification of the need for personalization, the paper details a number of the prerequisites - an algorithm for commodity selection, a set of stand-alone commodity descriptions, and an automated questionnaire production system. The paper next details a number of the impacts of personalization - and does so in terms of response burden, loss of information, and automation. The paper concludes with a summary and some recommendations.

    The 1993 System of National Accounts (SNA) was implemented in Canada in November 1997 and all national accounts series - annual, quarterly and monthly, both at current and constant prices - were revised back to 1961. There were changes in classification of sectors and transactions, concepts and methodology. As well, we removed the statistical breaks in earlier series that arose due to our revision policy. In the spring of every year, we revise, if necessary, our national accounts series for the latest four years. Statistical breaks for earlier periods are removed only at the time of historical revisions, such as the one done in November 1997. This was the fifth and the most comprehensive historical revision of the Canadian SNA series since 1961, the earlier ones were done in the late 1960s, the late 1970s, in 1985 and in 1990. As our historical revisions have been done almost every decade, and more frequently since the 1980s, statistical breaks in the Canadian system have remained only for a short period.
