    This annual publication is based on the Survey of Intellectual Property Commercialization in the Higher Education Sector which tracks the progress of innovation in this area.

    The objective of the survey is to assure the availability of pertinent information to monitor science and technology related activities and to support the development of science and technology policy. The topic studied is intellectual property management at universities and affiliated teaching hospitals. The data are used to determine how to maximize the benefits resulting from public sector research. Data users include the federal and provincial governments and university administrators and researchers.

It explains what is meant by user innovation and provides background on its measurement at Statistics Canada, drawing attention to some more influential work. Challenges to the measurement of user innovation are presented. Details on the survey methodology and survey findings, measurement issues and some lessons learned from the survey will be discussed. The paper concludes by presenting contributions of this study to understanding user innovation.

    Using data on manufacturing plants operating in Canada for the period 1981 to 1997, we estimate the effect of changes in the level of foreign control upon labour productivity in domestically-controlled plants. We distinguish between foreign control in own industry of domestically-controlled plants and foreign control in industries linked by their supply or use of intermediate inputs. We find that foreign control increases productivity growth in domestically-controlled plants in a way that is consistent with the transfer of technology from foreign suppliers to domestically-controlled plants. The positive productivity effects of foreign control are more pronounced for those plants that outsource more intermediates, and who purchase science-based intermediate inputs (i.e., electronics, machinery and equipment, and chemicals).

    This report summarises an expert meeting hosted by the Science, Innovation and Electronic Information Division on commercialization. The purpose of the meeting was to identify indicators that could be used in support of evidence-based commercialisation policy, and a conceptual framework to tie them together. The findings were that it was premature to adopt a single conceptual framework and that it was important to measure linkages among public sector actors and between those in the public and private sectors if the activity of commercialization was to be better understood.

    This paper presents data on technological change that have been made comparable from the Survey of Electronic Commerce and Technology (SECT) for 2000 and 2002. It shows that when comparable data for the 1998 to 2000 and 2000 to 2002 periods (based on the definition and survey universe employed by SECT 2000) are used, the propensity to adopt new technologies in the private sector has remained constant at about 40%. The rate of technology adoption in the public sector remained at four out of five organizations introducing significantly improved technologies (a level about twice as high as that for the private sector). This rate also shows little change from 2000. The paper presents the comparable technological change data, while explaining differences in the wording of the survey questions and universe between the two reference years. Information is provided for private and public sectors, selected employment size groups and sectors of both private and public sectors.

    The trend towards the globalization of factor, product and financial markets is drawing an increasing amount of attention. Work is underway to develop methodologies and to harmonize among countries data on the economic activities of globally operating corporations. An understanding of their business models, corporate strategies and organizational structures is also needed to gather and, more importantly, interpret information about their innovation activities. This note identifies four main models of globally operating corporations according to their impact on technology transfer and innovation in their host countries.
