Assumptions
One of the main assumptions in the CTEA methodology is that the transportation industries do not undertake activities that could be classified as OATS. In theory, a shipping company could own and operate a trucking fleet to better control its supply chain. However, for the purpose of building the CTEA, OATS activities by transportation industries are assumed to be 0 both within and across modes. No data source differentiates between for-hire and own-account use of inputs by transportation industries.
The CTEA also assume that, for each mode of transportation, non-transportation industries use the same inputs to produce OATS as transportation industries do to produce for-hire transportation services.
Another assumption, which is implicit in the definition of OATS, is that OATS products are not sold on the market-all OATS are for own use.
