With the goal of obtaining a complete enumeration of the Canadian agricultural sector, the 2001 Census of Agriculture has been conducted using several collection methods. Challenges to the traditional drop-off and mail-back of paper questionnaires in a household-based enumeration have led to the adoption of supplemental methods using newer technologies to maintain the coverage and content of the census. Overall, this mixed-mode data collection process responds to the critical needs of the census programme at various points. This paper examines these data collection methods, several quality assessments, and the future challenges of obtaining a co-ordinated view of the methods' individual approaches to achieving data quality.

Research programs building on population-based, longitudinal administrative data and record-linkage techniques are found in England, Scotland, the United States (the Mayo Clinic), Western Australia and Canada. These systems can markedly expand both the methodological and the substantive research in health and health care.
This paper summarizes published, Canadian data quality studies regarding registries, hospital discharges, prescription drugs, and physician claims. It makes suggestions for improving registries, facilitating record linkage and expanding research into social epidemiology. New trends in case identification and health status measurement using administrative data have also been noted. And the differing needs for data quality research in each province have been highlighted.

Since 1996, the Census Bureau has been creating Web Computerized Self-Administered Questionnaires (CSAQs). These electronic questionnaires have some data quality advantages over paper questionnaires such as the availability of online help; pre-loaded data; the use of interactive edits (which allows respondents to correct their responses as they are entered); and, for establishment surveys, the ability to import data from spreadsheets. This paper provides an overview of the Census Bureau's Web CSAQs. Each of the Web CSAQ design features promoting data quality are explained, as well as the features that impose data quality obstacles. Finally, some recent, empirical, data quality results from both establishment and household surveys are presented.

This paper summarizes recent Australian Bureau of Statistics (ABS) methodological developments and other experiences with electronic data reporting (EDR). It deals particularly with the part of EDR loosely defined as 'e-forms', or screen-based direct collection instruments, where the respondent manually enters all or most of the data. In this context, the paper covers recent ABS experiences and current work, but does not revisit the historical EDR work or cover other developments in Australia outside the ABS.

From a survey of employer payroll/tax filing practices, the Bureau of Labor Statistics (BLS) determined that some businesses prepare their own tax reports using payroll/tax software developed internally or purchased, while others arrange contracts with third parties for this type of service. Subsequently, the BLS developed an electronic data collection strategy for the quarterly Multiple Worksite Report (MWR), which is filed by 112,000 legal entities representing 1.2 million worksites.
Recently, the BLS has been working closely with payroll/tax software developers and with firms providing payroll/tax filing services in order to include the electronic transmittal of MWR data into their systems. In the past, employers with multiple establishments in different states had to manually file paper MWRs for each state. With electronic reporting, data for all states are sent directly to the BLS, where the data is edited and then forwarded on to the proper state.
This paper discusses the background information noted above, as well as the various approaches that the BLS staff has used to solicit the co-operation of these firms in modifying their systems to include electronic reporting as an option or additional service.

The demand for information on the electronic economy requires statistical agencies to assess the relevancy and improve the quality of their existing measurement programs. Innovations at the U.S. Census Bureau have helped the Bureau meet the user's urgent needs for this information, and improve the quality of the data. Through research conducted at the U.S. Census Bureau, as well as tapping into the expertise of academia, the private sector, and other government agencies, the new data on electronic commerce and electronic business processes has been strengthened. Using both existing and new data, the U.S. Census Bureau has discovered that research provides new key estimates of the size, scope, and impact of the new economy.

On the one hand, rural employment levels are diminished as more services are supplied to rural Canadians by ICTs - the ubiquitous ATMs (automatic teller machines) are one example. Networked Canada is the first comprehensive compendium to be published by Statistics Canada on the information and communications technologies (ICT) sector. The compendium has been designed as a profile of the information society, focusing on current trends, as well as an historical overview of the growth and development of the Canadian ICT sector industries. The publication contains two main parts. The first provides a statistical overview of the ICT sector on the basis of key economic variables, including production, employment, international trade, revenue and R&D expenditure. A summary of international ICT sector comparisons for selected variables, using recent data published by the Organization for Economic Cooperation and Development (OECD) is also included here. The ever widening use of, and access to ICTs in the home, at work, in schools and by governments is examined in the second part.
Many different data sources have been used throughout the project, and while all efforts have been made to maximize the amount of data available, it has not been possible in all instances to consistently report for all ICT industries and all relevant variables. The conversion to the new North American Industrial Classification System (NAICS) has largely contributed to these difficulties, and it is expected that a greater range of data will be available once all of the survey programs begin reporting on the basis of this new industry classification.

