    This paper examines Ontario's and Quebec's adjustments to the resource boom. Higher commodity prices, an appreciating dollar, and increased foreign competition between 2002 and 2007 led to a restructuring of the Central Canadian economies. The restructuring manifested itself in all areas of the economy: manufacturing employment and output declined, while services and construction rose; within manufacturing there were declines across most industries in Ontario, and a shift away from consumer products towards capital products in Quebec; purchasing power increased in Ontario and Quebec as export and import prices adjusted.

    This paper has three main objectives. First, it examines the level of multifactor productivity (MFP) in Canada relative to that of the United States for the 1994-to-2003 period. Second, it examines the relative importance of differences in capital intensity and MFP in accounting for the labour productivity differences between the two countries. Third, it traces the overall MFP difference between Canada and the United States to its industry origins and estimates the contributions of the goods, services and engineering sectors to the overall MFP gap.

    Our main findings are as follows. First, the overall capital intensity is as high in Canada as in the United States; but there are considerable differences in Canada's capital intensity across asset classes. Canada has considerably less machinery and equipment, about the same amount of buildings and considerably more engineering construction. Second, most of the differences in labour productivity between Canada and the United States are due to the differences in MFP. Third, our industry results show that the levels of labour productivity and MFP in the goods and the engineering sectors are closer to those of the United States. But, the level of labour and multifactor productivity in the services sector is much lower in Canada. The lower levels of labour productivity and MFP in the Canadian services sector account for most of the overall productivity level difference between the two countries.

    This paper discusses the challenges that a statistical agency faces in this area -as illustrated by the Canadian experience. First, it examines the progress that has been made in developing a system that integrates the Productivity Accounts into the overall System of National Accounts. It also discusses deficiencies that still need to be overcome. Finally, the paper focuses on the need to consider whether the SNA manual should be extended into the area of productivity measurement. The paper argues that the advantage of integrating productivity accounts into the general accounts is sufficiently great that it is time to include more detail on the nature of productivity accounts in the general SNA framework.

    Like most statistical agencies, Statistics Canada publishes three Gross Domestic Product (GDP) series. These are the output-based GDP, the income-based GDP and the expenditure-based GDP. This document is aimed at describing the concepts, definitions, classifications and statistical methods underlying the output-based GDP series, also known as GDP by industry or simply monthly GDP.

    The report is organized into seven chapters. Chapter 1 defines what GDP by industry is, describes its various uses and how it connects with the other components of the Canadian System of National Accounts. Chapter 2 deals with the calculation of the GDP by industry estimates. Chapter 3 examines industry and commodity classification schemes. Chapter 4 discusses the subject of deflation. The choice of deflators, the role of the base year and the method of rebasing are all addressed in this chapter. Chapter 5 looks at such technical issues as benchmarking, trading day and seasonal adjustment. Chapter 6 is devoted to the presentation of the GDP by industry, detailing the format, release dates and modes of dissemination, as well as the need and the frequency of revising the estimates. Finally, Chapter 7 reviews the historical development of monthly GDP from 1926 to the present.

    Statistics Canada's annual retail trade surveys are undergoing changes. Two activities underlie these changes. The re-design of our annual retail trade questionnaires is one. The other is the conversion from the 1980 Standard Industrial Classification (1980 SIC) to the North American Industrial Classification System (NAICS). These activities will have significant impacts on the output of the annual surveys.

    This paper has two goals. The first is to inform retail store data users, industry analysts, trade associations and other stakeholders about these changes. The second is to consult with stakeholders on possible data outputs resulting from the changes.

    The paper is organized into five parts. Following the introduction, Part II describes the outputs from the current surveys and compares and contrasts the current outputs with the new. Part III focuses on the introduction of NAICS codes and the changes in coverage for retail trade. In Part IV, the benefits resulting from the above changes are outlined. The final part (Part V) seeks comments or suggestions from data users, retail trade associations and industry specialists on the release of data products as a result of the changes to the surveys.
