National figures exclude Ontario and Nunavut for all reference years due to incomplete data. 3. Ontario 2003/2004 incarceration rate includes partial estimates for 12- to 15-year-olds. 4 .On April 1, 1999, the Northwest Territories was divided and the territory of Nunavut was created. Therefore, caution is advised when comparing Northwest Territories' data prior to 1999/2000 with any data reported after the creation of Nunavut. In addition, Nunavut did not report data in 1999/2000.
