This service bulletin presents the geographic distribution of federal government science and technology expenditures. Data on federal government expenditures on science and technology are found in Volume 25 No. 9 of this publication series, released in November 2001. In both this and the earlier bulletin, science and technology (S&T) expenditures are the sum of expenditures on research and development (R&D) and on related scientific activities (RSA).

This publication presents the national gross domestic expenditures on research and development (GERD) from 1990 to 2001 as well as the Provincial GERD from 1990 to 1999. Up until 1985, GERD included research and development (R&D) expenditures in the Natural Sciences and Engineering (NSE) only. Beginning in 1985, Social Sciences and Humanities (SSH) activities are also included in GERD. An additional series of tables showing R&D expenditures at the national level in either science from 1963 to 1989, or at the provincial level from 1979 to 1989, may be obtained from the Science and Innovation Surveys Section, Science, Innovation and Electronic Information Division.

Data summarized in this Juristat are primarily drawn from the national Youth Custody and Community Services (YCCS) Survey. This report presents a brief overview of the information collected in Cycle 13 of the General Social Survey (GSS). Cycle 13 is the third cycle (following cycles 3 and 8) that collected information in 1999 on the nature and extent of criminal victimisation in Canada. Focus content for cycle 13 addressed two areas of emerging interest: public perception toward alternatives to imprisonment; and spousal violence and senior abuse. Other subjects common to all three cycles include perceptions of crime, police and courts; crime prevention precautions; accident and crime screening sections; and accident and crime incident reports. This report is produced from data supplied by Canadian Customs and Revenue Agency. It provides information on retirement savings through registered pension plans (RPPs) and/or registered retirement savings plans (RRSPs) from 1993 to 1999. The data make it possible to identify the characteristics (age, sex and income) of tax-filers who did and who did not participate in these programs.

Private radio broadcasters' revenues surpassed $1.0 billion for the first time in 2000, increasing 5.2% from 1999. This increase was largely the result of the good performance of FM broadcasters whose revenues increased by 7.9% compared to 0.8% for AM broadcasters. Revenues grew at a rate below the national average in New Brunswick, Quebec, Manitoba and British Columbia and at a rate above the national average in all other regions.

Gross and net sales of gasolines and net fuel sales of diesel oil and liquefied petroleum gas used for automotive purposes are presented by year and by month, by province and by territory. Each issue provides five years of data on net sales of gasoline by month or by province.

Based on information from the 1997 Biotechnology Firm Survey, we know biotechnology firms generated $813 million in biotech revenues; employed 9,000 people in biotech-related activities and had almost 9,000 products across all stages of development. The 2000 police-reported statistics indicate that the overall crime rate in Canada decreased for the ninth consecutive year and is at its lowest point since 1978. In addition, data from studies such as the 1999 General Social Survey (GSS) suggest that many Canadians perceive crime as having stabilized over the past five years and feel less fearful of being a victim of crime in their neighbourhoods. Despite these positive indicators, the violent crime rate increased by 3% in 2000, the first increase in seven years. This report examines trends and characteristics for the most serious violent crime – homicide.

The higher education sector is composed of "all universities, colleges of technology and other institutes of post-secondary education, whatever their source of finance or legal status. It also includes all research institutes, experimental stations and clinics operating under the direct control of, or administered by, or associated with higher education establishments."

This paper presents the findings of an empirical investigation of the effects of inter-provincial migration on individuals' earnings based on the newly available Longitudinal Administrative Database (LAD). The main results are based on a difference model which estimates the effects of mobility on (log) earnings which implicitly controls for initial earnings levels and other fixed effects, as well as other influences captured by the regressors included in the models. Inter-provincial mobility is found to be associated with statistically significant and in many cases quantitatively substantial changes in individuals' earnings, with these effects varying by age, sex, and province of origin. Pre- and post-move earnings profiles are also analysed, offering support for the validity of the difference model approach and indicating that movers are quickly integrated into local labour markets after their moves. Implications are discussed and possible directions for future research are suggested.

A framework for thinking about intergenerational mobility as it relates to the relationship between parent and child incomes as well as evidence on the degree and sources of intergenerational mobility in Canada is reviewed. The major conclusion is that Canadian society is characterized by a good deal of intergenerational mobility, and the available evidence suggests that being raised in low-income does not pre-ordain children to low-income in adulthood. Canada compares well in this regard to many other countries, being characterized on average by more mobility than the U.S. or U.K. and on a par with some of the most mobile nations. The sources for this pattern have to do with access to high quality education, and high quality non-monetary investments in children. However, there is no clear evidence linking the level of family income to the nature of these investments.

Initial results from the Survey of Financial Security (SFS), which provides information on the net worth of Canadians, were released on March 15 2001, in The daily. The survey collected information on the value of the financial and non-financial assets owned by each family unit and on the amount of their debt.

Statistics Canada is currently refining this initial estimate of net worth by adding to it an estimate of the value of benefits accrued in employer pension plans. This is an important addition to any asset and debt survey as, for many family units, it is likely to be one of the largest assets. With the aging of the population, information on pension accumulations is greatly needed to better understand the financial situation of those nearing retirement. These updated estimates of the Survey of Financial Security will be released in late fall 2001.

The process for estimating the value of employer pension plan benefits is a complex one. This document describes the methodology for estimating that value, for the following groups: a) persons who belonged to an RPP at the time of the survey (referred to as current plan members); b) persons who had previously belonged to an RPP and either left the money in the plan or transferred it to a new plan; c) persons who are receiving RPP benefits.

This methodology was proposed by Hubert Frenken and Michael Cohen. The former has many years of experience with Statistics Canada working with data on employer pension plans; the latter is a principal with the actuarial consulting firm William M. Mercer. Earlier this year, Statistics Canada carried out a public consultation on the proposed methodology. This report includes updates made as a result of feedback received from data users.

This publication outlines the conceptual and statistical framework of the services sector in the accounts. The methodology and data sources used to calculate estimates of services in the current-price input-output accounts are described. Specific sources and methods are outlined for determining inputs, outputs and gross domestic product of service industries in the business sector.

This paper introduces and explains modifications made to the Labour Force Survey estimates in January 2000. Some of these modifications include the adjustment of all LFS estimates to reflect population counts based on the 1996 Census plus the implementation of a new estimation methodology called composite estimation. This new method results in more efficient estimates of month to month change, while improving the quality of monthly level estimates.

A new accounting approach treats software as an investment was implemented in the Canadian System of National Accounts (SNA) during 2001. Preliminary estimates of software capital stocks were included for the first time in the National Balance Sheet Accounts (NBSA) released in March 2001. Software investment was then included in the gross domestic product (GDP) with the first quarter 2001 release (May 31, 2001) of the National Economic and Financial Accounts (NEFA). Later in the year, it was included in the Input-Output (I/O) Accounts, Provincial Economic Accounts (PEA) and the Industry Measures Accounts (IMA) with the release of October 30, 2001.

This mini historical revision brings Canada in line with a number of countries, including the United States and other G-7 member nations, who introduced software into their GDP over the last few years. It also brings Canada in line with the 1993 SNA recommendation that business and government acquisition of software be treated in national accounts as an investment as opposed to a current expense. Software is now treated like any other capital input that is used repeatedly in production over a year or more whereas, formerly, it was treated as if it were fully used up during the production period like any other intermediate input. This new accounting for software has raised the level of GDP, although the effects on GDP growth turn out to be relatively small.
