The federal government is an essential player S&T activities in Canada in which it invests over five billion dollars each year. In addition to this direct investment, an additional $1.3 billion of assistance is provided through the federal R&D tax incentive program. This article examines regional differences in science and technology tax regimes in Canada.

This second edition of R&D tax treatment in Canada: a provincial comparison, uses a method developed by the Conference Board of Canada to compare the tax incentives to do research and development (R&D) in each of the provinces. The results contribute to the analysis of regional differences in science and technology activity in Canada, as part of the work of the Science, Innovation and Electronic Information Division of Statistics Canada.

An example of a regional difference is the tax incentive to do R&D in a province. There is the federal Scientific Research and Experimental Development tax programme, which has regional variations. Six out of ten provinces have their own incentive programmes and tax rates which differ from province to province. The B-Index analysis of the Conference Board provides a means of comparing tax incentives and of providing an indicator.

Canadian universities and affiliated research hospitals have made great strides in commercializing inventions. Since 1998 Statistics Canada has conducted the Survey of Intellectual Property Commercialization in the Higher Education Sector to track progress in this area. This article highlights some of the changes between 2003 and 2004, as well as presenting the 2004 regional results.

Data from the Research and Development in Canadian Industry Survey reveal that between 1994 and 2002 - 31,190 enterprises undertook research and development (R&D) activities for at least one year. However, only 5% (1,699) can be considered persistent R&D performers, appearing on the R&D in Canadian Industry database for nine years. It appears that the size of the R&D expenditure groups that firms belong to influences their level of persistence in R&D performance. This article investigates that premise.

This article describes a pilot study conducted on companies who were clients of the NRC-IRAP British Columbia Region between 1987 and 1998. Growth indicators were produced for the period 1998 to 2002. Findings will enable NRC-IRAP to engage in evidence-based assessment of their disbursement of public funds, report on the effectiveness of the program, and make decisions regarding program amendment in light of measured outcomes.

Statistics Canada publishes information on industrial research and development (R&D) performers that includes the number of such firms and their total R&D expenditures. What has not been done to date is to look at R&D performers over time. This paper looks at R&D performance between 1994 and 2002 in three ways; first it looks at all firms that performed R&D at any point; the second section looks at R&D performing firms by R&D expenditure group for each year; and, the third section of the study follows firms that began to perform R&D and documents their R&D performance through time.