The Aboriginal Peoples Survey (APS) is a national survey on the social and economic conditions of Aboriginal Peoples (First Nations people living off reserve, Métis and Inuit) aged 15 years and over. The 2017 APS represents the fifth cycle of the survey and focuses on issues of transferable skills, practical training, use of information technology, Aboriginal language attainment, and participation in the Canadian economy. The 2017 APS public use microdata file (PUMF) package has been designed to enable users to access and manipulate survey microdata at the national level. The package includes a microdata file; SAS, SPSS and Stata syntax; and a users' guide. The users' guide provides general information on the survey as well as guidelines for releasing estimates calculated using the PUMF.

This paper uses statistical information to begin to shed light on the outcomes and impacts of information and communications technology (ICT). Some of the expected outcomes associated with ICT are presented, while factual evidence is used to demonstrate that these outcomes have so far not materialized. The paperless office is the office that never happened, with consumption of paper at an all-time high and the business of transporting paper thriving. Professional travel has most likely increased during a period when the Internet and videoconferencing technology were taking-off; and, e-commerce sales do not justify recent fears of negative consequences on retail employment and real estate. The paper further demonstrates that some of the key outcomes of ICTs are manifested in changing behavioural patterns, including communication and spending patterns.

This study examines the impact of information and communication technologies (ICT) and of foreign outsourcing on the demand for skilled workers. One of the defining features of the Canadian economy in the last two decades has been an increasing wage gap between more- and less-skilled workers. Over the same period, there have been dramatic increases in expenditures on information and communication technologies and in purchases of foreign intermediate inputs. Using data for 84 Canadian manufacturing industries over the 1981-1996 period, we find that both ICT and foreign outsourcing are important contributors to the demand for skills.

While censuses and surveys are often said to measure populations as they are, most reflect information about individuals as they were at the time of measurement, or even at some prior time point. Inferences from such data therefore should take into account change over time at both the population and individual levels. In this paper, we provide a unifying framework for such inference problems, illustrating it through a diverse series of examples including: (1) estimating residency status on Census Day using multiple administrative records, (2) combining administrative records for estimating the size of the US population, (3) using rolling averages from the American Community Survey, and (4) estimating the prevalence of human rights abuses.
Specifically, at the population level, the estimands of interest, such as the size or mean characteristics of a population, might be changing. At the same time, individual subjects might be moving in and out of the frame of the study or changing their characteristics. Such changes over time can affect statistical studies of government data that combine information from multiple data sources, including censuses, surveys and administrative records, an increasingly common practice. Inferences from the resulting merged databases often depend heavily on specific choices made in combining, editing and analysing the data that reflect assumptions about how populations of interest change or remain stable over time.

Also included is an extremely useful Questionnaire Comparability Chart that displays common content among questionnaires. This is a useful source of background information for respondents, researchers and those involved in survey development and questionnaire design.

The growth in the Information and Communication Technology (ICT) sector has created a need for more sector-specific economic indicators. Prices Division at Statistics Canada (STC) currently produces price indexes for several ICT goods that include computers and computer equipment or peripherals (e.g., printers and monitors). These indexes measure the price movement of ICT goods at the final or end-purchaser level (i.e., government, businesses and households) for consumption. The ICT price index series are used by economists, industry analysts and the general public to track and comprehend events and trends as they occur in this important area of the ICT sector. Within STC, the series pertaining to consumers are used in the calculation of the Consumer Price Index. In addition, several series are used by the Canadian System of National Accounts in deflating the value of gross investment by government and businesses. This reference document outlines what ICT goods price indexes are produced and their underlying data sources and methodology.

This report describes the Electronic Publications Pilot (EPP) which was conducted to gather knowledge on how library staff and their clients are adjusting to the Internet. The pilot was conducted from September 1996 to September 1997 as a joint initiative of Statistics Canada and the Depository Services Program (DSP), in partnership with the depository library community. The objective of the pilot was to assess the impact of replacing print publications with electronic equivalents via the Internet in DSP libraries. This objective was based on an assumption that the electronic medium will complement print rather than replace it entirely and that departments will continue to produce some print publications in the future. The major conclusions of the pilot cover resources and training, web site feedback, selection of publications for conversion to electronic format, web site access and security, publication functionality and access and archiving.
