This paper examines the level of labour productivity in Canada relative to that of the United States in 1999. In doing so, it addresses two main issues. The first is the comparability of the measures of GDP and labour inputs that the statistical agency in each country produces. Second, it investigates how a price index can be constructed to reconcile estimates of Canadian and U.S. GDP per hour worked that are calculated in Canadian and U.S. dollars respectively. After doing so, and taking into account alternative assumptions about Canada/U.S. prices, the paper provides point estimates of Canada's relative labour productivity of the total economy of around 93% that of the United States. The paper points out that at least a 10 percentage point confidence interval should be applied to these estimates. The size of the range is particularly sensitive to assumptions that are made about import and export prices.

The difference in the output gap (GDP per capita) between Canada and the United States is broken down into two components - differences in productivity (GDP per hour worked) and differences in effort (hours worked per capita) for the period 1994 to 2002. The paper shows that, on average, the majority of the output gap is accounted for by differences in hours worked rather than differences in productivity. Since 1994, the output gap has narrowed slightly, primarily because of an increase in hours worked in Canada relative to the United States.

The Canadian Productivity Accounts: Data is an electronic publication that contains a series of tables on productivity growth and related variables for the business sector and its 51 major sub-sectors based on the North American Industry Classification System. These tables allow users to have a broader perspective on Canadian economic performance. They complement the information available on CANSIM which offers more detail, particularly at the industry level.
Canadian Productivity Accounts (CPA) are responsible for producing, analyzing and disseminating Statistics Canada's official data on productivity and for producing and integrating data on employment, hours worked and capital services consistent with the Canadian System of National Accounts. To this end, the CPA comprise three programs. The quarterly program provides current estimates on labour productivity and labour costs at the aggregate level for 15 industry groups. The annual national program provides yearly estimates on labour productivity, multifactor productivity and several indicators of sources of growth and competitiveness as they apply to the major sectors of the economy and to the industry level. Lastly, the annual provincial program, as an integral part of the Provincial Economic Accounts, provides estimates on employment, hours worked, labour productivity and labour costs at the industry level for each province and territory.
The Canadian Productivity Accounts: Data covers four series of statistical tables:
Table 1: Output, labour compensation, capital cost and cost of intermediate inputs in current dollars
Table 2: Productivity and related measures
Table 3: Productivity and related measures for the business sector, Canada and United States
Table 4: Productivity and related measures for the manufacturing sector, Canada and United States
Productivity measures the efficiency with which inputs (labour and capital in particular) are utilized in production. Productivity measures can be applied to a single input, such as labour productivity (output per hour worked), as well as to multifactor productivity (output per unit of combined labour and capital inputs). Statistics Canada produces these two main measures of productivity, but other productivity ratios can also be measured (e.g., output per unit of capital services).

This paper employs the databases that are used to construct Statistics Canada's Productivity Accounts to examine the sources of growth in the Canadian economy and the history of productivity growth in Canada over the period 1961 to 2002. It makes use of a new time series using the North American Industry Classification System. The growth accounting system provides the framework for the analysis. This framework provides estimates of the relative importance of labour inputs, investments in capital, and productivity growth. The data that are required to address this issue also allow changes in the composition of capital and labour inputs to be investigated. In addition, the underlying factors that determine labour productivity (multifactor productivity, capital deepening, and increases in skill level) are outlined. Since the database is constructed at the industry level, all these relationships can be pursued both at the level of the total economy and for individual industries.

During the post-1970 period, Canadian manufacturing prices have alternately increased and fallen relative to U.S. prices' just the reverse of the cycle in the Canada' U.S. exchange rate. But not all manufacturing industries have experienced the same amplitude of relative price changes. This paper examines the industry characteristics that are related to the shifts in competitiveness, measured as the relative price ratio between Canadian prices and U.S. prices adjusted by the exchange rate. We find that relative factor input costs and relative productivity growth are the two most important factors influencing changes in relative Canada' U.S. prices. Competitive pressures emanating from trade are important determinants of the extent to which relative productivity differences are passed through to cross-country relative prices in the manufacturing sector. We also find that the magnitude of domestic market competition and export intensity affects the short-run relative price shifts over the cycle of exchange rate.

This paper relates to two understudied, but increasingly important concerns: the measurement of regional integration, and the regional benefits to North American economic integration. The objective is to measure Canada's regional integration in manufacturing industries with that of the United States, and examine the regional impact of growing trade integration on productivity growth and select other economic performance variables.
Our research shows that Canada and each of its regions are becoming more integrated in trade in manufactures with the United States, but Ontario is much more integrated than the rest of Canada. While all regions have benefited through improved productivity performance, higher wages and higher output growth, Ontario has been the principal beneficiary. No evidence was found that increased trade integration in manufactures with the United States caused anything more than short-run adjustment losses in employment. Canada and each of its regions have expanded their share of North American manufacturing which stands in sharp contrast to the supposition that it would be the United States that would experience a growth in North American production share (Krugman, 1980).

This paper examines two potential benefits of foreign-controlled plants in the Canadian manufacturing sector: the superior performance of foreign-controlled plants and their productivity spillovers to domestic plants. The paper finds that foreign-controlled plants are more productive, more innovative, more technology intensive, pay higher wages and use more skilled workers. This foreign-ownership advantage is found to be a multinational advantage. What matters for economic performance is whether plants belong to multinational enterprises (MNEs) rather than ownership per se. Canadian multinationals are as productive as foreign multinationals. We also find that MNEs have accounted for a disproportionately large share of productivity growth in the last two decades. Finally, we find robust evidence for productivity spillovers from foreign-controlled plants to domestic-controlled plants arising from increased competition and greater use of new technologies among domestic plants.

The Canadian Productivity Accounts (CPA) of Statistics Canada maintain two multifactor productivity (MFP) programs.
The Major Sector Multifactor Productivity Program develops the indexes of MFP for the total business sector and major industry groups in the business sector.
The Industry Multifactor Productivity Program or the Industry KLEMS Productivity Program develops the industry productivity database that includes MFP indexes, output, capital (K), labour (L), energy (E), materials (M) and services (S) inputs for the individual industries of the business sector at various levels of industry aggregation.
