    The Programme for the International Assessment of Adult Competencies (PIAAC), an initiative of OECD, provides internationally comparable measures of three skills that are essential to processing information: literacy, numeracy, and problem-solving in technology-rich environments (referred to as PS-TRE). Canada is one of 24 countries and sub-national regions participating in this initiative. This study aims to provide a picture of the competencies of the Canadian population aged 16 to 65 in all three skill domains.

    This report presents the first Canadian results of the Programme for the International Assessment of Adult Competencies (PIAAC), an initiative of OECD.     Canada is one of 24 countries and sub-national regions participating in this initiative. A sample of over 27,000 respondents was collected and allows reliable estimation at the national, provincial and territorial level.

    The report provides information about the literacy, numeracy and PS-TRE skills for the Canadian population aged 16 to 65. It provides results for Canada as a whole, as well as for all the provinces and territories. In addition, it looks at the relationships between skills proficiency and a range of socio-demographic characteristics (e.g., age, gender, level of education) across the entire Canadian population. It also reports on first results on the literacy, numeracy and PS-TRE skills of Aboriginal populations, immigrants, and official-language minority communities.

    Description:

    Previous analysis based on data from the Youth in Transition Survey (YITS) has shown that reading proficiency, as measured in the Programme for the International Student Assessment (PISA) at age 15, is strongly associated with both high school graduation and postsecondary participation. This article uses the most recent data from YITS, collected when youth were age 25, to examine educational, labour market, income and family formation outcomes associated with reading proficiency levels on PISA at age 15. The intent of the analysis is to identify any life-path differences that were associated with reading proficiency levels at age 15. The analysis is descriptive and exploratory in nature. Further analysis is needed to identify causal relationships in the data.

    In this study, the long-term impact on earnings of attending post-secondary education institutions following job loss is estimated using a large longitudinal administrative database of Canadian workers. A difference-in-difference model is used for this purpose. The results suggest that, over the period spanning five years preceding and nine years following job loss, workers who attended post-secondary education shortly after displacement saw their earnings increase by almost $7,000 more than displaced workers who did not. Significant benefits are found by sex, age, marital status, and union coverage, with the exception of men aged 35 to 44 years. Despite the benefits of education, job displacement is found to be associated with only a modest increase in post-secondary education attendance for all groups examined.

    This report examines the link between educational pathways and labour market outcomes of youth from all 5 cycles of the Youth in Transition Survey (YITS-Cohort B). The educational pathways are organized according to three major criteria: (1) No postsecondary education, (2) Direct route to postsecondary education, and (3) Indirect route to postsecondary education. Data from Cycle 5 of YITS, when youth were aged 26 to 28, provide a relatively complete examination of labour market outcomes as rising rates of participation in postsecondary education in Canada have led to a delay in entry into the labour market for many young adults. The current report focuses on two labour market outcomes full-year employment and annual earnings' at two different time points -- 1 to 2 years and 5 to 6 years after respondents have left school on a full-time basis. Results highlight the positive influence of a university education on labour market outcomes, especially several years after leaving school. Moreover, there is some weak evidence to suggest that university graduates who delayed going to a postsecondary program were more likely than their counterparts who had not delayed to be employed several years after leaving school.

It also examines these changes by other student characteristics, including sex, status as an international student, and program level. Finally, it relates changes in the composition of postsecondary students to changing patterns of participation in college and university in Canada.

    The data for this analysis are provided by the Postsecondary Student Information System (PSIS). Data on age are currently available for the 1992 to 2007 period for university students and for the 2000 to 2006 period for college students.

    The Program for International Student Assessment (PISA) is designed to assess, on a regular basis, the achievement of 15-year-olds in reading, mathematical and scientific literacy through a common international test.

    Information gathered through PISA enables a thorough comparative analysis of the skill level of students near the end of their compulsory education. PISA also permits exploration of the ways that skills vary across different social and economic groups and the factors that influence the level and distribution of skills within and between countries.

    PISA is a collaborative effort among member countries of the Organization for Economic Co-operation and Development (OECD). In Canada, PISA is administered through a partnership of the Council of Ministers of Education, Canada, Human Resources and Skills Development Canada and Statistics Canada.

    PISA will be repeated every three years. The first PISA cycle was conducted in 2000 and focused on reading, with mathematics and science as minor domains. The focus shifts to mathematics in PISA 2003, to science in 2006, and back to reading in 2009.

    These reports provide results of the PISA assessments of student performance at the provincial level, and compare the achievement of Canadian students to that of students internationally.

    Differences across provinces in the 'typical' age at which students graduate from high school result in an apparent paradox: in some provinces, high school graduation rates and high school dropout rates both are low, while in others, both rates are high. This article addresses this apparent paradox, using data from the Labour Force Survey for 2009/2010. It examines high school status, by age group for 16 to 24 year olds, for Canada and the provinces, showing how the share of graduates, continuers and dropouts changes as students age.
