Employment Insurance
The estimated number of Canadians (adjusted for seasonality) receiving regular Employment Insurance benefits in February moved up a slight 0.3% from January to 531,280. This was the first monthly rise since October and was primarily the result of increases in Ontario (+1.5%), Quebec (+0.6%) and Nova Scotia (+0.6%). These gains were partly offset by decreases in Prince Edward Island (-2.8%) and Alberta (-2.2%).

The Help-wanted Index remained virtually unchanged in April, decreasing only 0.1% from March. Fluctuations were small in all provinces, rising or falling by less than 1%. The Index has been in decline since June 2002.

The Construction Union Wage Rate Index (including supplements) for Canada remained unchanged in March compared with the February level of 125.3 (1992=100). The Composite index increased 2.9% from March 2002.

Employment edged down 19,000 in April, pushing the unemployment rate up 0.2 percentage points to 7.5%. Job gains over the first four months of 2003 total 49,000 (+0.3%), much lower than the increase of 216,000 (+1.4%) in the same period of 2002.
