A specific focus is given to homeowners insurance, which during this time, homeowners insurance consumer price index exceeded all items inflation. Insurer profitability and consumer impacts are analyzed given the significant uptick in catastrophic claims. All four years analyzed ranked in the top 10 most costly claims years in Canadian history, costing billions each year. The North American Industry Classification System (NAICS) is an industry classification system developed by the statistical agencies of Canada, Mexico and the United States. Created against the background of the North American Free Trade Agreement, it is designed to provide common definitions of the industrial structure of the three countries and a common statistical framework to facilitate the analysis of the three economies. NAICS is based on supply-side or production-oriented principles, to ensure that industrial data, classified to NAICS, are suitable for the analysis of production-related issues such as industrial performance.
NAICS is a comprehensive system encompassing all economic activities. It has a hierarchical structure. At the highest level, it divides the economy into 20 sectors. At lower levels, it further distinguishes the different economic activities in which businesses are engaged.

This paper compares the productivity growth of a set of Canadian and U.S. regulated industries. Using data from Statistics Canada's KLEMS database and the U.S. Bureau of Economic Analysis, the paper examines productivity growth in transportation services (which includes air and rail), broadcasting and telecommunications, and financial services (which includes financial intermediation and insurance), over the period from 1977 to 2003. The majority of these provide the foundational networks on which other industries rely. These sectors were quite heavily regulated in Canada at the beginning of the period of study (1977), experienced partial deregulation during the period and still faced various types of regulation at the end (2003). Deregulation also occurred in the United States, but regulation has generally been less restrictive there over most of the period.
The evidence shows that many of the Canadian industries that underwent deregulation experienced faster labour productivity growth and multifactor productivity growth than did the aggregate Canadian business sector and had similar or higher productivity growth than did their counterparts in the United States over the 1977-to-2003 period. Those industries include rail transportation, broadcasting and telecommunications, financial intermediation and insurance carriers. The airline industry had slower productivity growth in Canada than in the United States over the 1977-to-2003 period.

Some 720,000 work absences of two weeks or longer due to illness or disability were reported in 2003, 200,000 of which were work-related. With a median duration of 11 weeks, each of these long-term absences costs roughly $8,800. Furthermore, absences lasting upwards of four months were generally associated with negative health, stress, career stagnation, and heightened chances of being on leave again the following year.

This feasibility report provides a blueprint for improving data on fraud in Canada through a survey of businesses and through amendments to the Uniform Crime Reporting (UCR) Survey. Presently, national information on fraud is based on official crime statistics reported by police services to the Uniform Crime Reporting Survey. These data, however, do not reflect the true nature and extent of fraud in Canada due to under-reporting of fraud by individuals and businesses, and due to inconsistencies in the way frauds are counted within the UCR Survey. This feasibility report concludes that a better measurement of fraud in Canada could be obtained through a survey of businesses. The report presents the information priorities of government departments, law enforcement and the private sector with respect to the issue of fraud and makes recommendations on how a survey of businesses could help fulfill these information needs.
To respond to information priorities, the study recommends surveying the following types of business establishments: banks, payment companies (i.e. credit card and debit card companies), selected retailers, property and casualty insurance carriers, health and disability insurance carriers and selected manufacturers. The report makes recommendations regarding survey methodology and questionnaire content, and provides estimates for timeframes and cost.
The report also recommends changes to the UCR Survey in order to improve the way in which incidents are counted and to render the data collected more relevant with respect to the information priorities raised by government, law enforcement and the private sector during the feasibility study.

The National Population Health Survey (NPHS) used the Labour Force Survey sampling frame to draw the initial sample of approximately 20,000 households starting in 1994 and for the sample top-up this third cycle. The survey is conducted every two years. The sample collection is distributed over four quarterly periods followed by a follow-up period and the whole process takes a year. In each household, some limited health information is collected from all household members and one person in each household is randomly selected for a more in-depth interview.
The survey is designed to collect information on the health of the Canadian population and related socio-demographic information. The first cycle of data collection began in 1994, and continues every second year thereafter. The survey is designed to produce both cross-sectional and longitudinal estimates. The questionnaires includes content related to health status, use of health services, determinants of health, a health index, chronic conditions and activity restrictions. The use of health services is probed through visits to health care providers, both traditional and non-traditional, and the use of drugs and other mediciations. Health determinants include smoking, alcohol use and physical activity. A special focus content for this cycle includes family medical history with questions about certain chronic conditions among immediate family members and when they were acquired. As well, a section on self care has also been included this cycle. The socio-demographic information includes age, sex, education, ethnicity, household income and labour force status.
