This discipline is operationalized by Statistics Canada’s Data Ethics Secretariat (DES) through ethical reviews. The ethical review process is a direct consequence of the adoption of the Necessity and Proportionality Framework. The aim of this paper is to describe the foundations and the purpose of such reviews.
