The Canadian Labour Force Survey (LFS) is the official source of monthly estimates of total employment and unemployment. Following the 2011 census, the LFS underwent a sample redesign to account for the evolution of the population and labour market characteristics, to adjust to changes in the information needs and to update the geographical information used to carry out the survey. The redesign program following the 2011 census culminated with the introduction of a new sample at the beginning of 2015. This report is a reference on the methodological aspects of the LFS, covering stratification, sampling, collection, processing, weighting, estimation, variance estimation and data quality.

Changes in health status may affect not just the individuals who experience such changes, but also their family members. For example, if the main earner in a family loses his or her ability to generate income due to a health shock, it invariably affects the financial situation of the spouse and other dependents. In addition, spouses and working-age children may themselves increase or reduce their labour supply to make up for the lost income (“added worker effect”) or care for a sick family member (“caregiver effect”). Since consumption smoothing and self-insurance occur at the household level, the financial effects of health for other family members have important policy implications. To shed light on such effects, this study analyzes how one spouse’s cancer diagnosis affects the employment and earnings of the other spouse and (before-tax) total family income using administrative data from Canada.

Faced with job loss, displaced workers may choose to return to school to help them reintegrate into the labour force. Job losses in a given local labour market may also induce workers who have not yet been laid off to pre-emptively enrol in postsecondary (PS) institutions, as a precautionary measure. Combining microdata and grouped data, this study examines these two dimensions of the relationship between layoffs and PS enrolment over the 2001-to-2011 period.

Every year, thousands of workers lose their jobs as firms reduce the size of their workforce in response to growing competition, technological changes, changing trade patterns and numerous other factors. Thousands of workers also start a job with a new employer as new firms enter a product market and existing firms expand or replace employees who recently left. This worker reallocation process across employers is generally seen as contributing to productivity growth and rising living standards. To measure this labour reallocation process, labour market indicators such as hiring rates and layoff rates are needed. In response to growing demand for subprovincial labour market information and taking advantage of unique administrative datasets, Statistics Canada is producing hiring rates and layoff rates by economic region of residence. This document describes the data sources, conceptual and methodological issues, and other matters pertaining to these two indicators.

Using data from the Provincial KLEMS database, this paper asks whether provincial economies have undergone structural change in their business sectors since 2000. It does so by applying a measure of industrial change (the dissimilarity index) using measures of output (real GDP) and hours worked. The paper also develops a statistical methodology to test whether the shifts in the industrial composition of output and hours worked over the period are due to random year-over-year changes in industrial structure or long-term systematic change in the structure of provincial economies. The paper is designed to inform discussion and analysis of recent changes in industrial composition at the national level, notably, the decline in manufacturing output and the concomitant rise of resource industries, and the implications of this change for provincial economies.

With this working paper, Statistics Canada is releasing 1991 Census data tabulated by a new geographic classification called "census metropolitan area and census agglomeration influenced zones", or MIZ. This classification applies to census subdivisions (municipalities) that lie outside census metropolitan areas and census agglomerations. This part of Canada covers 96% of the country's total land mass and contains 22% of its population, yet up to now we have been limited in our means of differentiating this vast area. The MIZ classification shows the influence of census metropolitan areas (CMA) and census agglomerations (CA) on surrounding census subdivisions as measured by commuting flows based on 1991 Census place of work data. This version of the MIZ classification also incorporates a preliminary version of a north concept that flags census subdivisions according to their location in the north or south of Canada.
The series of tables presented here show detailed demographic, social and economic characteristics for Canada as a whole, for the six major regions of Canada, and for individual provinces and territories. Within each table, the data are subdivided into five categories: census metropolitan area or census agglomeration, strong MIZ, moderate MIZ, weak MIZ and no MIZ. Within each of these categories, the data are further subdivided into north and south.
Readers are invited to review and use the data tables to assess whether this combined MIZ and north/south classification of non-CMA/CA areas provides sufficient detail to support data analysis and research. The intent of this MIZ classification is to reveal previously hidden data detail and thereby help users address issues related to this vast geographic area.
This is the first of three related Geography working papers (catalogue no. 92F0138MPE). The second working paper (no. 2000-2, 92F0138MPE00002) provides background information about the methodology used to delineate the MIZ classification. The third working paper (no. 2000-3, 92F0138MPE00003) describes the methodology used to define a continuous line across Canada that separates the north from the south to further differentiate the MIZ classification.

This paper examines the process by which migrants experience gains in earnings subsequent to migration and, in particular, the advantage that migrants obtain from moving to large, dynamic metropolitan labour markets, using Toronto as a benchmark. There are two potentially distinct patterns to gains in earnings associated with migration. The first is a step upwards in which workers realize immediate gains in earnings subsequent to migration. The second is accelerated gains in earnings subsequent to migration. Immediate gains are associated with obtaining a position in a more productive firm and/or a better match between worker skills and abilities and job tasks. Accelerated gains in earnings are associated processes that take time, such as learning or job switching as workers and firms seek out better matches. Evaluated here is the expectation that the economies of large metropolitan areas provide workers with an initial productive advantage stemming from a one-time improvement in worker productivity and/or a dynamic that accelerates gains in earnings over time through the potentially entwined processes of learning and matching. A variety of datasets and methodologies, including propensity score matching, are used to evaluate patterns of income gains associated with migration to Toronto.

