Social Transfers in Kind

The sub-annual estimates of Social Transfers in Kind (STiK) included in the sub-annual DHEA were estimated using sub-annual Government Financial Statistics (GFS) and Classifications of Function of Government (COFOG). The ratios that split the GFS into individual and collective services were derived by taking the latest available annual COFOG shares of individual and collective services and applying adjustments to account for government spending during the year. The sub-annual ratios are then applied to sub-annual government final consumption expenditure in order to derive sub-annual estimates of STiK.

Sub-annual estimates of wages and salaries are used to estimate the portion of STiK provided by non-profit institutions serving households.

The aggregate sub-annual estimates of STiK are distributed to households in the same manner as
annual STiK. However, there were some adjustments to the allocation of health STiK in order to account
for changes in the use of health services during the Covid-19 pandemic. For example, data from the
Canadian Institute for Health Information showed that Canadians began accessing health care
differently during the early months of the pandemic and fewer people sought care for significant
concerns like cardiac events and trauma, as well as for common concerns such as abdominal pain, colds
and flu.
