    This study examines which factors underlie the narrowing of wage differences seen between young bachelor’s degree holders and high school graduates from the 2000-to-2002 period to the 2010-to-2012 period and the widening of differences in full-time paid employment rates between these two groups.

    Four types of factors are considered: those associated with changes in labour supply, labour demand, institutions and employer–employee contracts, and general economic conditions.

    Changes in the population of bachelor’s degree holders relative to the population of high school graduates are used to capture changes in relative labour supply.

    Considerable research effort has been devoted to understanding earnings differences between immigrant and Canadian-born workers. Previous studies have established that immigrants typically earn less than Canadian-born workers with the same amount of education and work experience. The low earnings of immigrants are often attributed to the specificity of human capital to the country where it originates - in other words, education or work experience in the country of origin cannot be directly transferred to the host country, resulting in well qualified immigrants holding low paying jobs. Another possibility is that employers in the host country discriminate against immigrants. This paper uses data from the Canadian component of the International Adult Literacy and Skills Survey (IALSS), which includes both standard demographic and labour market information for the Canadian born and immigrants and results from tests of literacy, numeracy and problem-solving skills, to investigate these issues. Interpreting the test scores as direct measurements of cognitive skills, the authors provide a closer examination of explanations for low immigrant earnings than has previously been possible. In addition, the data include more precise information on where education was obtained and age of migration than is available in most previous studies, further enabling scrutiny of immigrant-Canadian born earnings differentials.

    Young women have gained considerable ground on young men in terms of educational attainment in the 1990s. The objective of this study is to assess the role of rapidly rising educational attainment among young women in raising their relative position in the labour market. The findings suggest that the educational trends have not contributed towards a decline in the full-time employment gap. Nevertheless, they have contributed towards a decline in the gender earnings gap, especially in the 1990s. However, university-educated women have lost ground to university-educated men. This is likely due to the fact that men and women continued to choose traditional disciplines during the 1990s, but only male-dominated disciplines saw improvements in average earnings.

Some minority groups have substantially lower (tested) levels of literacy and numeracy skills than whites and other more economically successful minorities and, in the case of certain male groups, these differences play a significant role in explaining the observed income patterns. The ethnic-white income gaps are, however, much smaller for women, and the literacy and numeracy variables do not have much of a role to play in explaining those differences. Various policy implications are discussed.

    Using a regression decomposition approach, we find that, during the 1980s, the growth in the relative educational attainment of older workers has contributed to about one-quarter of the increase in the age-wage gap of men and women. During the 1990s, the age-wage gap increased to a much lesser extent. Changing relative educational attainment accounted for a much greater proportion of the much smaller increase in the gap: almost one-half for males and over three-quarters for women. We also find that, during the 1980s, the expected weekly wages associated with all levels of education fell for younger workers, both for men and women (from 2% to 16%, depending upon education level). Older employees, on the other hand, experienced mixed results. Expected weekly wages rose for some older workers and fell for some others.

    This study attempts to compare the earnings of men and women on an equal footing by concentrating on recent postsecondary graduates and using survey data on a number of earnings-related characteristics. The data cover three graduating classes of university and community college students: 1982, 1986 and 1990. These data indicate that the gender earnings gap among graduates has narrowed in recent years. In fact among the most recent class, we found that female university graduates are rewarded slightly better than their male counterparts after controlling for experience, job tenure, education and hours of work. A small gender gap persists among community college graduates: about three-and-a-half percent on an hourly wage basis. For all graduates, the earnings gap tended to increase with age, even after controlling for previous work experience.

Using the National Graduates Survey of 1992, this report profiles the early labour market experiences ofvisible minorities, Aboriginal peoples and persons with disabilities who graduated from Canadian universities and community colleges in 1990. In general, we find thatthe earnings of designated group members are very similar to the earnings of their classmates. However, we also find that members of these groups are more likely tobe unemployed and are less likely to participate in the labour force than others in their class.
