The intent of this Juristat is to present police and court data on criminal harassment that are currently available from Statistics Canada's Revised Uniform Crime Reporting (UCR) Survey and Adult Criminal Court Survey (ACCS). As the legislation is relatively new, this report is a first attempt at producing a detailed analysis of criminal harassment data. The statistics in this report provide only a partial picture of criminal harassment in Canada and are not nationally representative. As such, the analysis will focus on the nature of incidents rather than the extent. Please refer to the Methodology section for more details on the data sources.

While average job tenure has changed little since 1981, there has been an increased polarization between short- and long-term jobs throughout the economy. This study estimates the average length of a new job between 1981 and 1994, as well as the probability that new jobs of a certain length will continue. Physical and sexual assaults are among the most pervasive causes of harm and death to children and youth, yet the most difficult to document. Assaults by family members account for a substantial portion of all assaults against children and youth.

From 1978 to 1997 there were 12,871 victims of homicide in Canada. Family members were responsible for nearly one-third (31%) of these, another 39% were committed by acquaintances, and 12% by strangers. Throughout the period, women and girls were most likely to be killed by a family member (50%), whereas, men and boys were most likely to be killed by acquaintances (46%).

Over the last decade, a renewed interest in the distribution of earnings has taken hold in Canada, spurred largely by concerns about increasing inequality during a period of relatively flat earnings. This analysis looks at the earnings mobility of Canadians from 1982 to 1992 using Statistics Canada's Longitudinal Administrative Databank. This article examines socioeconomic differences in supplementary insurance for prescription drugs among Canadians aged 15 or older and how the availability of such insurance affects prescription drug use. Overall, about 6 in 10 Canadians reported having drug insurance, although the percentage covered rose with household income.

This paper highlights recent developments in self-employment in Canada and explores its relationship to unemployment/full-time paid-employment. There are now two and a half million Canadians working at their own businesses, amounting to 16.2% of the total labour force or accounting for 17.8% of total employment. In the first eight years of the 1990s, self-employment on average expanded by 4.1% per year, contributing to over three out of four new jobs the economy has created. Entry and exit data demonstrate that there are substantial flows into and out of this sector of the economy. Gross flows into and out of self-employment as the main labour market activity averaged nearly half a million per year between 1982 and 1994, amounting to 42% of the total self-employed population.

The fixed-effects modelling results show a statistically significant but empirically small negative (positive) relationship between self-employment and unemployment (full-time paid- employment). This conclusion holds true across different data sources, for different time periods, for different measures and definitions, for different empirical samples, and across various estimating techniques. There is also a statistically significant but empirically small negative (positive) relationship between exits out of self-employment and unemployment (full-time paid- employment). It appears that a host of non-cyclical factors are behind the recent surge in self-employment.

Technical Reports examine the quality of data from the 1996 Census, a large and complex undertaking. While considerable effort was taken to ensure high quality standards throughout each step, the results are subject to a certain degree of error. Each report looks at the collection and processing operations and presents results from data evaluation, as well as notes on historical comparability.

Technical Reports are aimed at moderate and sophisticated users but are written in a manner which could make them useful to all census data users. Most of the technical reports have been cancelled, with the exception of Age, Sex, Marital Status and Common-law Status, Coverage and Sampling and Weighting. These reports will be available as bilingual publications as well as being available in both official languages on the Internet as free products.

This report deals with coverage errors, which occured when persons, households, dwellings or families were missed by the 1996 Census or enumerated in error. Coverage errors are one of the most important types of error since they affect not only the accuracy of the counts of the various census universes but also the accuracy of all of the census data describing the characteristics of these universes. With this information, users can determine the risks involved in basing conclusions or decisions on census data.

It explains the theoretical framework and definitions used to gather the data, and describes unusual circumstances that could affect data quality.
