Social transfers in kind to non-residents

From the definition of STiK, the 2008 SNA refers to only three domestic sectors: household, governments and NPISH. While some social transfers in kind may be receivable by non-residents, for example emergency medical treatment for a non-resident tourist, the figures involved are likely to be very small compared with total social transfers in kind. Further, Canadian residents abroad may also benefit from social transfers in kind from a non-resident government (or NPISH) in like manner. Since there is no reason to believe non-resident transfers are significant, it is assumed these figures offset one another and that social transfers in kind can be shown as payable to resident households only.
