I would like to thank Dr. John Baldwin for his advice and feed back during the writing process. His input contributed both to the scope and quality of the paper. Conversations with Guy Gellatly and the comments from an external referee have also been appreciated. This paper builds on previous work conducted by Lauren Bin Dong. It extends the original analysis by using an updated provincial panel and the KLEMS dataset. The theme of the Ms. Bin Dong's draft and a series of initial rate of return estimates are the basis of this paper.
