Statistics Canada is engaged in the "Information System for Science and Technology Project" to develop useful indicators of activity and a framework to tie them together into a coherent picture of science and technology (S&T) in Canada. The working papers series is used to publish results of the different initiatives conducted within this project. The data are related to the activities, linkages and outcomes of S&T. Several key areas are covered such as: innovation, technology diffusion, human resources in S&T and interrelations between different actors involved in S&T. This series also presents data tabulations taken from regular surveys on research and development (R&D) and S&T and made possible by the project.

The International Adult Literacy Survey was a 22-country initiative conducted between 1994 and 1998. In every country nationally representative samples of adults aged 16-65 were interviewed and tested at home, using the same literacy test. The main purpose of the survey was to find out how well adults use information to function in society. Another aim was to investigate the factors that influence literacy proficiency and to compare these between countries.
This monograph presents 10 international indicators that allow readers to compare the literacy proficiency of Americans with that of other populations. The findings confirm that low literacy is an important issue in all regions and countries surveyed.

During the summer of 1999, Statistics Canada conducted the second Survey of Intellectual Property Commercialization in the Higher Education Sector, which was designed to illuminate the overall process of intellectual property (IP) management. Over 100 universities, degree-granting colleges and affiliated research hospitals took part in this voluntary survey. The results show that over 60% of institutions are actively managing (identifying, protecting, promoting and/or commercializing) their IP. Within the last five years, 47% of institutions have filed a patent application and 32% have licensed their technologies, to generate over $21 million per annum in royalties. Universities also hold $55 million in equity in their 454 spin-off companies formed to date.

This document outlines the definitions and the typology now used by Statistics Canada's Centre for Education Statistics to identify, classify and delineate the universities, colleges and other providers of postsecondary and adult education in Canada for which basic enrolments, graduates, professors and finance statistics are produced.
These new rigorous definitions were needed to capture the growing complexity of postsecondary education in Canada. They differentiate the various types of postsecondary institutions, address the blurring distinction between colleges and universities and handle the various forms of possible relationships between institutions.
The document brings closure to the extensive consultation that took place between January 2003 and the spring of 2007 as it summarizes the changes made following the 2004 paper entitled "A New Understanding of Post-secondary Education in Canada: A Discussion Paper".
Such an extensive consultation was deemed necessary to ensure that the typology is useful to the whole sector and that it allows comparisons between provinces and territories despite the significant differences of their respective postsecondary education systems.

This report describes changes planned for the 2006 Census education questions. Education questions are a part of the Form 2B (the long form) of the census. This form is completed by 20% of all households. These changes were tested in the May 2004 Census test of over 300,000 households. The changes aim to address data limitations in the 2001 Census questions and to enhance their relevance to education studies by allowing a better reflection of the range of educational pathways taken by Canadians. The report includes an explanation of the reasons for modifying the 2006 Census education content, a detailed look at each of the changes, and a discussion on historical consistency.
