Estimating the non-transportation intermediate inputs (nTRIs)
The production of OATS is assumed to use the same inputs as the production of for-hire transportation services. Therefore, a non-transportation industry will use not only TRIs such as fuel but also nTRIs such as office supplies and electricity to produce OATS. These nTRIs are estimated to form a complete (intermediate consumption) input structure for OATS. These estimates are based on the input structure of the corresponding transportation industries by mode[6].
The aggregated OATS use of all TRIs and nTRIs by mode must be less than or equal to the amount available in the industry’s use table. In some cases, the calculated level of nTRIs may be higher than what is available in the published SUTs. If so, the nTRI level is reduced proportionally in each mode to match availability.
