According to the OECD, level 2 can be considered a baseline level of proficiency, at which students begin to demonstrate the mathematical literacy competencies that will enable them to participate effectively and productively in life. Students performing below level 2 can still accomplish some mathematical tasks successfully, but they lack some fundamental skills that may prepare them to either enter the workforce or pursue postsecondary education. Percentage distributions may not add up to 100% due to rounding. No data were collected in the three territories and in First Nations schools.
