    Description:

    Survey managers are still discovering the usefulness of digital audio recording for monitoring and managing field staff. Its value so far has been for confirming the authenticity of interviews, detecting curbstoning, offering a concrete basis for feedback on interviewing performance and giving data collection managers an intimate view of in-person interviews. In addition, computer audio-recorded interviewing (CARI) can improve other aspects of survey data quality, offering corroboration or correction of response coding by field staff. Audio recordings may replace or supplement in-field verbatim transcription of free responses, and speech-to-text technology might make this technique more efficient in the future.

    Description:

    The use of Computer Audio-Recorded Interviewing (CARI) as a tool to identify interview falsification is quickly growing in survey research (Biemer, 2000, 2003; Thissen, 2007). Similarly, survey researchers are starting to expand the usefulness of CARI by combining recordings with coding to address data quality (Herget, 2001; Hansen, 2005; McGee, 2007). This paper presents results from a study included as part of the establishment-based National Center for Health Statistics' National Home and Hospice Care Survey (NHHCS) which used CARI behavior coding and CARI-specific paradata to: 1) identify and correct problematic interviewer behavior or question issues early in the data collection period before either negatively impact data quality, and; 2) identify ways to diminish measurement error in future implementations of the NHHCS. During the first 9 weeks of the 30-week field period, CARI recorded a subset of questions from the NHHCS application for all interviewers. Recordings were linked with the interview application and output and then coded in one of two modes: Code by Interviewer or Code by Question. The Code by Interviewer method provided visibility into problems specific to an interviewer as well as more generalized problems potentially applicable to all interviewers. The Code by Question method yielded data that spoke to understandability of the questions and other response problems. In this mode, coders coded multiple implementations of the same question across multiple interviewers. Using the Code by Question approach, researchers identified issues with three key survey questions in the first few weeks of data collection and provided guidance to interviewers in how to handle those questions as data collection continued. Results from coding the audio recordings (which were linked with the survey application and output) will inform question wording and interviewer training in the next implementation of the NHHCS, and guide future enhancement of CARI and the coding system.

    Description:

    Telephone Data Entry (TDE) is a system by which survey respondents can return their data to the Office for National Statistics (ONS) using the keypad on their telephone and currently accounts for approximately 12% of total responses to ONS business surveys. ONS is currently increasing the number of surveys which use TDE as the primary mode of response and this paper gives an overview of the redevelopment project covering; the redevelopment of the paper questionnaire, enhancements made to the TDE system and the results from piloting these changes. Improvements to the quality of the data received and increased response via TDE as a result of these developments suggest that data quality improvements and cost savings are possible as a result of promoting TDE as the primary mode of response to short term surveys.

    Description:

    Increasingly, children of all ages are becoming respondents in survey interviews. While juveniles are considered to be reliable respondents for many topics and survey settings it is unclear to what extend younger children provide reliable information in a face-to-face interview. In this paper we will report results from a study using video captures of 205 face-to-face interviews with children aged 8 through 14. The interviews have been coded using behavior codes on a question by question level which provides behavior-related indicators regarding the question-answer process. In addition, standard tests of cognitive resources have been conducted. Using visible and audible problems in the respondent behavior, we are able to assess the impact of the children's cognitive resources on respondent behaviors. Results suggest that girls and boys differ fundamentally in the cognitive mechanisms leading to problematic respondent behaviors.

    Description:

    In the evaluation of prospective survey designs, statistical agencies generally must consider a large number of design factors that may have a substantial impact on both survey costs and data quality. Assessments of trade-offs between cost and quality are often complicated by limitations on the amount of information available regarding fixed and marginal costs related to: instrument redesign and field testing; the number of primary sample units and sample elements included in the sample; assignment of instrument sections and collection modes to specific sample elements; and (for longitudinal surveys) the number and periodicity of interviews. Similarly, designers often have limited information on the impact of these design factors on data quality.