In recent years, the use of paradata has become increasingly important to the management of collection activities at Statistics Canada. Particular attention has been paid to social surveys conducted over the phone, like the Survey of Labour and Income Dynamics (SLID). For recent SLID data collections, the number of call attempts was capped at 40 calls. Investigations of the SLID Blaise Transaction History (BTH) files were undertaken to assess the impact of the cap on calls.The purpose of the first study was to inform decisions as to the capping of call attempts, the second study focused on the nature of nonresponse given the limit of 40 attempts.
The use of paradata as auxiliary information for studying and accounting for survey nonresponse was also examined. Nonresponse adjustment models using different paradata variables gathered at the collection stage were compared to the current models based on available auxiliary information from the Labour Force Survey.

The Survey of Employment, Payrolls and Hours (SEPH) is a monthly survey using two sources of data: a census of payroll deduction (PD7) forms (administrative data) and a survey of business establishments. This paper focuses on the processing of the administrative data, from the weekly receipt of data from the Canada Revenue Agency to the production of monthly estimates produced by SEPH.
The edit and imputation methods used to process the administrative data have been revised in the last several years. The goals of this redesign were primarily to improve the data quality and to increase the consistency with another administrative data source (T4) which is a benchmark measure for Statistics Canada's System of National Accounts people. An additional goal was to ensure that the new process would be easier to understand and to modify, if needed. As a result, a new processing module was developed to edit and impute PD7 forms before their data is aggregated to the monthly level.
This paper presents an overview of both the current and new processes, including a description of challenges that we faced during development. Improved quality is demonstrated both conceptually (by presenting examples of PD7 forms and their treatment under the old and new systems) and quantitatively (by comparison to T4 data).

Numerous studies of working hours have drawn important conclusions from cross-sectional surveys. For example, the share of individuals working long hours is quite large at any given point in time. Moreover, this appears to have increased over the past two decades, raising the call for policies designed to alleviate working hours discrepancies among workers, or reduce working time overall. However, if work hours vary substantially at the individual level over time, then conclusions based upon studies of cross-sectional data may be incomplete. Using longitudinal data from the Canadian Survey of Labour and Income Dynamics, we find that there is substantial variation in annual working hours at the individual level. In fact, as much as half of the cross-sectional inequality in annual work hours can be explained by individual-level instability in hours. Moreover, very few individuals work chronically long hours. Instability in work hours is shown to be related to low-job quality, non-standard work, low-income levels, stress and bad health. This indicates that working variable work hours is not likely done by choice; rather, it is more likely that these workers are unable to secure more stable employment. The lack of persistence in long work hours, plus the high level of individual work hours instability undermines the equity based arguments behind working time reduction policies. Furthermore, this research points out that policies designed to reduce hours instability could benefit workers.

The Korean Economically Active Population Survey (EAPS) has been conducted in order to produce unemployment statistics for large areas such as metropolitan cities and provincial levels. Large areas have been designated as planned domains in the EAPS and local self-government areas (LSGAs) as unplanned domains. In this study, we suggest small area estimation methods to adjust for the unemployment statistics of LSGAs within large areas estimated directly from current EAPS data. We suggest synthetic and composite estimators under the Korean EAPS system, and for the model-based estimator we put forward the hierarchical Bayes (HB) estimator from the general multi-level model. The HB estimator we use here was introduced by You and Rao (2000). The mean square errors of the synthetic and composite estimates are derived from the EAPS data by the Jackknife method, and are used as a measure of accuracy for the small area estimates. Gibbs sampling is used to obtain the HB estimates and their posterior variances, which we use to measure precision for small area estimates. The total unemployment figures of the 10 LSGAs within the ChoongBuk Province produced by the December 2000 EAPS data have been estimated using the small area estimation methods suggested in this study. The reliability of small area estimates is evaluated by the relative standard errors or the relative root mean square errors of these estimates. Here, under the current Korean EAPS system, we suggest that the composite estimates are more reliable than other small area estimates.

This paper examines whether long-run labour market outcomes depend on residential environment among adults who grew up in subsidized housing in Toronto. The housing program in Toronto provides a full spectrum of neighbourhood quality types to measure outcome differences, and offers a real-life example of large scale neighbourhood quality reform. A primary advantage with this approach is that, conditional on participation in public housing, residential choice is substantially limited. Families that applied for public housing could not specify which project they wished to be housed in and were constrained to what was offered based on availability at the time they applied and by family size. Unlike previous housing mobility experiments, the availability of administrative tax records are used to measure both short and long run outcomes. The results indicate almost no difference in educational attainment, adult earnings, income, and social assistance participation between children from different public housing types. Average outcomes, estimated wage distributions, and outcome correlations among unrelated project neighbours show no significant neighbourhood impact. In contrast, family differences seem to matter a great deal.

This paper provides a brief description of the methodology currently used to produce the annual volume of hours worked consistent with the System of National Accounts (SNA). These data are used for labour input in the annual and quarterly measures of labour productivity, as well as in the annual measures of multifactor productivity. For this purpose, hours worked are broken down by educational level and age group, so that changes in the composition of the labour force can be taken into account. They are also used to calculate hourly compensation and the unit labour cost and for simulations of the SNA Input-Output Model; as such, they are integrated as labour force inputs into most SNA satellite accounts (i.e., environment, tourism).
