    Description:

    This working paper provides some metrics for the measurement of user innovation. It explains what is meant by user innovation and provides background on its measurement at Statistics Canada, drawing attention to some more influential work. Challenges to the measurement of user innovation are presented. Details on the survey methodology and survey findings, measurement issues and some lessons learned from the survey will be discussed. The paper concludes by presenting contributions of this study to understanding user innovation.

Working with these repeatedly-measured responses can often be challenging. This article examines trends in youth's volunteering activities, using data from the National Longitudinal Survey of Children and Youth, to highlight several issues that researchers should consider when working with repeated measures.

    The context of the discussion is the increasing incidence of international surveys, of which one is the International Tobacco Control (ITC) Policy Evaluation Project, which began in 2002. The ITC country surveys are longitudinal, and their aim is to evaluate the effects of policy measures being introduced in various countries under the WHO Framework Convention on Tobacco Control. The challenges of organization, data collection and analysis in international surveys are reviewed and illustrated. Analysis is an increasingly important part of the motivation for large scale cross-cultural surveys. The fundamental challenge for analysis is to discern the real response (or lack of response) to policy change, separating it from the effects of data collection mode, differential non-response, external events, time-in-sample, culture, and language. Two problems relevant to statistical analysis are discussed. The first problem is the question of when and how to analyze pooled data from several countries, in order to strengthen conclusions which might be generally valid. While in some cases this seems to be straightforward, there are differing opinions on the extent to which pooling is possible and reasonable. It is suggested that for formal comparisons, random effects models are of conceptual use. The second problem is to find models of measurement across cultures and data collection modes which will enable calibration of continuous, binary and ordinal responses, and produce comparisons from which extraneous effects have been removed. It is noted that hierarchical models provide a natural way of relaxing requirements of model invariance across groups.

    Many countries conduct surveys that focus specifically on their population's health. Because health plays a key role in most aspects of life, health data are also often collected in population surveys on other topics. The subject matter of population health surveys broadly encompasses physical and mental heath, dental health, disabilities, substance abuse, health risk factors, nutrition, health promotion, health care utilization and quality, health coverage, and costs. Some surveys focus on specific health conditions, whereas others aim to obtain an overall health assessment. Health is often an important component in longitudinal studies, particularly in birth and aging cohorts. Information about health can be collected by respondents' reports (for themselves and sometimes for others), by medical examinations, and by collecting biological measures. There is a serious concern about the accuracy of health information collected by respondents' reports. Logistical issues, cost considerations, and respondent cooperation feature prominently when the information is collected by medical examinations. Ethical and privacy issues are often important, particularly when DNA and biomarkers are involved. International comparability of health measures is of growing importance. This paper reviews the methodology for a range of health surveys and will discuss the challenges in obtaining accurate data in this field.

    Description:

    Coverage deficiencies are estimated and analysed for the 2000 population census in Switzerland. For the undercoverage component, the estimation is based on a sample independent of the census and a match with the census. For the overcoverage component, the estimation is based on a sample drawn from the census list and a match with the rest of the census. The over- and undercoverage components are then combined to obtain an estimate of the resulting net coverage. This estimate is based on a capture-recapture model, named the dual system, combined with a synthetic model. The estimators are calculated for the full population and different subgroups, with a variance estimated by a stratified jackknife. The coverage analyses are supplemented by a study of matches between the independent sample and the census in order to determine potential errors of measurement and location in the census data.

    Description:

    Income in Canada is an annual analytical report which summarizes the economic well-being of Canadians. It includes an extensive collection of income statistics, covering topics such as income distribution, income tax, government transfers, and low income back to 1976. The data prior to 1993 are drawn from the Survey of Consumer Finances (SCF). Beginning with 1998, the data are taken from the Survey of Labour and Income Dynamnics (SLID). For the 1993 to 1997 period, estimates are based on a combined sample from SCF and SLID.

    Income in Canada provides a complete list of the tables and directions for getting started. It also contains links to the background information on the survey, including content and methodology, and other SLID data products and services.

    With this release, users now have free access to the 202 CANSIM Series tables. Tables are accessible using a PC or Mac via the web browser.

    Description:

    The Canadian Community Health Survey (CCHS) provides timely estimates of health information at the sub-provincial level. We explore two main issues that prevented us from using physical activity data from CCHS cycle 3.1 (2005) as part of the Profile of Women's Health in Manitoba. CCHS uses the term 'moderate' to describe physical effort that meets Canadian minimum guidelines, whereas 'moderate' conversely describes sub-minimal levels of activity. A Manitoba survey of physical activity interrogates a wider variety of activities to measure respondents' daily energy expenditure. We found the latter survey better suited to our needs and more likely a better measure of women's daily physical activity and health.

    Online data collection emerged in 1995 as an alternative approach for conducting certain types of consumer research studies and has grown in 2008. This growth has been primarily in studies where non-probability sampling methods are used. While online sampling has gained acceptance for some research applications, serious questions remain concerning online samples' suitability for research requiring precise volumetric measurement of the behavior of the U.S. population, particularly their travel behavior. This paper reviews literature and compares results from studies using probability samples and online samples to understand whether results differ from the two sampling approaches. The paper also demonstrates that online samples underestimate critical types of travel even after demographic and geographic weighting.

    The purpose of the Quebec Health and Social Services User Satisfaction Survey was to provide estimates of user satisfaction for three types of health care institutions (hospitals, medical clinics and CLSCs). Since a user could have visited one, two or all three types, and since the questionnaire could cover only one type, a procedure was established to select the type of institution at random. The selection procedure, which required variable selection probabilities, was unusual in that it was adjusted during the collection process to adapt increasingly to regional disparities in the use of health and social services.