    This paper extends standard design-optimization approaches to account for uncertainty in the abovementioned components of cost and quality. Special attention is directed toward the level of precision required for cost and quality information to provide useful input into the design process; sensitivity of cost-quality trade-offs to changes in assumptions regarding functional forms; and implications for preliminary work focused on collection of cost and quality information. In addition, the paper considers distinctions between cost and quality components encountered in field testing and production work, respectively; incorporation of production-level cost and quality information into adaptive design work; as well as costs and operational risks arising from the collection of detailed cost and quality data during production work. The proposed methods are motivated by, and applied to, work with partitioned redesign of the interview and diary components of the U.S. Consumer Expenditure Survey.

    Description:

    Until now, years of experience in questionnaire design were required to estimate how long it would take a respondent, on the average, to complete a CATI questionnaire for a new survey. This presentation focuses on a new method which produces interview time estimates for questionnaires at the development stage. The method uses Blaise Audit Trail data and previous surveys. It was developed, tested and verified for accuracy on some large scale surveys.

    First, audit trail data was used to determine the average time previous respondents have taken to answer specific types of questions. These would include questions that require a yes/no answer, scaled questions, "mark all that apply" questions, etc. Second, for any given questionnaire, the paths taken by population sub-groups were mapped to identify the series of questions answered by different types of respondents, and timed to determine what the longest possible interview time would be. Finally, the overall expected time it takes to complete the questionnaire is calculated using estimated proportions of the population expected to answer each question.

    So far, we used paradata to accurately estimate average respondent interview completion times. We note that the method that we developed could also be used to estimate specific respondent interview completion times.

    Description:

    In 1992, a paper entitled "The Optimum Time at which to Conduct Survey Interviews" sought to illustrate the economic benefits to market research organisations in structuring the calling pattern of interviewers in household surveys. The findings were based on the Welsh Inter Censal Survey in 1986. This paper now brings additional information on the calling patterns of interviewers from similar surveys in 1997 and 2006 to ascertain whether the calling patterns of interviewers have changed. The results also examine the importance of having a survey response that is representative of the population, and how efficient calling strategies can help achieve this.

    Description:

    In recent years, the use of paradata has become increasingly important to the management of collection activities at Statistics Canada. Particular attention has been paid to social surveys conducted over the phone, like the Survey of Labour and Income Dynamics (SLID). For recent SLID data collections, the number of call attempts was capped at 40 calls. Investigations of the SLID Blaise Transaction History (BTH) files were undertaken to assess the impact of the cap on calls.The purpose of the first study was to inform decisions as to the capping of call attempts, the second study focused on the nature of nonresponse given the limit of 40 attempts.

    The use of paradata as auxiliary information for studying and accounting for survey nonresponse was also examined. Nonresponse adjustment models using different paradata variables gathered at the collection stage were compared to the current models based on available auxiliary information from the Labour Force Survey.

    Description:

    Businesses which have not responded to a mail survey are generally subject to intensive follow up (IFU) by telephone or other means to obtain a response. As this contact is expensive, strategies are needed to optimise the approach to conducting calls for IFU purpose.

    This paper presents results from an investigation conducted into the number and type of IFU contacts made for business surveys at the Australian Bureau of Statistics (ABS). The paper compares the amount of effort expended in IFU compared to the response rates and contribution to key estimates for these surveys, and discusses possible uses of this type of information to make more optimal use of resources.

    Description:

    The choice of number of call attempts in a telephone survey is an important decision. A large number of call attempts makes the data collection costly and time-consuming; and a small number of attempts decreases the response set from which conclusions are drawn and increases the variance. The decision can also have an effect on the nonresponse bias. In this paper we study the effects of number of call attempts on the nonresponse rate and the nonresponse bias in two surveys conducted by Statistics Sweden: The Labour Force Survey (LFS) and Household Finances (HF).

    By use of paradata we calculate the response rate as a function of the number of call attempts. To estimate the nonresponse bias we use estimates of some register variables, where observations are available for both respondents and nonrespondents. We also calculate estimates of some real survey parameters as functions of varying number of call attempts. The results indicate that it is possible to reduce the current number of call attempts without getting an increased nonresponse bias.

