    This paper asks whether research and development (R&D) drives the level of competitiveness required to successfully enter export markets and whether, in turn, participation in export markets increases R&D expenditures. Canadian non-exporters that subsequently entered export markets in the first decade of the 2000s are found to be not only larger and more productive, as has been reported for previous decades, but also more likely to have invested in R&D. Both extramural R&D expenditures (purchased from domestic and foreign suppliers) and intramural R&D expenditures (performed in-house) increase the ability of firms to penetrate export markets. Exporting also has a significant impact on subsequent R&D expenditures; exporters are more likely to start investing in R&D. Firms that began exporting increased the intensity of extramural R&D expenditures in the year in which exporting occurred.

The data are used, for instance, to plan and evaluate R&D tax incentive programs, to provide indicators of the state of industrial innovation and to complement national aggregates for scientific R&D expenditures and personnel. Among the topics covered are current and capital expenditures on research and development, energy R&D expenditures by area of technology, R&D expenditures as a percentage of company revenues, sources of funds for intramural R&D, personnel engaged in R&D, and foreign payments made and received for technological services. Most historical tables are presented for the latest five years and disaggregated by 46 industrial groupings, size of R&D program, employment size, revenue size, country of control, and by province.

    This article explores differences in characteristics of innovative and non-innovative manufacturing plants in Canada using results from the Survey of Innovation (SOI) 2005. It finds that innovative plants are more likely than non-innovators to be large, to have employees with higher education credentials, to engage in research and development (R&D) and marketing activities and to have full-time R&D employees. Innovative plants are also more likely to receive external funding, to export and import, to use both formal and informal methods of intellectual property protection, and to have differences in how they rate the importance of success factors.

    This paper compares the size and composition of science and engineering employment in Canada and the United States. It examines the share of paid employment and paid earnings accounted for by the science and engineering workforce in both countries. Our tabulations distinguish between a core group and a related group of science and engineering workers. The core group includes computer and information scientists, life and related scientists, physical and related scientists, social and related scientists, and engineers. The related group includes workers in health-related occupations, science and engineering managers, science and engineering technologists and technicians, a residual class of other science and engineering workers, and post-secondary educators in science and engineering fields. We examine the employment and earnings shares of science and engineering workers over the 1980/1981 to 2000/2001 period. Detailed industry comparisons are reported for 2000/2001.

    This article examines characteristics of the specialized design services industry. While the industry is relatively small, it is strategically important as good design can make products and services more competitive. At a more detailed level, this article provides a 1998 snapshot of the design industry's five sub-industries: landscape architecture, interior design, industrial design, graphic design and "other" design services.

    The article discusses how these five sub-industries are becoming less distinct. The size of firms and how size might be related to expenses, employment patterns in the industry and characteristics of the design workforce are also studied. Also investigated is the regional distribution of design firms, the types of clients they serve and the activities they undertake. Most of the article's findings are based on results from the 1998 Survey of Specialized Design and the 1996 Census.

    In studies of business innovation, the term innovation process is used to describe (i) the array of sources and objectives that culminate in the act of innovation, (ii) the set of market effects that result from innovation, and (iii) the obstacles that firms encounter when pursuing innovation strategies. An examination of the innovation process is thus designed to bring about a more comprehensive understanding of the characteristics that innovative firms share, as well as of those characteristics that set innovators apart from other businesses. The Survey of Innovation, 1996 examined innovation in three dynamic service industries: communications, financial services, and technical business services.

    This paper explores the principal findings to emerge from the Survey of Innovation, 1996. Two themes are apparent. In the first instance, many elements of the innovation process are common to all the service industries studied, such as an emphasis on product innovation, a strong customer orientation, and a commitment to service quality. Beyond these common elements, however, differences in competitive pressures across these industries serve to engender important differences in innovation strategies. Accordingly, much of what we can ultimately learn about the innovation process occurs at the industry level.

    Considerable attention has been directed at understanding the structural changes that are generating an increased need for skilled workers. These changes are perceived to be the result of developments associated with the emergence of the new knowledge economy, whose potential is often linked to the growth of new technology-based firms (NTBFs). Where are these firms to be found? Related work on changes in technology and innovativeness has been accompanied by the creation of taxonomies that classify industries as high-tech or high-knowledge, based primarily on the characteristics of large firms. There is a temptation to use these taxonomies to identify new technology-based firms only within certain sectors. This paper uses a special survey that collected data on new firms to argue that this would be unwise.

    The paper investigates the limitations of existing classification schemes that might be used to classify industries as high- or low-tech, as advanced or otherwise. Characteristically unidimensional in scope, many of these taxonomies employ conceptual and operational measures that are narrow and incomplete. Consequently, previous rankings that identify sectors as high- or low-tech using these measures obscure the degree of innovativeness and human capital formation exhibited by certain industries. In a policy environment wherein emotive 'scoreboard' classifications have direct effects on resource allocation, the social costs of misclassification are potentially significant.

    Using a comparative methodology, this study investigates the role that conceptualization plays in devising taxonomies of high- and low-tech industries. Far from producing definitive classifications, existing measures of technological advancement are found to be wanting when their underpinnings are examined closely. Our objective in the current analysis is to examine the limitations of standard classification schemes, particularly when applied to new small firms, and to suggest an alternative framework based on a competency-model of the firm.
