    The 1998 Adult Education and Training Survey is the sixth in a series of similar surveys designed to measure adult (17 and older) participation in education and training. Statistics Canada conducted the Adult Education Survey (AES) in 1984 on behalf of the Department of the Secretary of State and the Adult Training Survey (ATS) in 1986, on behalf of Employment and Immigration Canada. In the late 1980s, as the number of adult Canadians pursuing education and training programs increased, there was a renewed interest in education and retraining as economic development issues. These concerns resulted in Employment and Immigration Canada commissioning Statistics Canada to conduct the Adult Education and Training Survey (AETS) in November 1990, and again in 1992.

    The main objective of all four surveys was to measure participation rates. In general, each successive questionnaire evolved into a more detailed and comprehensive survey instrument, with greater emphasis on profiling the role of the employer and identifying barriers to training. In 1994, the AETS was modified to explore areas such as access to training.

    The 1998 Adult Education and Training Survey is comparable to the 1994 survey. A few new questions on motivations and expectations have been added. And, for the first time, the survey is being conducted using computer-assited interviewing.

    This comparative study investigates the role of family background characteristics in postsecondary access in Canada and the United States. Given that postsecondary schooling is funded very differently in the two countries, family background may play substantively different roles. The findings suggest that university-going is less common among lower-income students and members of a visible minority group in the U.S. than among their Canadian counterparts. Some possible reasons are discussed.

    This research finds that family background (parental education level, family type, ethnicity, location) has important direct and indirect effects on post-secondary participation. The indirect effects of background operate through a set of intermediate variables representing high school outcomes and related attitudes and behaviours. Overall, the large fraction of the family background effect that operates through indirect channels indicates that the period of life before post-secondary financing and related issues become important is crucial for equitable and efficient post-secondary access. These results are based on two sex-specific measures of access (Any Post-secondary, and University) obtained from Statistics Canada's School Leavers and Follow-Up Surveys.

    The relationship between family income and postsecondary participation is studied in order to determine the extent to which higher education in Canada has increasingly become the domain of students from well-to-do families. An analysis of two separate data sets suggests that individuals from higher income families are much more likely to attend university, but this has been a long-standing tendency and the participation gap between students from the highest and lowest income families has in fact narrowed. The relationship between family income and postsecondary participation did become stronger during the early to mid 1990s, but weakened thereafter. This pattern reflects the fact that policy changes increasing the maximum amount of a student loan as well as increases in other forms of support occurred only after tuition fees had already started increasing.

    Recently, a group of researchers combined their efforts to provide new insights not only into issues pertaining to access to postsecondary education, but also persistence through to completion and other related issues, using data from the Youth in Transition Survey. This article summarizes their findings. Their research points to the need to take a broader perspective on the gaps that are observed, taking account of the roles of factors such as aspirations, motivations, engagement with school, study habits, and high school outcomes and related measured abilities. These latter factors, in fact, play key roles. Furthermore, the research finds that the development of such characteristics in young people is more closely related to parental education than to parental income and takes place over a period of many years.

    This report is based on the Access and Support to Education and Training Survey (ASETS), which was undertaken by Statistics Canada in partnership with Human Resources and Skills Development Canada (HRSDC). The ASETS brings together three previous education surveys that covered specific population groups: 1) the Survey of Approaches to Educational Planning (SAEP), which focused on 0 to 18 year olds; 2) the Post-Secondary Education Participation Survey (PEPS), which focused on 18 to 24 year olds; and 3) the Adult Education and Training Survey (AETS), which focused on 25 to 65 year olds. While these three surveys examined specific facets of Canadian's educational experience, their integration in the ASETS allows for a more holistic approach to collecting information on participation in and financing of education and training in Canada. While the ASETS can be used to undertake the same research as the PEPS, AETS and SAEP, it can also be used to address additional research not previously possible.

    The ASETS results presented in this report refer to activities undertaken between July 2007 and June 2008 reference period.

    A Profile of Education for Children with Disabilities is an article concerning the educational experiences of children aged 5 to 14 that were identified as having one or more disabilities on the 2006 Participation and Activity Limitation Survey (PALS) and who attended school at the time of the 2006 Census. These experiences were measured using the responses of parents or guardians to the PALS, a post-censal survey conducted shortly after the 2001 and 2006 Census. Issues examined include the prevalence of specialized education, difficulties obtaining specialized education, met and unmet educational needs, and resulting outcomes.