    Description:

    The Adult Education and Training Survey (AETS) is Canada's most comprehensive source of data on individual participation in formal adult education and training. It is the only Canadian survey to collect detailed information about the skill development efforts of the entire adult Canadian population. The AETS provides information about the main subject of training activities, their provider, duration and the sources and types of support for training. Furthermore, the AETS allows for the examination of the socio-economic and demographic profiles of both training participants and non-participants. This survey also identifies barriers faced by individuals who wish to take some form of training but cannot. The AETS was administered three times during the 1990s, in 1992, 1994 and 1998, as a supplement to the Labour Force Survey (LFS).

    The content of the AETS was revised to take into account recommendations coming from consultation exercises. As a result, more than half of the 2003 survey is made up of new questions and the target population has been modified.

    The main objectives are:1) To measure the incidence and intensity of adults' participation in job-related formal training.2) To profile employer support to job-related formal training.3) To analyze the aspects of job-related training activities such as: training provider, expenses, financial support, motivations, outcomes and difficulties experienced while training.4) To identify the barriers preventing individuals from participating in the job-related formal training they want or need to take.5) To identify reasons explaining adults' lack of participation and of interest in job-related formal training.6) To relate adults' current participation patterns to their past involvement in and plans about future participation in job-related training.7) To measure the incidence and frequency of adults' participation in job-related informal training.8) To examine the interactions between participation in formal and informal job-related training.

    The population covered by the AETS consists of Canadians 25 years of age and older. This is a change from the population previously targeted by the AETS, which consisted of Canadians aged 17 years of age and older. A primary consideration for this change was the practical difficulties in applying the definition of adult education to individuals in the 17 to 24 years of age group. By definition, adult education excludes students who are still involved in their first or initial stage of schooling. As previous AETS did not precisely identify students still in their initial stage of schooling, analyses using these data had to rely on an ad hoc definition of adult learners. According to this definition, individuals aged 17 to 24 who were not in one of the following situations were excluded from the analysis: full-time students subsidized by an employer and full-time students over 19 enrolled in elementary or secondary programs.

    The National Population Health Survey (NPHS) used the Labour Force Survey sampling frame to draw the initial sample of approximately 20,000 households starting in 1994 and for the sample top-up this third cycle. The survey is conducted every two years. The sample collection is distributed over four quarterly periods followed by a follow-up period and the whole process takes a year. In each household, some limited health information is collected from all household members and one person in each household is randomly selected for a more in-depth interview.

    The survey is designed to collect information on the health of the Canadian population and related socio-demographic information. The first cycle of data collection began in 1994, and continues every second year thereafter. The survey is designed to produce both cross-sectional and longitudinal estimates. The questionnaires includes content related to health status, use of health services, determinants of health, a health index, chronic conditions and activity restrictions. The use of health services is probed through visits to health care providers, both traditional and non-traditional, and the use of drugs and other mediciations. Health determinants include smoking, alcohol use and physical activity. A special focus content for this cycle includes family medical history with questions about certain chronic conditions among immediate family members and when they were acquired. As well, a section on self care has also been included this cycle. The socio-demographic information includes age, sex, education, ethnicity, household income and labour force status.

    Description:

    The Office for National Statistics (ONS) has an obligation to measure and annually report on the burden that it places on businesses participating in its surveys. There are also targets for reduction of costs to businesses complying with government regulation as part of the 2005 Administrative Burdens Reduction Project (ABRP) coordinated by the Better Regulation Executive (BRE).

    Respondent burden is measured by looking at the economic costs to businesses. Over time the methodology for measuring this economic cost has changed with the most recent method being the development and piloting of a Standard Cost Model (SCM) approach.

    The SCM is commonly used in Europe and is focused on measuring objective administrative burdens for all government requests for information e.g. tax returns, VAT, as well as survey participation. This method was not therefore specifically developed to measure statistical response burden. The SCM methodology is activity-based, meaning that the costs and time taken to fulfil requirements are broken down by activity.

