    The increased pace of globalization has brought about many changes in both the Canadian and world economies. One important change has been the increased prevalence of global value chains which sees production processes spread out around the globe, across vertically integrated multinationals or via arm’s length trade. This paper focuses on two types of global production arrangements, namely, the case of merchanting and of goods send abroad for processing, with the limiting case of factoryless goods producers. Using the results of the 2009 and 2012 Survey of Innovation and Business Strategy, this report aims to provide an indication of the degree and nature of outsourcing among Canadian firms, with respect to these global production arrangements.

    The article "Measuring ecosystem goods and services in Canada" presents preliminary results achieved through a two-year interdepartmental project to develop experimental ecosystem accounts and the required statistical infrastructure.     This paper sheds light on the contribution of unincorporated enterprises to the Canadian economy in terms of gross domestic product (GDP) from 1997 to 2002. The study separates the aggregate business GDP, including its components, into the unincorporated and incorporated sectors. After describing the key legal and organizational differences between the unincorporated and incorporated sectors, including tax regime, limited liability, and number of entities, employment and capital intensity, it looks at the contribution of the two sectors across various industries. It provides estimates for 25 S-level industries and W-level detail for some of the more important industries of the unincorporated sector. In deriving the estimates, the study used the same data sources as those used in Statistics Canada's Input-Output Accounts. Results of the study suggest that the unincorporated sector contributed $82.2 billion in 2002 representing 10.1% of total business sector GDP, a slight decrease from 11.3% in 1997.

    This paper reports on the potential development of sub-annual indicators for selected service industries using Goods and Services Tax (GST) data. The services sector is now of central importance to advanced economies; however, our knowledge of this sector remains incomplete, partly due to a lack of data. The Voorburg Group on Service Statistics has been meeting for almost twenty years to develop and incorporate better measures for the services sector. Despite this effort, many sub-annual economic measures continue to rely on output data for the goods-producing sector and, with the exception of distributive trades, on employment data for service industries.

    The development of sub-annual indicators for service industries raises two questions regarding the national statistical program. First, is there a need for service output indicators to supplement existing sub-annual measures? And second, what service industries are the most promising for development? The paper begins by reviewing the importance of service industries and how they behave during economic downturns. Next, it examines considerations in determining which service industries to select as GST-based, sub-annual indicators. A case study of the accommodation services industry serves to illustrate improving timeliness and accuracy. We conclude by discussing the opportunities for, and limitations of, these indicators.

    Like most statistical agencies, Statistics Canada publishes three Gross Domestic Product (GDP) series. These are the output-based GDP, the income-based GDP and the expenditure-based GDP. This document is aimed at describing the concepts, definitions, classifications and statistical methods underlying the output-based GDP series, also known as GDP by industry or simply monthly GDP.

    The report is organized into seven chapters. Chapter 1 defines what GDP by industry is, describes its various uses and how it connects with the other components of the Canadian System of National Accounts. Chapter 2 deals with the calculation of the GDP by industry estimates. Chapter 3 examines industry and commodity classification schemes. Chapter 4 discusses the subject of deflation. The choice of deflators, the role of the base year and the method of rebasing are all addressed in this chapter. Chapter 5 looks at such technical issues as benchmarking, trading day and seasonal adjustment. Chapter 6 is devoted to the presentation of the GDP by industry, detailing the format, release dates and modes of dissemination, as well as the need and the frequency of revising the estimates. Finally, Chapter 7 reviews the historical development of monthly GDP from 1926 to the present.

  • 7. Personalized Questionnaires for Canada's Annual Survey of Manufactures Archived

    This on-line product describes the personalization of the long-form questionnaires of Canada's Annual Survey of Manufactures (ASM). Personalization was motivated by the desire to reduce respondent burden. Prior to personalization, long-form questionnaires were the same for all the establishments of a given 4-digit SIC industry. Each questionnaire contained a list comprising almost all the commodities likely to be used as inputs or produced as outputs by that industry. For the typical establishment, only a small subset of the commodities listed was applicable. Personalization involved tailoring those lists to each individual establishment, based on the previous reporting of that same establishment.

    After first defining terms and then providing some quantification of the need for personalization, the paper details a number of the prerequisites - an algorithm for commodity selection, a set of stand-alone commodity descriptions, and an automated questionnaire production system. The paper next details a number of the impacts of personalization - and does so in terms of response burden, loss of information, and automation. The paper concludes with a summary and some recommendations.