    Currently underway, the Québec Population Health Survey (EQSP), for which collection will wrap up in February 2009, provides an opportunity, because of the size of its sample, to assess the impact that sending out introductory letters to respondents has on the response rate in a controlled environment. Since this regional telephone survey is expected to have more than 38,000 respondents, it was possible to use part of its sample for this study without having too great an impact on its overall response rate. In random digit dialling (RDD) surveys such as the EQSP, one of the main challenges in sending out introductory letters is reaching the survey units. Doing so depends largely on our capacity to associate an address with the sample units and on the quality of that information.

    This article describes the controlled study proposed by the Institut de la statistique du Québec to measure the effect that sending out introductory letters to respondents had on the survey's response rate.

    Based on a representative sample of the Canadian population, this article quantifies the bias resulting from the use of self-reported rather than directly measured height, weight and body mass index (BMI). Associations between BMI categories and selected health conditions are compared to see if the misclassification resulting from the use of self-reported data alters associations between obesity and obesity-related health conditions. The analysis is based on 4,567 respondents to the 2005 Canadian Community Health Survey (CCHS) who, during a face-to-face interview, provided self-reported values for height and weight and were then measured by trained interviewers. Based on self-reported data, a substantial proportion of individuals with excess body weight were erroneously placed in lower BMI categories. This misclassification resulted in elevated associations between overweight/obesity and morbidity.

    Description:

    This study examined the feasibility of developing correction factors to adjust self-reported measures of Body Mass Index to more closely approximate measured values. Data are from the 2005 Canadian Community Health Survey where respondents were asked to report their height and weight and were subsequently measured. Regression analyses were used to determine which socio-demographic and health characteristics were associated with the discrepancies between reported and measured values. The sample was then split into two groups. In the first, the self-reported BMI and the predictors of the discrepancies were regressed on the measured BMI. Correction equations were generated using all predictor variables that were significant at the p<0.05 level. These correction equations were then tested in the second group to derive estimates of sensitivity, specificity and of obesity prevalence. Logistic regression was used to examine the relationship between measured, reported and corrected BMI and obesity-related health conditions. Corrected estimates provided more accurate measures of obesity prevalence, mean BMI and sensitivity levels. Self-reported data exaggerated the relationship between BMI and health conditions, while in most cases the corrected estimates provided odds ratios that were more similar to those generated with the measured BMI.

    The issue of reducing the response burden is not new. Statistics Sweden works in different ways to reduce response burden and to decrease the administrative costs of data collection from enterprises and organizations. According to legislation Statistics Sweden must reduce response burden for the business community. Therefore, this work is a priority. There is a fixed level decided by the Government to decrease the administrative costs of enterprises by twenty-five percent until year 2010. This goal is valid also for data collection for statistical purposes. The goal concerns surveys with response compulsory legislation. In addition to these surveys there are many more surveys and a need to measure and reduce the burden from these surveys as well. In order to help measure, analyze and reduce the burden, Statistics Sweden has developed the Register of Data providers concerning enterprises and organization (ULR). The purpose of the register is twofold, to measure and analyze the burden on an aggregated level and to be able to give information to each individual enterprise which surveys they are participating in.

    The Office for National Statistics (ONS) has an obligation to measure and annually report on the burden that it places on businesses participating in its surveys. There are also targets for reduction of costs to businesses complying with government regulation as part of the 2005 Administrative Burdens Reduction Project (ABRP) coordinated by the Better Regulation Executive (BRE).

    Respondent burden is measured by looking at the economic costs to businesses. Over time the methodology for measuring this economic cost has changed with the most recent method being the development and piloting of a Standard Cost Model (SCM) approach.

    The SCM is commonly used in Europe and is focused on measuring objective administrative burdens for all government requests for information e.g. tax returns, VAT, as well as survey participation. This method was not therefore specifically developed to measure statistical response burden. The SCM methodology is activity-based, meaning that the costs and time taken to fulfil requirements are broken down by activity.

    The SCM approach generally collects data using face-to-face interviews. The approach is therefore labour intensive both from a collection and analysis perspective but provides in depth information. The approach developed and piloted at ONS uses paper self-completion questionnaires.

    The objective of this paper is to provide an overview of respondent burden reporting and targets; and to review the different methodologies that ONS has used to measure respondent burden from the perspectives of sampling, data collection, analysis and usability.

    In longitudinal surveys, sample subjects are observed over several time points. This feature typically leads to dependent observations on the same subject, in addition to the customary correlations across subjects induced by the sample design. Much research in the literature has focussed on modeling the marginal mean of a response as a function of covariates. Liang and Zeger (1986) used generalized estimating equations (GEE), requiring only correct specification of the marginal mean, and obtained standard errors of regression parameter estimates and associated Wald tests, assuming a "working" correlation structure for the repeated measurements on a sample subject. Rotnitzky and Jewell (1990) developed quasi-score tests and Rao-Scott adjustments to "working" quasi-score tests under marginal models. These methods are asymptotically robust to misspecification of the within-subject correlation structure, but assume independence of sample subjects which is not satisfied for complex longitudinal survey data based on stratified multi-stage sampling. We proposed asymptotically valid Wald and quasi-score tests for longitudinal survey data, using the Taylor Linearization and jackknife methods. Alternative tests, based on Rao-Scott adjustments to naive tests that ignore survey design features and on Bonferroni-t, are also developed. These tests are particularly useful when the effective degrees of freedom, usually taken as the total number of sample primary units (clusters) minus the number of strata, is small.