    The SCM approach generally collects data using face-to-face interviews. The approach is therefore labour intensive both from a collection and analysis perspective but provides in depth information. The approach developed and piloted at ONS uses paper self-completion questionnaires.

    The objective of this paper is to provide an overview of respondent burden reporting and targets; and to review the different methodologies that ONS has used to measure respondent burden from the perspectives of sampling, data collection, analysis and usability.

    Description:

    The Questionnaire Design Resource Centre (QDRC) is the focal point of expertise at Statistics Canada for questionnaire design and evaluation. As it stands now, cognitive interviewing to test questionnaires is most often done near the end of the questionnaire development process. By participating earlier in the questionnaire development process, the QDRC could test new survey topics using more adaptive cognitive methods for each step of the questionnaire development process. This would necessitate fewer participants for each phase of testing, thus reducing the cost and the recruitment challenge.

    Based on a review of the literature and Statistics Canada's existing questionnaire evaluation projects, this paper will describe how the QDRC could help clients in making appropriate improvements to their questionnaire in a timely manner.

    Interviewer variability is a major component of variability of survey statistics. Different strategies related to question formatting, question phrasing, interviewer training, interviewer workload, interviewer experience and interviewer assignment are employed in an effort to reduce interviewer variability. The traditional formula for measuring interviewer variability, commonly referred to as the interviewer effect, is given by ieff := deff_int = 1 + (n bar sub int - 1) rho sub int, where rho sub int and n bar sub int are the intra-interviewer correlation and the simple average of the interviewer workloads, respectively. In this article, we provide a model-assisted justification of this well-known formula for equal probability of selection methods (epsem) with no spatial clustering in the sample and equal interviewer workload. However, spatial clustering and unequal weighting are both very common in large scale surveys. In the context of a complex sampling design, we obtain an appropriate formula for the interviewer variability that takes into consideration unequal probability of selection and spatial clustering. Our formula provides a more accurate assessment of interviewer effects and thus is helpful in allocating more reasonable amount of funds to control the interviewer variability. We also propose a decomposition of the overall effect into effects due to weighting, spatial clustering and interviewers. Such a decomposition is helpful in understanding ways to reduce total variance by different means.

    Description:

    Dependent interviewing (DI) is used in many longitudinal surveys to "feed forward" data from one wave to the next. Though it is a promising technique which has been demonstrated to enhance data quality in certain respects, relatively little is known about how it is actually administered in the field. This research seeks to address this issue through behavior coding. Various styles of DI were employed in the English Longitudinal Study of Ageing (ELSA) in January, 2006, and recordings were made of pilot field interviews. These recordings were analysed to determine whether the questions (particularly the DI aspects) were administered appropriately and to explore the respondent's reaction to the fed-forward data. Of particular interest was whether respondents confirmed or challenged the previously-reported information, whether the prior wave data came into play when respondents were providing their current-wave answers, and how any discrepancies were negotiated by the interviewer and respondent. Also of interest was to examine the effectiveness of various styles of DI. For example, in some cases the prior wave data was brought forward and respondents were asked to explicitly confirm it; in other cases the previous data was read and respondents were asked if the situation was still the same. Results indicate varying levels of compliance in terms of initial question-reading, and suggest that some styles of DI may be more effective than others.

    The Canadian Health Measures Survey (CHMS) represents Statistics Canada's first health survey employing a comprehensive battery of direct physical measurements of health. The CHMS will be collecting directly measured health data on a representative sample of 5000 Canadians aged 6 to 79 in 2007 to 2009. After a comprehensive in-home health interview, respondents report to a mobile examination centre where direct health measures are performed. Measures include fitness tests, anthropometry, objective physical activity monitoring, spirometry, blood pressure measurements, oral health measures and blood and urine sampling. Blood and urine are analyzed for measures of chronic disease, infectious disease, nutritional indicators and environmental biomarkers. This survey has many unique and peculiar challenges rarely experienced by most Statistics Canada surveys; some of these challenges are described in this paper. The data collected through the CHMS is unique and represents a valuable health surveillance and research resource for Canada.

