    Until very recently, reliable data on the literacy of Aboriginal people in Canada have been scarce. The 2003 International Adult Literacy and Skills Survey (IALSS) collected data from large enough samples of Aboriginal people living in urban areas in Manitoba and Saskatchewan, as well as Aboriginal people living in selected communities in the territories, to answer key questions about the literacy proficiency of these populations. The off-reserve Aboriginal population in Manitoba and Saskatchewan is comprised of significant proportions of individuals who self-identify as First Nations and Métis. The IALSS background questionnaire allows researchers to make distinctions on the basis of self-reported Aboriginal identity group.

    This report uses data from the 2003 International Adult Literacy and Skills Survey to provide a profile of the level and distribution of adult literacy among the off-reserve First Nations and Métis populations residing in urban areas in Manitoba and Saskatchewan. Literacy profiles are provided for males and females, for different age groups and by educational attainment. Finally, the article examines the literacy profiles of the employed and unemployed sub-groups within these populations.

    Description:

    Results from the Survey of Innovation 2003 raised some interesting questions. First, an unexpected one-third of establishments in R&D services were not innovative. According to the guidelines of the Oslo Manual, innovative establishments are those that introduced a new or significantly improved product or process on to the market or into production, within a specified interval. Second, many of these non-innovative establishments indicated that satisfying existing customers was irrelevant to their firms success. This was very different response from all other types of firms.

    This working paper provides a potential explanation of these unexpected results, as well as an overview of available information on establishments in R&D services (NAICS 5417) in the context of professional services generally. The paper assembles descriptive data to show that non-innovative establishments in R&D services differ significantly from other non-innovative establishments and, while not innovative, they are nevertheless highly inventive. It presents some evidence to suggest that they are venture firms (firms relying on infusions of investment capital rather than revenues from sales to sustain their operations) and proposes a specific set of indicators that would facilitate resolution of the nature of firms in this industry group.

Does ability in reading at age 15 have an impact on subsequent high school completion and postsecondary participation? Are different postsecondary opportunities realized by those with varying reading ability levels?

    This paper investigates these questions using Canadian data from the Programme for International Student Assessment (PISA) and the Youth in Transition Survey (YITS). It is not the intent of this paper to explore the complex pathways and processes associated with dropping out of high school or pursuing postsecondary participation. Rather, by examining only the direct pathways between reading literacy at age 15 and education outcomes at 19, this paper provides a general overview and first glance at the nature of this relationship.

Of the firms surveyed, 9 out of 10 firms reported using at least 1 of the 23 knowledge management practices that were studied. This survey, a world first by a statistical agency, measured the extent to which knowledge management practices were used by Canadian businesses in forestry and logging; chemical manufacturing; transportation equipment manufacturing; machinery, equipment and supply wholesaler-distributors; and management, scientific and technical consulting services. The reasons for and the results of using knowledge management practices, as well as the practices themselves, are examined by firm size and by type of adopter.

In fact, the majority of reasons found to be most important to the firms show a slant towards internalising knowledge and protecting the knowledge in place. Very few of the practices in use or the reasons or results of using the knowledge management practices indicated a strong willingness on the part of firms to share their knowledge with competitors or between work-sites.