    The National Health and Nutrition Examination Survey (NHANES) has been conducted by the National Center for Health Statistics for over forty years. The survey collects information on the health and nutritional status of the United States population using in-person interviews and standardized physical examinations conducted in mobile examination centers.     In Finland the first national health examination surveys were carried out in the 1960s. Comprehensive surveys of nationally representative population samples have been carried out in 1978 to 1980 (The Mini-Finland Health Survey) and in 2000 to 2001 (Health 2000). Surveys of cardiovascular risk factors, so called FinRisk surveys, have assessed their trends every five years. The health examination surveys are an important tool of health monitoring, and, linked with registers also a rich source of data for epidemiological research. This document presents the information for the 2007 entry and exit portions of the labour and income interview (reference year 2006).

    The entry exit component consists of five separate modules. The entry module is the first set of data collected. It is information collected to update the place of residence, housing conditions and expenses, as well as the household composition. For each person identified in entry, the demographics module collects (or updates) the person's name, date of birth, sex and marital status. Then the relationships module identifies (or updates) the relationship between each respondent and every other household member. The exit module includes questions on who to contact for the next interview and the names, phone numbers and addresses of two contacts to be used only if future tracing of respondents is required. An overview of the tracing component is also included in this document.

    When a survey respondent is asked to recall various events, it is known that the quality of the responses diminishes as the length of recall increases. On the other hand, increasing the frequency of data collection increases both the costs of collection and the burden on the respondents. The paper examines options which attempt to strike a reasonable balance between these factors. As it relates to this decision, the paper also describes how the sample has been designed to ensure that it remains representative of the target population, both for a given year and over time.

    The conclusion is that, at this time, SLID should collect labour data in January to cover the previous calendar year and to collect income data in May, again to cover the previous calendar year.

    The entry exit component consists of five separate modules. The entry module is the first set of data collected. It is information collected to update the place of residence, housing conditions and expenses, as well as the household composition. For each person identified in entry, the demographics module collects (or updates) the person's name, date of birth, sex and marital status. Then the relationships module identifies (or updates) the relationship between each respondent and every other household member. The exit module includes questions on who to contact for the next interview and the names, phone numbers and addresses of two contacts to be used only if future tracing of respondents is required.     Description:

    The Survey of Income and Labour Dynamics (SLID) interview is conducted using computer-assisted interviewing (CAI). CAI is paperless interviewing. This document is therefore a written approximation of the CAI interview, or the questionnaire.

    In previous years, SLID conducted a Labour interview each January and a separate Income interview in May. In 2005 (reference year 2004) the two interviews were combined and collected in one interview in January.

    A labour and income interview is collected for all respondents 16 years of age and over. Respondents have the option of answering income questions during the interview, or of giving Statistics Canada permission to use their income tax records.

    In January 2005, data was collected for reference year 2004 from panels 3 and 4. Panel 3, in its sixth and final year, consisted of approximately 17,000 households and panel 4, in its third year, also consisted of approximately 17,000 households.

    This document outlines the structure of the January 2005 Labour and Income interview (for the 2004 reference year) including question wording, possible responses, and flows of questions.

    Description:

    A preliminary interview of background information is collected for all respondents aged 16 and over, who enter the sample for the Survey of Labour and Income Dynamics (SLID). For the majority of the longitudinal respondents, this occurs when a new panel is introduced and the preliminary information is collected during the first Labour interview. However, all persons living with a longitudinal respondent are also interviewed for SLID. Thus Preliminary interviews are conducted for new household members during their first Labour interview after they join the household. Longitudinal persons who have turned 16 while their household is in the SLID sample are then eligible for SLID interviews so they are asked the Preliminary interview questions during their first Labour interview.

    The purpose of this document is to present the questions, possible responses and question flows for the 2004 Preliminary questionnaire (for the 2003 reference year).
